1.  Welcome Introductions/E-mail Addresses – Ed Frigo, Chairperson

Chairperson Ed Frigo welcomed members, and asked them to go around the room and introduce themselves since there were some new faces. Everyone was encouraged to update their email address with Kelly or Kim so that they could receive information on the OneList.

2.  Approval of Meeting Minutes - The meeting minutes of September 17, 2015 were approved unanimously on a motion by Mike Anderson and a second by John Smith.

3. OLTL Discussion - Peggy Morningstar, OLTL Director, Bureau of Finance and Judy Patrick, Policy Manager, OLTL gave a presentation on the following items. The full PowerPoint presentation is available on the PACAH website

·  FY 2015-2016 Commonwealth Budget Update (status of payments to nursing facilities, etc.)

·  FY 2015-2016 Nursing Home Assessment Status

·  FY 2016-2017 Nursing Home Assessment Status – plans, etc.

·  FY 2015-2016 IGT Status

·  County MDOI payments - status

·  FY 2015-2016 Nursing Home Rates (status update)

·  FY 2015-2016 BAF Update

·  Community Health Choices Update

·  Electronic Submission of Cost Reports (process)

·  Revalidation Update – Still 11 county homes that have not completed and numerous private home that have not. If you miss the deadline, there is no opportunity for retroactive payments. Kelly will email the homes directly regarding this matter.

4. Membership Discussion–

Kelly discussed the current status of the budget and the welfare code bill. Non-county supplemental MDOI was included – 8 million. Fiscal code not seen yet – P4P will be in this code. Nursing home rate – no change expected.

House bill 1062 – currently sitting in appropriations. Will not discuss the bill until the budget has passed. Will need grass roots support once the budget has passed to get this bill moving.

IGT – Kelly gave an update on the status of the IGT and noted that counties will need to decide if they would prefer to submit a lump sum payment or divide up into equal quarterly payments.

CHC – Kelly asked that all consistently review the documents posted on the DHS website. Not sure what the quality rating will be – possibly star rating. Kelly stressed that facilities need to ensure their quality of care is up to par.

Surveys – large increase in complaint surveys due to the inclusion of anonymous complaints. 100% of anonymous complaints must be investigated, so field office workloads have increased significantly

7. Other Issues?

Steve Gates question regarding submission of paperwork through the facility or direct family member…not sure how to word since I don’t know exact terminology/policy…
