1. OPENING REMARKS.

The Chairman opened the meeting and welcomed the members of the public and vacated the Chair.

2. ELECTION OF CHAIRMAN

(a) Members were invited to submit nominations for the election of the Chairman. It was proposed by Councillor West, seconded by CouncillorAtkinson and

RESOLVED that Councillor Richard Clifford Higgs be elected Chairman of the Council to hold office until the next Annual Meeting of the Parish Council or until the appointment of a successor.

(b) Councillor Higgs expressed his appreciation to Members for their support in his past year as Chairman.

3. APOLOGIES FOR ABSENCE.

Apologies for absence were received from Councillor Banister

4. ELECTION OF VICE-CHAIRMAN.

Members were invited to submit nominations for the election of the Vice-Chairman. It was proposed by Councillor Higgs, seconded by CouncillorMarshall and

RESOLVED that Councillor Jan Palmer be elected Vice-Chairman of the Council to hold office until the next Annual Meeting of the Parish Council or until the appointment of a successor.

5. POLICE AND PUBLIC MATTERS

(a)Criminal damage

It was reported by members of the public and Councillors that criminal damage had occurred at the swimming pool, bowls club and Heckington sports club.

Members of the public are asked to report all incidents immediately by dialling 999 not the neighbourhood watch numbers so all crimes are logged.

(b)Underage drinking

A member of the public brought to the attention of the Council the problem of underage drinking in the village.

6. SELECTION OF COMMITTEES

RESOLVED that the following Members be appointed to the Committees indicated to hold office until the next Annual Meeting of the Council:-

(a)Standing Subs Committees –

  • Allotments and Cemetery Committee (Members: Chairman (ex officio), Vice-Chairman (ex officio) and Councillors Atkinson and Banister);

8. SURVEY

The Chairman stated that he had obtained a copy of report from a firm of consultants who had been retained by North Kesteven District Council. The report dated July 2009 dealt with planning issues concerning proposed new retail developments in Heckington where the author of the report admitted not visiting the village but had nevertheless made recommendations that there was no need for additional retail premises in the village in view of ‘the larger Tesco store in Sleaford Town Centre’. This was the first that the Parish Council was aware of the survey being carried out and was concerned why NKDC staff had to refer planning issues to an outside consultancy. District Councillor Ogden to investigate.

9. MINUTES.

The minutes of the last meeting of the Council held on the 11th April 2011 were signed by the Chairman.

10. MATTERS ARISING

The Clerk submitted an e-mail from the Co-op stating that deliveries in future would be restricted to delivery by a rear steer urban trailer which aids manoeuvrability when reversing which restricts the space the driver needs to gain access so the driver will not mount the kerb or grass verge.

11. REPORTS BY COUNCIL REPRESENTATIVES

(a) CLUSTER MEETING

Councillor Jan Palmer reported that from autumn 2013 all general waste will be incinerated instead of going into land fill

(b) HECKINGTON VILLAGE TRUST

Councillor Pat Banister submitted a copy of the minutes of the meeting held on the 19thMay 2011

(c) HECKINGTON PLAYING FIELD

Councillor Peter Marshall submitted a copy of the minutes of the meeting held on the 12th May 2011

12. FAIRPLAY FOOTBALL

The Chairman stated that the Fair Play Football dates were being arranged by Lincolnshire Youth Services and had been put back to correspond with the volunteer from Cranwell, for the duration of eight weeks.

13. CHURCH HOUSE

The Chairman requested monies to take legal advice regarding the registration of the land adjacent to Church House.

14. PLAYING FIELD

The Clerk submitted a letter from Dr Morsy dated 5th Mayregarding the boundary between the Ferdowse Clinic and the Playing Field.

RESOLVED that further action would be taken

15. BEST KEPT VILLAGE

The Clerk submitted a letter from Community Lincs dated May 2011 stating that Heckington had been entered into Class 3 for the Best Kept Village (26 Entries).

16. PARTNERSHIPNK
