OWG Report to ROS June 19, 2002

Operations Working Group report to ROS June 8, 2004

The OWG last met on May 19, 2004. The OWG discussed the ROS assignment for vegetation management and operator training requirements. The OWG expects to review the draft requirements at its next meeting. ERCOT Operations has received proposals for a training simulator. This simulator will include the new market design. The OWG also reviewed the latest ERCOT Operations bulletins and discussed enhancements to the Outage Scheduler. ERCOT will develop an outage scheduler performance metric later this year.

At this time, no OGRRs are recommended for ROS consideration.

Operating Guide Update (Effective June 1, 2004):

Section 1:

OGRR143 – Change Control Process

Revises the OGRR process to require only one review by ROS, unless comments are made on the ROS Recommendation Report. Modifies comment periods to be more similar to the Protocol revision comment periods.

Section 2:

OGRR145– Reactive Standards

This OGRR is intended to make the Operating Guides conform to the Reactive Standards adopted by TAC. Those portions of the standards that are most appropriately contained in the Operating Guides are included in this OGRR.

The next OWG meeting is scheduled for June 16, 2004.

A.  The Operating Guide Revision Task Force met last on May 18, 2004.

OGRR149 – Types of Responsive Reserve - regarding Response Reserve for Combined Cycle units is in comment period.

Note: OGRR147 – System Fuel Availability – is on hold pending PRR 499, which would eliminate the fuel shortage communication to the market except for Emergency Notice.

OGRTF Action Items

·  Review and correct Operating Guide Section 3

·  SPWG & DWG recommended changes to Operating Guide Sections 1, 2, and 7

·  Draft for vegetation management requirements

·  Draft for operator training requirements

Next OGRTF meeting is scheduled for June 15, 2004.

B.  The Black Start Task Force has not met since the last ROS meeting. Next meeting is scheduled for June 23, 2004 at the Met Center.

C.  The Communications Task Force has not met since the last ROS meeting.
