Padmabhushan Awardee Cheated: Conman Arrested

Economic Offences Wing of Delhi Police has arrested Sandeep Sehgal s/o O P Sehgal R/o S-87, Greater Kailash, Part II, New Delhi-110048, Age 48 yrs. for cheating ex-chairman of Coal India Ltd., Late Sh. G L Tandon a Padmabhushan Awardee Mr. Tandon had invested all his post retirement savings in the stock market through his demat account. The accused, Sandeep Sehgal was managing his demat accounts of Sh. Tandon since 2005.

The accused, Sandeep Sehgal who had been working as sub broker of M/s Apollo Sindhoori Capital Investment Ltd, became friendly with Mr Tandon and lured him to hand over his entire share portfolio on the pretext of managing it better and promised him three hundred percent return. When Shri Tandon did not get any dividends/bonus etc after 2008, he contacted accused Sandeep Sehgal, with the server of National Securities and Depositary Limited (NSDL) and subsequent reconciliation and to affirm his statement, Sandeep Sehgal handed over to Sh. Tandon certain letters purported to be originating from Appolo Sindhoori Capital Investment Limited which were later found to be forged. The accused had infact, transferred the share out of his accounts without his knowledge and consent. Inthis way, Sandeep Sehgal managed to siphon off the whole amount to the tune of approx. Rs 5 crores.

In this regard a case FIR No. 155 dated 09/11/12 u/s 409/420/468/471/120B IPC EOW was registered regard, on the complaint of Sh. Rajesh Ranjan on behalf of Late Sh. G L Tandon and investigation was taken up. Detailed investigations were conducted in Delhi and Chennai and on the basis of evidence collected, Sandeep Sehgal was arrested by a team consisting of Inspector Umesh Singh, Insp. Rajiv Bhardwaj, SI Sanjeev Dhodi and HC Sunil of EOW unit.

Accused Sandeep Sehgal is an alumni of Indian School of Mines. He is B Tech, MBA and presently also pursuing his law from CCS University, Meerut.

An inter-state desperate criminalapprehended by Crime Branch.

Wanted in as many as 7 cases of Delhi and UP.

Accused is a Bad Character of PS Narela and has over 14 criminal cases registered against him.

A team of officers of Crime Branch led by Inspr. Satya Prakash and consisting of SI Baljeet Singh, ASI Ramesh, Ct. Sunil, Ct. Pradeep,Ct. Rampal and Ct. Jagbir under the supervision of Sh. Satpal Gupta, ACP/SIT has apprehended a desperate robber named Manoj @ Bhola, who was wanted by police in 7 cases of Murder and Robbery of Delhi and UP.

OPERATION

Information was received by SI Baljeet Singh that on 15.03.2013, a criminal who is the absent “Bad Character” (BC) of P.S. Narela and absconding in many cases of Murder and Robbery, would come to Ghoga village. On this information, a trap was laid and the criminal was apprehended, who was later identified as Manoj @ Bhola S/o Naresh Kumar R/oGhoga, Narela, Delhi.

INTERROGATION

Manoj @ Bhola was subjected to intensive interrogation. It was revealed that Manoj @ Bhola is a desperate and notorious Bad Character of PS Narela. He has been earlier involved in over 14 cases of Murder, Robbery, snatching and assault. He is an active associate of Bablu Ghoga who is locked up in Tihar jail under MCOCA. He has also been a close associate of Dharmender Kirthal, who carried a reward of Rs. 1 lac from UP. In order to evade arrest, Manoj @ Bhola was living at different hide outs in Haryana and UP viz. Kharkhoda,Gohana and Shamli. He was extorting protection money from a cable operator of Gohana. He was in search of budding criminals so that he could constitute his own gang.

PROFILE

Manoj @ Bhola S/o Naresh Kumar R/o Ghoga, Narela,has studied up to 10th standard. After his high school days, he fell in bad company and was lure in making quick and easy money. In 2009 he joined a gang of robbers of Western UP and they robbed and murdered an Advocate President of Bar Associationof UP High Court. This was starting point of his criminal activities after which he never looked back.

