Outcomes from Part One of the

Community Governance Review

(July 2008 to May 2009)

North Somerset Council approved the following Final Recommendations in relation to Part One of the Community Governance Review on 5 May 2009.

The Review was carried out to comply with the requirements of the Local Government and Public Involvement in Health Act 2007 to provide community governance that will be reflective of the identities and interests of the community in the areas concerned and that are effective and convenient.

The changes resulting from Part One of the Community Governance Review will be implemented in time to operate at the next full Parish elections to be held in May 2011.

Changes to parish boundaries

In the following areas changes have been approved to parish boundaries: -

Flax Bourton / Long Ashton

That a minor realignment of the parish boundary between the parish of Flax Bourton and the parish of Long Ashton be carried out in order to place the whole of the curtilage of number 23 Clevedon Road, Flax Bourton within the parish of Long Ashton; and that at a future review of district ward boundaries an identical amendment be sought to the North Somerset Council ward boundary between the Backwell Ward and the Wraxall and Long Ashton Ward.

Nailsea / Wraxall and Failand

That a minor realignment of the parish boundary between the parish of Nailsea and the parish of Wraxall and Failand be carried out in order to place the whole of Southfield Road trading estate and Vines Industrial Estate, High Street, Nailsea, within the parish of Nailsea.

Portbury / Portishead and North Weston

That the area of the Village Quarter currently located within the parish of Portbury be transferred to the parish of Portishead to form a new Portishead North parish ward, and that the parish boundary between the parishes of Portbury and Portishead and North Weston in the vicinity of the Village Quarter be realigned to follow the disused railway line eastwards from its intersection with the existing boundary between both parishes to its intersection with the East Portishead Settlement Boundary and then to follow the Settlement Boundary generally northwards and north-westwards to the intersection of the sea bank with the existing boundary between both parishes.

Changes to parish names, boundaries and electoral arrangements

In the following parishes changes have been approved: -

Clapton-in-Gordano

That the membership of Clapton-in-Gordano Parish Council be increased to six parish councillors.

Portishead (currently Portishead and North Weston)

That the name of the parish of Portishead and North Weston be changed to “Portishead” and that the membership of the parish be reduced to fourteen parish councillors allocated as follows: Central Ward two, Coast Ward two, East Ward three, Redcliffe Bay Ward two, South and North Weston Ward two, West Ward two, and with one town councillor allocated to the new North Ward of the parish (formed of that part of the Village Quarter currently within the parish of Portbury).

Yatton

That the membership of the parish of Yatton be reduced to eighteen members allocated as follows: Claverham Ward three; Horsecastle Ward five; North Ward five and South Ward five.

No Change

Following consideration of proposals submitted during Part One of the Review, it has been agreed that no changes be made to parish boundaries or electoral arrangements in respect of the following: -

Abbots Leigh / Long Ashton

That no change be made to the parish boundary between the parishes of Abbots Leigh and Long Ashton or to the parish electoral arrangements for the Long Ashton Leigh Woods Ward;

Clevedon

That no change be made to the boundaries of parish wards within Clevedon pending a future review of district ward arrangements;

Portbury / Portishead and North Weston (in vicinity of Moor Farm)

That no change be made to the parish boundary between the parishes of Portbury and Portishead and North Weston in the vicinity of the Moor Farm development which is to remain within the parish of Portbury,

Specific items from Part One of the Review permitted further consideration during Part Two (July 2009 to April 2010)

In respect of the following issues, which emerged during the course of Part One of the Review, consideration of these is permitted within the scope of Part Two of the Review: -

Backwell / Winford / Wrington

That a review of parish boundaries between the parishes of Backwell, Winford and Wrington be permitted;

Easton-in-Gordano

The proposed change of name of Easton-in-Gordano Parish Council to “Pill and Easton-in-Gordano Parish Council”.

Portbury

Portbury Parish Council is permitted to submit an application for an increase in Parish Council membership.

Yatton

Within the parish of Yatton, consideration is permitted of any proposal which may emerge for a separate parish of Claverham, along with related alternative proposals including consideration of a change of name of the existing parish of Yatton.
