Meeting Minutes

March 15, 2012

1.0  Preliminaries

1.1  Meeting was called to order at 7:00 PM

2.1 RDA 420

Applicant: Donald Newcombe

Location: 54 Brook Street

Project Description: Installation of an NStar gas line

Paul motioned to close the public hearing and issue a negative determination. Motion was seconded by David, all in favor 6-0

2.2 RDA 359 Request to Amend

Applicant: Raymond Curley III

Location: 155 Manning Street

Project Description: 18” x 16” addition

The addition will be moved to the other end of the home and will have footings. Straw bales will be placed by the stream to 10” beyond the addition. Paul motioned to amend the RDA. Motion was seconded by Al, all in favor 6-0

2.3 DEP 190-0561

Applicant: Jack Sargent, Wildwater Development, LLC

Location: 141/153 Broad Street

Project Description: construction of a 34-unit apartment complex and to respond to an Enforcement Order.

Scott Goddard, Scott Hayes and Jack Sargent were in attendance.

The proposal is for an 18 unit building and a 13 unit building. There will be a 30’ access road on the south side of the property with a sidewalk. The sewer connection will come from Overland Street. Porous asphalt, designed by UNH for use in the Northeast will be used. The access road will be gated and used for emergency purposes. Several abutters, including, Albert Gallanti, Fabio Nunez, Sandy Bouchard, Jason Kunicki, David Duplisea and Dorothy Doyle expressed concerns about flooding, drainage, impingement on the wetlands and zoning issues. Paul requested a Wildlife Habitat Study, taking noise and light into consideration and a soil study. SEA will conduct a peer review. The Commission has several concerns including the use of porous asphalt with no catch basins or underground infiltration, snow storage, crossing on the vernal pool. Paul motioned to continue the public hearing until April 19 to allow time for the Wildlife and Soil studies to be conducted and reviewed. Motion was seconded by Al, all in favor 6-0.

2.4 RDA 421

Applicant: Town of Hudson DPW

Location: Worcester Ave/Temple Ave

Project Description: Replacement /rehabilitation of existing surface utilities infrastructure.

Paul motioned to close the public hearing and issue a negative determination. Motion was seconded by Leif, all in favor 6-0.

2.5 DEP 190-0418

Applicant: Thorndike Development

Location: WestRidge

Request for 3 year extension to Order of Conditions

Paul motioned to pass over until April 5. A site visit will be conducted on March 19 at 5:30 PM.

2.6 Minutes – March 1, 2012

Paul motioned to accept the minutes as written. Motion was seconded by Al, all in favor 6-0.