NOTORIOUS ROBBER CUM AUTOLIFTER ARRESTED

The staff of Police Station Vikas Puri, West District has arrested a notorious robber cum autolifter namely Deepak @ Virender Babber with 120 gms. Hasis/Charasin case FIR No. 87/13 U/S 20 N.D.P.S Act. PS Vikas Puri. With his arrest eleven cases of robbery and autotheft of PS K.N. Katju Marg (Outer Distt.), Uttam Nagar, Janak Puri, Vikas Puri, Binda Pur and Dabri (South-West Distt.) have been worked out.

Deepak @ Virender Babber S/o Rattan Chand R/o A-3/94, Hastsal Vihar, Uttam Nagar, Delhi, age 25 year. He studied upto 4th class and belongs to poor family. He is a History Sheeter of PS Vikas Puri.

INCIDENT AND TEAM

Keeping in view of the incidents of increasing numbers of vehicle thefts, SHO and ATO/PS-Vikas puri was directed to collect intelligence about gangs involved in vehicle thefts. Immediately, a team comprising of SI Manoj Dahiya, ASI Padmesh Tyagi, HC Rishi kumar, HC Rajender, and Ct. Satpal led by Insp. Rajeev Gunwant A.T.O Vikas Puri and under the supervision of Inspr. Santosh Kumar SHO Vikas Puri and overall supervision of ACP/Vikas puri Sh. P.C.Mann was formed to gather information. The team had made relentless efforts.

The efforts of police team bore fruits when specific information by HC Rishi kumar about the movements of auto lifter in the area of PS Vikas Puri with stolen M/Cycle was received. On 14/03/2013, a special drive was launched to check the vehicles during evening hours at T-Point, JG-3 Block, Vikas Puri, Delhi. At about 6.15 PM Deepak @ Virender Babber, History Sheeter of Police Station Vikas Puri approached from Outer Ring Road and seeing Police party he tried to make U-Turn and run away. But the police team acted swiftly and immediately overpowered him. On his physical search 120 gms. CHARAS was recovered from his possession and the recovered M/Cycle from his possession was found stolen from the area of PS Janak Puri and wanted in case FIR No.82/13 u/s 379 IPC. So he was arrested in case FIR No. 87/13 U/S 20 NDPS Act. & 411 IPC at PS Vikas Puri.

INTERROGATION & MODUS-OPERANDI

During interrogation, it is revealed that accused person is also involved in the robbery cases of PS Uttam Nagar, Dabri, K.N. Katju Marg and Burglary cases of PS Dabri and Binda Pur and Auto-theft cases of PS Vikas Puri, Janak Puri and Dabri. He belongs to a poor family and he studied upto 4th class. He was also involved in many cases of auto thefts and was arrested in the year 2006 at PS- Vikas Puri Delhi for the first time. He wanted to earn easy and fast money in short span of time. So he formed his Gang with Raneet @ Raja and started Auto-lifting. Later he started committing robberies also.

AUTOLIFTER ARRESTED WITH THE HELP OF CCTV

The staff of Police Station Janak Puri, West District arrested autolifter namely Manish Kumar@Bau with the monitoring of CCTVs installed at District Centre, Janak Puri. A case vide FIR No.87/13, u/s 379/511 IPC has been registered and with the arrest of accused a case vide FIR No. 59/13, u/s 379 IPC PS Janak Puri has been worked out and a stolen Motor Cycle was recovered.

Manish Kumar@Bau S/o Nanak Chand R/o Plot No. 33,34 Block L-2 Mohan Garden, Uttam Nagar, New Delhi permanent resident of Village- Aher Kurana Distt. Panipat, Haryana, age 39 years. He was born at Pitam Pura Village, He studied up to 7th class from Govt. School Sarswati Vihar, Rani Bagh. After dropping his study he did driving at Panipat and after some time came to Delhi. He also drove CABs of call centers where he came in touch with the bad elements and with the lust of earning of money, he started stealing bikes.

A stolen motor cycle No. DL-9SAK-9191, Red Pulsar and a bunch of keys.

INCIDENT AND TEAM

On 15.03.2013, while Const. Satish No. 1829/w was monitoring the CCTVs at Police Station Janak Puri Control Room, he noticed that one person was attempting again and again to unlock the bike. Const. Satish immediately informed Beat Const Hemraj No. 3206/w and accordingly Const. Hemraj reached the spot and nabbed the accused.On the direction of ACP/Vikas Puri Sh. Parkash Chander Mann and under the leadership of Insp. H.S.P. Singh, SHO/ Janakpuri, a team comprising of HC Subhash No. 1610/W, HC Bijender No. 1653/w, HC Hans Kumar No. 728/w, HC Sanjeev No, 2006/w, Ct. Harjiender No. 779/w and Ct. Hemraj No. 3206/W was constituted.

