Minutes of Panhellenic Council of the University of Central Arkansas
October 17th, 2017
The regular meeting was called to order by President Hailey Jorgenson at 1:40pm in Student Center 207E. The roll was called by President Hailey Jorgenson.

PREVIOUS MINUTES:
The minutes of the October 10th meeting were approved as distributed.
OFFICER REPORTS:
President – Read Greek Announcements. Worked Bear Fair with Allison for Bear Facts Day on Saturday; need to look at updating table decorations.

Secretary/Treasurer -
Executive Board Meeting Report: conducting 2018 Panhellenic Exec interviews during exec meeting.
No change in balance.
Recruitment Director - no report
Asst. Recruitment Director - no report
Social Chair - Mixer went well. Thank you for coming! Rachel and I are working to get the cards to Arkansas Children’s Hospital.
Scholarship Chair – Will have A cookies for the October 31 council meeting.
Historian – Still needs pictures for scrapbook!
Philanthropy Chair – Ask chapters again for feedback about Bear Boots on the Ground Houston donation. Discussion of doing Panhellenic fundraiser to raise funds.
PR Chair – Looking into PR table supplies.

UNFINISHED BUSINESS:
SK brought back discussion of motion to replace October with November in Article V. Section 6 of the Panhellenic Association Bylaws to delay the annual meeting for election of officers. Discussion followed.
Unanimous in favor. Motion passes.
SK brought back discussion of recruitment rule 51 to add “No sorority member, including new members and alumnae, may communicate or live with potential new members until the conclusion of Formal Recruitment.” and “Additionally, no Potential New Member may visit with a sorority chapter, individual member, or a chapter’s event room except during the designated events.” to recruitment rule 51.
Recruitment Rule 51 would read:
“Starting the first day of recruitment (August 24, 2017 at noon) until all bids are delivered, sorority members cannot initiate any contact with a PNM. Scheduled meetings between sorority members and PNMs are prohibited. If, by coincidence, a sorority member and PNM are in the same public setting, pleasantries may be exchanged. No sorority member, including new members and alumnae, may communicate or live with potential new members until the conclusion of Formal Recruitment. Additionally, no Potential New Member may visit with a sorority chapter, individual member, or a chapter’s event room except during the designated events.”

ASA brought back discussion of recruitment rule 52 to strike “No sorority member, including new members and alumnae, may communicate or live with potential new members until the conclusion of Formal Recruitment.” and “Additionally, no Potential New Member may visit with a sorority chapter, individual member, or a chapter’s event room except during the designated events.” from recruitment rule 52.
Recruitment Rule 52 would read:
“Strict Greek Silence begins at the conclusion of Preference Round events and lasts until all bids have been delivered. Greek Silence is defined as verbal, nonverbal, written, printed, text message, electronic communication or communicating through a third party.”

SK brought back discussion of recruitment rule 15 to read “There will be one Pi Chi to greet the PNMs at the door, the house will have three affiliated members and one Panhellenic exec member inside the living room/kitchen area, and then there will be ten affiliated members inside the chapter room with the PR table set up.” The motioned rule clarifies the three affiliated members and one Panhellenic exec member would be in the living room/kitchen area and changes the location of the PR table from “outside on the patio” to “inside the chapter room”.

ASA brought back discussion of recruitment rule 33 to add “A late submission will result in a $50.00 fine and $10.00 each additional day until the slideshow/video is submitted.” to recruitment rule 33.
Recruitment Rule 33 would read:
“Slideshows/videos are permitted for each round but should not exceed 20% of the round. (First round=5 minutes; Second=9 minutes; Third=12 minutes.) They should be tasteful and should not include profanity, lewd music/suggestive lyrics, or disaffiliated members. All slideshows/videos should be submitted to Panhellenic one week before the first day of recruitment at end of business day for approval. A late submission will result in a $50.00 fine and $10.00 each additional day until the slideshow/video is submitted.”
DZ moved to postpone until next week. SK seconds. Unanimous in favor.
NEW BUSINESS:
SK moved to remove from the Panhellenic Association Bylaws Article IV. Section 3. A. If an outgoing officer is reapplying, that chapter’s outgoing Panhellenic Delegate shall serve in her place, Article IV. Section 3. D. 1. Each sorority shall have at least two members apply, and the phrase “with all five sororities represented” from Article IV. Section 3. D. 4.
ASA seconds. Discussion.
ASA moved to postpone until next week. SSS seconds. Unanimous to postpone.
