Minutes of an Ordinary Meeting of Penllyn Community Council held at

Llansannor Community Hall, City at 7.00 p.m. on Monday.

3rd September 2012

3) To confirm the minutes of 2nd July 2012

The minutes were accepted subject to minor amendments made at the meeting. Councillor Thomas proposed that the minutes be accepted and this was seconded by Cllr Fardo and unanimously agreed by all present.

4) Community Police Matters.

No Police representative was present and no information had been relayed to the Clerk.

No matters were raised by Members.

5) Vale of Glamorgan Council Liaison.

The Clerk reminded Members that he had been contacted by Jeff Wyatt the Vale’s Operational Manager for Democratic Services about training that is being offered regarding Members’ Code of Conduct and Ethical Issues and that the following dates for training were now available.

Saturday 20th October 10.00-12.30;

Tuesday 30th October 18.30-21.00;

Thursday 8th November 18.30-21.00; and

Wednesday 14th November 18.30-21.00.

It was understood that each session would be limited to 20 people a decision as to who would attend needs to be made as quickly as possible. Previously the Chairman and Councillor Thomas had indicated they attend. The Clerk asked that all those who wished to attend inform him of the preferred dates so that he could inform the Vale Council.

The training will be held in Committee Room 2 at the Civic Centre in Barry.

There will be no cost to this Council.

The Clerk also circulated copies “The Good Councillor’s Guide for Community and Town Councillors” received from the Welsh Government to all Members present.

OTHER MATTERS

Councillor Pugh asked what progress is being made on Ffald Lane as whilst he understood that it is within the three year re-surfacing programme the lane is becoming unusable because of the poor surface. Councillor Cox suggested that the Community Council write to Mr Ken Evans of the Vale Highways Dep’t to clarify the start date of the works.

Councillor Fardo raised the matter of a wall built in association with a new dwelling close to the Barley Mow Public House at Graig Penllyn where it is obstructing the highway. Councillor Cox suggested the Council contacts Andrew Loosemore of the Vale Highways Dep’t.

Councillor Thomas raised three issues. The first related to stones from a wall adjacent to the highway opposite City Cottages/Northwood/Isa Coed Fach that periodically fall into the road. He informed the meeting that usually local residents are able to move the stones from the highway but recently larger stones fell and the Vale Highways were contacted and quickly removed the debris. The second matter related to the potential dangers of a tree that is overhanging the highway form the garden of “Greenacres”at City. Whilst the main branches that were obstructing the highway have been removed there is local concern that the remainder of the tree remains a hazard to passing vehicles. The final matter related to a highway drainage problem. At the junction of the road and lane leading to “Chatswood” there are two gullies one belonging to the Vale (that is ineffective as it is located in the wrong position and does not help to disperse rainwater from the highway) and another gully positioned by the owner of “Chatswood” when he tarmaced the lane. The additional gully used to clear all the water off the road into the adjacent stream however with all the debris and mud carried down the road from the City it is now silts up. Over recent years local residents have managed to clear the gully, but now it is impossible to open. Given that the primary role of the gully is to clear the adopted highway of surface water Councillor Thomas asked if the new gully could be adopted by the Vale Council. The matters were discussed with the County Councillors present and it was agreed that the Clerk would contact Andrew Loosemore of the Vale Highways Dep’t.

The Chairman asked if the Vale Council has a policy for the removal of Himalayan Balsam. Councillor Cox suggested that the Community Council write to the Operational Manager for Parks to seek advice. The Chairman stated that it is the intention of local residents to undertake a programme of removal.

6. Matters relating to the duties of the Official Custodians of the Charity for Allotments for the Labouring Poor.

Final amendments were agreed for the proposed lease to be offered to the Graig & Penllyn Residents Association.

7.Chairman’s Report and Communication.

Invitation from Alun Cairns to attend a coffee morning event to help raise funds for the friendship and welfare for Royal Air Forces Association to be held at 10.30 – Noon on Thursday 20th September at The West House Hotel, West Street Llantwit Major.The matter was discussed and Noted.

Invitation to a charity sing-along hosted by Goldies CYMRU at 10.30 – Noon on 12th September at Glyndwr Community Centre, Penarth. They are also looking for funding to enable them to host more events for other community activities. The matter was discussed and Noted.

8. Delegate Reports.

Llangan Primary School

The Clerk informed the meeting that he been speaking to John Sparks who works as the Head of Governor Support in the Vale Schools Service. He has been acting as go between with the School regarding this Councils representation. Mr Sparks has been in contact with the new Headteacher at the School who has said that the representative of Llangan is a valued and active Governor at the School and someone he would not like to lose. So could our representative consider attending as an observer for the time being until there is a vacancy for a governor at which time the Llangan Councillor can be moved across and our representative can go onto the Board and receive full voting rights.

This matter was discussed and the suggestion was agreed. It was agreed that the Clerk would send the Chairman the contact details for Mr Sparks and that he would contact him direct to make appropriate arrangements.

Community Plan

The Clerk informed the meeting that he had received an invitation to Vale of Glamorgan Local Service Board Forum to discuss the Community Strategy 2011-2022. The session will take place on 5th October 2012 and will last from 9.30-4.00. Refreshments provided. It was agreed that the Clerk would send the information he had received and would await notification from those who wish to attend.

The Clerk apologised for not circulating copies of the details of planning matters and that this was due to his printer breaking. He informed the meeting that he had been using his own printer since he had become the Clerk to the Council but it had finally broken. The matter was discussed and it was agreed that the Community Council would cover the costs of a new printer for the Clerk.