INTERROGATION

During investigation, accused Manish Kumar @ Bau was interrogated at length and it was found that on 21.02.2013 he has stolen a motor cycle bearing No. DL-9SAK-9191, Red Pulsar from Janak Puri which has been recovered from his possession. Apart from this he was previously involved in 6 cases of MV Theft and in one case vide DD No. 36 B, dated 24.05.09, u/s 41.1 Cr.P.C. PS Mangol Puri 5 stolen bikes were recovered from his possession.

ONE DESPERATE CRIMINAL INVOLVED IN ROBBERY-CUM-MURDER, ATTEMPT TO MURDER AND THEFT CASES, ARRESTED

TWO MOTOR CYCLES AND ONE PISTOL WITH CARTRIDGE RECOVERED.

The staff of STF, South District has arrested one desperate criminal namely Arun Sharma S/o Dinesh Chand Sharma R/o 1/5704, Gali No. 18, Balbir Nagar, Shahdara Delhi who had conducted reconnaissance of the place of incident and had also been indulged in conspiracy of sensational 5.25 crores Defence Colony ICICI Bank heist crime. He has further been involved in many other sensational crime viz. robbery-cum-murder, attempt to murder, robberies and theft cases in Delhi and other adjoining States. One pistol with cartridge and two motor cycles, one used in commission of crime and other stolen, have so far been recovered.

INCIDENT AND ARREST:

On 14.03.13, a team comprising of SIs Arvind Kumar, Shashi kant, ASI Anand Prakesh, HCs Randhawa, Mukesh, Suresh, Tara Chand, Naresh Kumar, Vijay Pal and Ct. Israil Khan under the close supervision of Inspr. Sh. Rajender Singh, I/C STF South District was present at near Bus Stand Safdarjung Airport, Lodhi Colony in the investigation of case FIR No. 23/13 PS Lodhi Colony. Meanwhile, a secret information was received that a notorious criminal would come at Char Bag, Lodhi Colony to meet one of his associates with a design to commit some crime in the area. Accordingly, a trap was laid by the team. At 6.30 PM, one motor cycle (make Hero Honda Passion) bearing Regn. No. DL-8SR-7503 arrived there. On the tip provided by a source, one person was apprehended who was later identified as Arun Sharma S/o Dinesh Chand Sharma R/o 1/5704, Gali No. 18, Balbir Nagar, Shahdra Delhi. On his personal search, one country made pistol and a live cartridge was recovered from his possession. Thus, a case vide FIR No. 44/13 dated 14.3.13 u/s 25 Arms Act PS Lodhi Colony was registered and investigation was taken up.

INTERROGATION:

During interrogation, accused disclosed his involvements in many crimes of serious nature. He disclosed that he is an active member of Billoo Gang and associated with Hari Kishan, the prime accused arrested in Defence Colony bank heist case. In this case, he had conducted the reconnaissance of the area and route on which cash was being transported, on his motor cycle along with his other counterparts to commit the crime, a week ago to the crime actually took place. He further revealed that he had also participated with other members of the gang while the conspiracy of the crime was hatched by all of them at the house of Deepak in Khirki Extention, Malviya Nagar before the crime committed. But on the day of incident, he had gone outside Delhi in order to arrange some weapons and the crime of bank heist was committed by other members of the gang. Later, he left Delhi to avoid police dragnet.

He has further disclosed of having committed a few other incidents which he had committed in past before the bank heist crime took place, in association of members of Billoo/Hari Kishan Gang:

