Director, Capital Planning

SALARY:$7,047- $9,160monthly($84,564to $109,920annually)

SaskBuilds, Regina – SaskBuilds was established as a new Treasury Board Crown Corporation in October 2012. SaskBuilds provides advice and recommendations for advancing major infrastructure projects through innovative approaches to infrastructure development and alternative financing models such as public-private partnerships (P3s). SaskBuilds is also responsible for providing a central focus within the provincial government to coordinate infrastructure planning and delivery.

Reporting to the Executive Director ofCapital Planning and Infrastructure, this position is responsible for providingleadership to the development of the province’s integrated capital plan and associated processes. The Director shapes the strategic view of capital planning across the Government of Saskatchewan, in close collaboration with the Ministry of Finance and through consultations with other ministries. Through these relationships, the Director is able to identify key issues and opportunities to improve government owned and government funded infrastructure and provide advice and recommendations toSaskBuilds Board, Treasury Board and Cabinet.

The successful candidatewill:

  • require knowledge of capital planning and innovative approaches to impact best practices for infrastructure;
  • develop new processes and improve on existing processes with a focus on outcomes;
  • manage workloads and influence decisions through highly developed leadership skills;
  • have excellent written and communication skills;
  • demonstrate a proven ability to build and maintain good working relationships with clients, including facilitating events and chairing meetings;and
  • have the ability to multi-task and prioritize multiple responsibilities to meet deadlines.

Qualifications: A Master’s degree in Public Administration, Business Administration, or an equivalent combination of education and experience is required. Significant related senior-level experience related to capital planning, infrastructure, asset management and alternative approaches to building and financing public infrastructure will be considered. Experience with negotiations, policy development, government decision making,process improvement, public sector accountingand other related equivalencies are also considered assets.
