MEETING – 6TH DECEMBER 2011.

MINUTES

  1. The chairman, Kenneth Parry Brown, welcomed councillors Nicholas Levett-Scrivener, Norman Ball, Archie Poulter, Peter Dance and Frank Potter. Colin Hann sent his apologies. The clerk, Caroline Cardwell, was in attendance. Two members of the public attended.
  2. Public Forum – none
  3. Declarations of interest - none
  4. Minutes of previous meeting [25-10-11] were approved and signed as a true record.
  5. Matters arising – councillors were pleased to see the Rendham Rd. sign in place; types of benches to be discussed at Jan meeting
  6. Clerk’s contract [the clerk and members of the public left the room] – councillors discussed the terms of the clerk’s contract, agreed to add care of cemetery and increased the hours to 5 per week [ NALC current rate - £8.34 per hour]; clerk to arrange STO with bank.
  7. Finances –

·  Balances: c/acct £11,816.30; bp/acct - £7,080.05;

·  Budget for year Apr. 2012 to Mar. 2013 – the chairman reported the discussions of the finance sub-group who recommend that the budget remains the same as this year at £8000.00, councillors agreed with one abstention.

·  Cheques were approved as follows – no.100369 to Royal British Legion for 100.00 [this is a replacement cheque for no.100359]; no. 100370 to SALC for £192 [2 places cemetery course]; no. 100 371 to Kenneth Parry Brown for £22.50 [travel to course]; no. 100372 to C. Cardwell for £155.80 [expenses, Jun to Dec]; no. 100373 to HMRC for £ 86.40 [tax to 5th Jan 12].

·  Barclays savings acct signatories – mandate form completed for Kenneth Parry Brown, Frank Potter and Norman Ball.

  1. Planning – C/11/2453 – 4 Oak View: loft conversion application supported; SCDC permission noted for Snows Hall, Valley View and Halfway House.
  2. Cemetery – councillors discussed the future of the cemetery and agreed that maintenance work was needed; as is a register of owners of plots; charges were discussed and increases approved from Jan 2012 with children under 16 free, with no fee for additions to headstone; however the latter does need a licence. The confusion of the Adamson/Mower graves to be recorded, but left as things are unless there are objections from either family; Nick Levett- Scrivener to contact Danny Mower. A meeting will be arranged of the working group on 18th Jan. at the cemetery., 9.30am
  3. Footpath leaflet – the clerk asked to have 100 printed for £75 at Adshop, Halesworth.
  4. SCC Libraries and Record Offices – future plans and re-organisation noted
  5. Any other business – Oak View damaged railings – clerk to contact SCDC for repair; next year’s meetings to be held at Methodist church Hall; clerk asked to contact Mr. Thomas at Emmett’s re cellar water; his offer to paint railings blue was not accepted; white is felt to be safer.
