Statement of Work

  1. Objectives
  1. The objective of this project is to obtain professional services to support the professional and organizational development of culturally-specific organizations and administrators, and programming designed to stabilize and increase the accessibility of the arts within culturally-specific communities.
  1. This Contractor(s) will focus on evaluation, planning and outreach services for the Preserving Diverse Cultures Division’s Strategies for Success and Community-Based Engagement Project programs.
  1. All work performed by the contractor(s) will be completed at various sites including their own offices and other locations throughout the Commonwealth for the provision of arts (non-profit) consulting.
  1. Nature & Scope of Project
  1. The Preserving Diverse Cultures Division (PDC) of the Pennsylvania Council on the Arts (PCA) supports the development of organizations whose mission is deeply rooted in and reflective of the African American, Latino, Asian, Native American and Hispanic (ALNAH) perspective. The Division prioritizes the support of organizational stabilization and the expansion of arts and cultural programming through three funding programs: Strategies for Success, Community-Based Engagement Project and Resources for Individual Artists.
  1. The Strategies for Success program addresses and supports organizational development for organizations meeting established artistic, accessibility and management criteria through funding offered at three levels – Basic, Intermediate and Advanced.

d. The Community-Based Engagement Project program is designed to engage ALANAH artists and

and community consortiums in thedevelopment and implementation of community-based arts and culture

projects.

  1. Contractor(s) will provide planning, evaluation and outreach services to designated organizations and geographical areas as defined by the Program Director.
  1. The Pennsylvania Council on the Arts will require at least one contract personnel. This bid is based on the need for one contractor that is given the authority to sub-contract as needed for Arts (non-profit) Consulting Services.
  1. Services are to be provided for a five-year timeframe, beginning on July 1, 2017 and ending on June 30, 2022.
  1. Travel expenses (hotel, mileage, meals, tolls, parking, etc..) are included in this SOW.

3. Requirements

a. The selected contractor(s) will be required to be familiar with:

i. Culturally diverse artists, administrators and organizations at all levels of institutional development

ii. Culturally diverse geographical areas and communities

iii. Non-profit grant application processes

iv. Non-profit organizational structures

v. Readiness assessment tools and methods

vi. Workshop planning and facilitation

b. The selected contractor(s) must possess:

i. Minimum of five years of experience working with culturally diverse artists, administrators and organizations at all levels of institutional development

ii. Minimum offive years of consultancy and/or senior management experience

iii. Demonstrated experience in planning and workshop facilitation

iv. Proficient communication and reporting methods

v. An undergraduate degree in arts management, business administration or a related field

4. Tasks

a. The selected contractor(s) will:

i. Assess the readiness of an organization or community consortium for participation in the Strategies for Success organizational development program or the single-focus Community-Based Engagement Project program.

ii. Assess organizational competencies, deficiencies and progress of participating organizations in the Basic and Intermediate Levels of the Strategies for Success program with total assessment scores below 70 points.

iii. Provide organizational development consultancy services to Basic Level organizations through Advanced Level institutions.

iv. Plan and facilitate up to five Community-Based Engagement planning workshops in designated regional, underserved diverse and rural communities

v. Conduct Community-Based Engagement Project evaluation site visits.

vi. Participate in two planning meetings with Program Director each year of the project period.

5. Reports

a.The selected contractor will provide monthly progress reports to Program Director that address the factors outlined in the Tasks section of this document.
