1. EFFECTIVITY:
- Parachute Reserve Canopies type ONYX 380 SECOURS, DUO 420 SECOURS, VEGA 120 (*),
VEGA 145, VEGA 180 and VEGA 220
- Parachute Harnesses type DUO 420, DUO TANDEM, MODULE, VECTRA, VECTRA ECOLE,
and VECTRA HDT2 Voltige
manufactured by Parachute Shop company between 1st January 2001 and March 6, 2007.
(*) VEGA 120 reserve canopy has also to comply with AD F-2007-005 which makes mandatory other limitations to its use.
2. REASONS:
The PARACHUTE SHOP company manufactured and delivered parachute equipment after 1st January 2001, without having any approbation related to a production organisation. Consequently, these equipment were considered as non approved and EASA AD 2006-0279 notified their removing from service.
The production agreement FR.21G.0208 delivered on March 6, 2007, authorizes the company to manufacture and deliver equipment detailed in § 1.
On the other hand the PARACHUTE SHOP company got a maintenance agreement APS069 on September 19, 2002.
This Airworthiness Directive (AD) gives the conditions to put into service again reserve canopies and equipment mentioned in § 1. with delivery of a servicing “JAA Form one” to release them.
This AD replaces EASA AD 2006-0279.
This Revision 1 takes into account the issue of the Airworthiness Directive F-2007-005 which supersedes AD F-2005-169, to authorize flight again VEGA 120 reserve canopies, under certain conditions.
3. MANDATORY ACTIONS AND compliance timeS:
If owners want to be authorized to use their equipment and canopies, following actions are made mandatory, unless already accomplished, from the effective date of this AD:
Before September 28, 2008:
3.1. All equipment and canopies manufactured between 1st January 2001 and March 06, 2007 (list in annex) have to be returned to PARACHUTE SHOP.
3.2. After inspection and reconditioning by PARACHUTE SHOP, all these equipment and canopies will be released with a servicing “JAA Form one” on behalf of the agreement APS.