  1. In FIR No. 51/2005 dated 5.5.2005 u/s 392/394/307/34 IPC and 25/27 Arms Act P.S. Division No.2, Ludhiana. He had committed a sensational crime in Ludhiana way back in 2005 on the basis of information provided by Dharmender Sirohi of Meerut in which three persons were shot injured by them in order to commit robbery of Rs.19 lacs. in Ludhiana, Punjab.
  1. In case FIR No. 354/08 u/s 302/392/394/397/34 IPC & 25/27 Arms Act, PS Shakarpur, Delhi. Arun Sharma, Hari Kishan @ Hari, Yogesh @ Baba @ Hariom and Deepak Soni @ Bhola robbed a Nokia showroom in Manglam Building, Vishal Marg Sharkarpur. Arun and Yogesh shot dead cashier of the showroom Mahesh Kapoor and robbed cash Rs. one lac thirty four thousand.
  1. FIR No. 395/08 u/s 186/353/307/34 IPC & 25/27 Arms Act, PS Shakarpur, Delhi. Arun Sharma, Yogesh @ Baba @ Hariom and Hari Kishan @ Hari opened fire on police party of Special Staff, Mayur Vihar in the area of Shakarpur.
  1. FIR No. 78/06 u/s 186/353/307 IPC, PS Lodhi Colony, Delhi. Arun Sharma and Dharmender Sirohi opened fire at a team of Special Cell, Lodhi Colony.
  1. He has been involved in four cases of auto thefts from the areas of Lodhi Colony, K.M. Pur, Lajpat Nagar and Anand Vihar. Two motor cycles have also been recovered.

PROFILE OF ACCUSED :

He is a school dropout and a part time property dealer. He came in contact with desperate criminals namely Dharmender Sirohi, Vikram @ Vikki, Billoo Pehalwan, Hari Kishan, Deepak, Yogesh, Vijay Nahar Singh and Ranjit, etc. and committed several crimes in Delhi and NCR. He had been absconding for the past several months after the incident of bank heist crime took place on 27.9.2012. He used to arrange weapons for the gang by taking services of Meerut based gangsters and his other conduits operate locally under Ravinder Soni. He spent substantial time in jail. He is married and has two kids.

RECOVERY:

1)One pistol with live cartridge.

2)Two motor cycles, one motor cycle stolen from Lodhi Colony area connected with FIR No. 28/13 Dt.10.2.13 u/s 379 IPC PS Lodhi Colony.

Further investigation of the case is in progress and concerned police station have been informed regarding his arrest.

AN INTERSTATE AUTO LIFTER (BIKER) GANG BUSTED

South East district police has arrested two members of a notorious Interstate auto lifer gang and recovered 5 stolen bikes. Total 6 cases have been worked out.

Accused arrested:

1Manoj @ Monu S/o Sh Sohan Pal R/o Mogli Ka Makan, Meethapur, New Delhi., Sher Singh S/O Sh Ramesh Chander R/O Vill. Poluwa Nangla PS Marawan Distt Mathura

Incident and Team and arrest:

During recent past the incident of auto lifting were increasing in the area of P.S. Jaitpur and other neighbouring police stations of South East District. SHO/Jaitpur Insp. Arvind Kumar took immediate steps for preventing and detecting the cases of auto lifting. Increased night patrolling and more Pickets in the area along with briefing of staff. So a team was constituted headed by Insp. Dharam Pal Kalra ATO/ PS Jaitpur under guidance of SHO/Jaitpur Insp. Arvind Kumar and overall supervision of Sh.Vipin Kumar Nayyer, ACP/Sarita Vihar and vehicle checking was started in the area of PS Jaitpur.On 11/03/13 HC Pardeep Kr. No. 177/SE and Ct. Dharmbir No. 1373/SE, during area patrolling on school road of Molar Band School were checking the commuting vehicles.At around 09:30 PM, one person approaching from Agwanpur Faridabad Haryana Border on Motor Cycle No. DL 4SFC 1436, Model Splendor Pro, Colour Black, was stopped by the above mentioned staff. On being asked he revealed that his name is Manoj @ Monu but couldn’t furnish the original papers of the bike, instead gave sketchy information regarding the papers. On enquiry with the control room auto match about this motor cycle, bearing engine No. HA10EHA9K02361 with Chassis No. MBL-HA10ADA9K02164 it was found that the original No. of the Motor Cycle is DL 3SBW 4262 and a case of theft u/s 379 IPC vide FIR No. 337/12 PS Sarita Vihar was registered with respect to the motor cycle. Thereafter, the motor cycle was seized vide seizure memo by the police and accused Manoj @ Monu was arrested u/s 41-1(D) CrPC. and further he disclosed about the other thefts he had committed. He was taken on 3 days police custody remand for the recovery of the bike related to the case of PS Jaitpur. During PC remand one more accused namely Sher Singh S/O Sh Ramesh Chander R/O Vill. Poluwa Nangla PS Marawan Distt Mathura Age was arrested and total 5 motor cycles were recovered and 6 cases were worked out.
