Romanian Biodiversity Information Management System (BIMS)

The Romanian Environmental SDIC (RoEnv SDIC) was established by the institutions that are contracted by the Romanian Ministry of Environment or its subordinated bodies in projects related to INSPIRE Directive implementation at the national level.

Curently the SDIC is formed by Danube Delta National Institute – DDNI (www.indd.tim.ro), TeamNet International (www.teamnet.ro), Forest Research and Management Institute - ICAS (www.icas.ro), National Museum of Natural History “Grigore Antipa” – Antipa NMNH (www.antipa.ro), Institute of Biology Bucharest – IBIOL (www.ibiol.ro) and Ioan Cuza University from Iasi – UAIC (www.uaic.ro)

Romania was one of the few Member States that established its Natura 2000 network trough a web based database by involving about 700 users that filled the protected sites Standard Data Forms, verified and validated the content and aprouved the list of sites online.

A new system was designed not only for the Natura 2000 sites, but for all protected areas in order to cover as well the reporting obligation on Common Database on Designated Areas (CDDA) for European Environmental Agency (EEA) and the theme 9 from annex I of the INSPIRE Directive.

The new system was designed to cover as well the reporting obligation to the Commission as required by article 17 of the Habitats Directive, therefore providing the assessment of the conservation status, that is in relation with themes 18 and 19 from annex III of INSPIRE Directive.

The experience gained whithin the European Topic Center on Biological Diversity (ETC/BD) for the development of the Article 17 IT Tool for the EC Composite Report and QA/QC reports on Member States datasets was a real advanatage in order to design the new romanian Biodiversity Information Management System (BIMS).

The new system was designed in order to provide the Natura 2000 sites dataset according to the protected sites INSPIRE data specifications.

The presentation will show as well the issues and solutions that were found to provide the Natura 2000 sites dataset according to the protected sites INSPIRE data specifications.
