Position Function: Maintains payroll information by designing systems; directing the collection, calculation, and entering of data. Updates payroll records by reviewing and approving changes in exemptions, insurance coverage, and savings deductions. Pays employees by directing the production and issuance of paychecks and/or electronic transfers to bank accounts. Balances the payroll accounts by resolving payroll discrepancies. Provides payroll information by answering questions and requests. Manages payroll staff.
Essential Performance Responsibilities:

  • Accomplishes payroll objectives by selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising job contributions; recommending compensation actions; adhering to policies and procedures.
  • Meets payroll operational standards by contributing information to strategic plans and reviews; implementing production, productivity, quality, and customer-service standards; resolving problems; identifying system improvements.
  • Meets payroll financial standards by providing annual budget information; monitoring expenditures; identifying variances; implementing corrective actions.
  • Updates records by reviewing and entering changes in exemptions, insurance changes, deductions, paid-time not worked, status, and pay; calculating vacation earned.
  • Prepares pay by verifying time records including AESOP; calculating and producing checks or electronic transfers.
  • Balances payroll accounts by auditing information; identifying and resolving discrepancies; initiating journal entries.
  • Determines payroll liabilities by entering federal and state income and social security tax information, transfers and direct deposits, wage assignments and garnishments.
  • Fulfills wage garnishment requirements by completing forms; adjusting payroll records, documenting and transmitting withholdings; negotiating with collection agencies to convert garnishments to wage assignments.
  • Understands TRS rules and regulations and communicates to employees TRS benefits. Calculates and remits all TRS payments, as well as federal and state laws pertaining to payroll.
  • Liaise with other departments in the development of payroll calendars, workday start and stop times and pay date schedules.
  • Remits tax payments by collecting and verifying data; preparing federal, state, and local tax reports, and W2 statements; initiating payment, including but not limited to 940 and 941 reports.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
  • Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments
  • Liaise with other entities of ILTexas in preparation of payrolls for those entities. Including preparation and understanding of various visas and impact on the payroll system
  • Prepare all reports related to payroll. Balances liabilities and payments to vendors.

Additional Duties:Perform all other duties as assigned by supervisor.
ravel: Travel between schools and central offices may be required
Physical and Mental Demands:

  • 12 month position working in a standard office environment
  • Occasional overtime
  • Additional demands upon request of Supervisor

Equipment: The employee must demonstrate the ability to use basic office equipment such as computers, scanners, copiers and fax machines. Must always comply with ILTexas guidelines for equipment use.
Interrelations:

  • Contact with personnel within the district and with customers and vendors. Expected to interact with all in a friendly, professional manner and provide quick, responsive customer service.
  • Will be working under the direct supervision of the Finance Officer in order to compete day to day tasks
  • Will be working with a diverse population requiring the ability to handle all situations with tact and diplomacy and a positive attitude

Employee Punctuality and Appearance:

  • In order for schools to operate effectively, employees are expected to perform all assigned duties and work all scheduled hours during each designated workday, unless the employee has received prior approval from their supervisor
  • Employees are required to report to work dressed in a manner that reflects a positive image of ILTexas and is appropriate for their position

Qualifications:

  • Bachelors’s degree in Finance or Accounting preferred
  • Knowledge of Skyward Payroll system or 3-5 years of School District Payroll experience preferred
  • Experience preparing and filing payroll tax reports required
  • International accounting for payroll considered a plus, but not required
