2 / The owners are very strict regarding issues relating to alcohol abuse. Please ensure strict compliance with AE policies.
3 / Please ensure crew wears high visibility jackets when walking through the terminals and when going ashore.
4 / Communications to AE + owner to be prompt. All verbal communications should be followed up by an e-mail.
5 / Please plan the maintenance jobs appropriately. The owners are strict about downtime. Workshop assistance is provided by Anglo- Eastern as required.
6 / Master to hold valid PEC (Pilotage Exemption Certificate) for the Port of Tyne or to actively seek qualification.
7 / Crew may be required to assist with the lashing/ unlashing of cars.
8 / Owners require you to observe the following points during bunkering:
  • Pre bunker plan: It should be completed. The plan should allow for the normal vessel trim, and filling of tanks should normally be limited to 85%. The plan should also include the filling sequence of tanks, and small tanks, if practical should normally be filled first.
  • Simple Line Drawing: It should be available at the bunker station, and all crew involved in bunkering should be aware of tank arrangement & capacity, position of tank air pipes and the catchment/ overflow arrangement for the individual bunker tanks and filling arrangement.
  • Checking BDR and pumping rates: The bunker delivery receipt should be checked for delivered volume [Taking into account the product’s density and temperature]. If the delivered volume exceeds the bunker plan, the bunker plan should be revised using the new volume prior to the barge commencing pumping. Pumping rates should be agreed with the barge.
  • During Bunkering: Bunker tanks should be regularly checked and recorded for correct filling. Bunker sounding/ullage tables should be available to determine tank filling rate and barge pumping rate. Do not hesitate to request the barge to reduce the bunkering rate if it exceeds the agreed rate or the tank filling rate is excessive for safe control over the bunkering operation. Sounding pipe cocks should be only open during actual sounding of tanks, at all other times cocks should be closed with cock closing springs/ weighted handles in place.

1 / The winch failure caused by lack of greasing over a considerable period of time highlighted the importance of effectively carrying out routine tasks and feedback from them. Deck machinery winches, windlasses, cranes and stern ramps are vital components and blocked grease nipples must be reported/ rectified immediately before damage occurs.
2 / City of Sunderland ran aground on the Haisborough Sand Bank on passage from Zeebrugge to Tees Port in Jan 2008 due to incorrect navigation and /or ship handling. Prior to the incident 2/O had altered course to starboard to avoid close quarters situation with a vessel on her starboard side. Main Engines were not used to reduce speed.
3 / City of Sunderland ran aground on rocks in Hanko after aborting berthing during gale and blizzard in Jan 2002. The basic cause was the failure to take into account adverse weather conditions for navigation in restricted waters. The vessel and its sister vessels were advised of need to take cognizance of the effect of the wind forces and speeds, against availability of available thrust and propulsion.

Vessels are presently operating within the ECA area and fuel is being changed from 1% Sulphur to 0.1% sulphur to comply with regulation changes w.e.f 1st of January 2015. Please take note of:
ECA and the requirements to use very Low Sulphur Fuel/Diesel oil.

1 / Waste Disposal:As vessel is not permitted to use the Oily water separator andIncinerator on the trade, all waste and sludge etc. are to be landed ashore. Vessel must make use of ports where it is free to discharge waste ashore. Sludge tankers can be arranged in the Port of Tyne with notice to the office.
2 / Quest - Certificate of Registration: Please keep a print out of Certificate of Registration from Quest (which will be carrying out Drug and Alcohol testing on all vessels in the Glasgow fleet) with all other Drug and Alcohol information. Please refer circular 08/12 for details.
3 / Important Memo: Trading Warranties exclusion Zones – Navigation Limits: Please familiarize yourself with the contents of Important Memo from Lloyds Joint War Committee (JWC) identifying trading warranties exclusion zones navigation limits
4 / Company's D&A Policy - Implementation and Monitoring Guidelines: Every vessel has been issued with an Alcometer. Master's are required to carry out random tests of officers and crew at least once a month to ensure compliance with the Company's D&A policy. Tests shall be so conducted that the entire ship's complement is tested in a six monthly rotation.
The results of these tests are to be maintained on board in the D&A logbook and additionally a copy of the result sent to AE- Opswith your Fleet Group in copy. Please send the monthly test reports latestby the 3rd of the following month.
5 / Thomas Gunn Chart outfit management procedure: Your vessel is contracted for folio management with “Thomas Gunn Navigation Services” (TGNS). Charts are order through DPM Singapore. Please ensure that you have the latest management outfit procedures.
  • Understanding the difference between “ACTIVE” and “PASSIVE” list respectively.
  • A thorough review of all charts and publications is to be carried out every 6 months using the inventory list sent by DPMS.
  • Charts and Publications may be added or deleted from the “ACTIVE” folio in between the 6 monthly reviews as well. For the purpose, please send a message to vising them of the necessary amendments.
  • No VR should be raised for new editions of charts or publications that are part of the “ACTIVE” folio.
  • The ultimate responsibility of having the latest edition of a chart or publication rests with the vessel.
  • Chart corrections are changing from paper/ tracings to electronic format.

6 / Hydrographic Publications:Please ensure following latest edition of following publications is available on board.
  • Nautical almanac
  • Tide Tables (relevant to your trade and as per vessels active list of publications)
Please advise eping your Fleet Group in copy accordingly.
7 / Off hire record:All stoppages / delays through any given month must be recorded accurately on the Tec29C form and submitted at the month end. Stoppages may attribute to off-hire. Please refer circular 03/11 for details.
8 / Inconsistencies in Vessel Position Reports: Please read the list of most common mistakes that have been noted on vessel report submissions as per circular 08/10. Kindly peruse the document and discuss the contents with relevant officers. Additionally, a copy of the Ops circular and attachment should be retained with the Noon Book for ready reference.
9 / Ship Reports: Please take note of the revised ship reporting forms w.e.f 01st April 2010 for ships using AE Ship reporting. (Circular 04/10)
