PUBLIC PARTICIPATION

a. General

i.  LMS Football Field Skipton : The Committee was addressed by Mr Roger Beck on behalf of the Coulthurst Craven Sports Centre Management Committee in respect of the forthcoming sale of the Skipton LMS Football field, located adjacent to Carleton New Road, Skipton, to the east and the land owned by the Coulthurst Craven Sports Centre. In drawing the Committee’s attention to the land’s planning status, Mr Beck referred to the Council’s local planning policies, including a number of relevant policies deleted in 2007, and the position with regard to the National Planning Policy Framework. He also pointed out that the field had been used for football for 100 years and that any potential loss of the sports field would be of interest to Sports England and require the consent of the Secretary of State.
The agents selling the site had indicated that it had potential for uses within Use Class D2; the proposed sale was therefore a matter of some concern to the local sports community. He requested confirmation that
- that the land was protected and there was evidence of its listing as a sports field.
- that the sports field was listed as an asset of community value.
- that any possible development of the land would require consultation with Sports England

In responding to Mr Beck, the Development Control Manager stated that no planning applications concerning the sports field had been submitted to the Planning Department. The site was a sports field and met the definition of a sports field, Sports England would therefore be consulted on any application received, and if it objected the final decision would be a matter for the Secretary of State. He was not able to comment on whether the site had been accepted as an asset of community value, as that process was not covered by the Planning Department.

ii. Housing Supply : The Committee was also addressed by Mr Richard Lumsden, a resident of Skipton who had indicated that he wished to address the Committee on the matter of the surplus or shortfall of the current housing supply against the NPPF target. Mr Lumsden advised the Committee that he had objected to an application currently with the Council.
In addressing the Committee, Mr Lumsden expressed the view that the Council had incorrectly calculated the current housing supply figure, he suggested that, as opposed to a deficit in the housing supply, there was actually a surplus of expected dwellings of 82. He presented details in support of his conclusion and pointed out that a surplus enabled case officers to give some consideration / weight to saved local plan policies, whereas in a deficit position saved policies were secondary to the supply figure. He asked the Committee to give urgent consideration to this issue and

-  request an independent review and report on the housing supply, and

-  instruct the case officers that there was a housing supply surplus and that therefore much greater weight should be given to the saved local plan policies when assessing existing and future planning applications

In responding to Mr Lumsden, the Development Control Manager stated that having been given prior notification of Mr Lumsden’s concerns, the Spatial Planning Manager had been asked to provide notes on the calculation of the housing of the housing supply. He handed Mr Lumsden a copy of the notes and all Members of the Committee present. Members were asked to read the notes and bring them to the Committee’s next meeting on 27th September, 2013.

Summary of Conditions

1. The development hereby permitted shall be begun not later than the expiration of three years beginning with the date of this permission.

2. The approved plans comprise Plan Numbers 3035-017 Revision B; 3035-018 Revision A; 3035-019 Revision A; 3035-022; and 3035-022, received by the Local Planning Authority on the 16 July 2013. The development shall be completed in accordance with the approved plans except where conditions attached to this planning permission indicate otherwise or where alternative details have been subsequently approved following an application for a non-material amendment.

3. Prior to the first use of building materials on the site details and/or samples of all new materials to be used on the external surfaces of the buildings, including the proposed external walling and roofing materials, the design and colour of all window frames, doors, rainwater goods, and details of hard surfaced areas, shall be submitted to and approved in writing by the Local Planning Authority. Development shall subsequently be carried out in accordance with approved details.

4. No work shall commence on the external walling of the proposed building until such time as a sample panel, of at least 2 metres square area, showing the type of walling to be used and the style and colour of its pointing has been constructed on the site and inspected and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with approved details.
