Introduction

Our activity during 2012-13 has been shaped by plans for transformational change both within the Council and outside. Internally the Learning, Training & Development Unit (LTDU) has begun to prepare for its transfer into People & Organisational Development – (POD) which is part of the Chief Executive’s Directorate. The vision statement of Chief Execs (2011-14) begins: ‘To improve the lives of the people of Cornwall…’ which resonates positively with that of the LTDU. Likewise the vision of the POD includes providing a ‘service delivering exemplary professional practice and tailored people solutions’. We have also commissioned a comprehensive options appraisal to plan for strategic and longer term development in the quickly changing environment of social care. The report will be received during March 2013.

The integration of Public Health into Cornwall Council from April 2013, creating the Directorate of Adult Care, Health & Wellbeing, will enable closer working with Health colleagues so we can learn with and from each other.

Externally the wider adult social care sector has also been undergoing major restructure on many levels. The establishment of Cornwall Adult Social Care Learning Partnership (CASC) as a legal entity is very significant. Currently it is intended that this will be a Charitable Incorporated Organisation and we will need to agree ways of working and appropriate methods of engagement. There is certainly cause for optimism that this will mark a positive step for everyone given the willingness of social care providers to develop staff so that services can continue to improve.

The ‘working title’ of this Plan is ‘Social Care Learning & Development’ (SCLD) because it seemed to best describe our specialist function and avoid any confusion with the corporate Learning & Development Team, with whom we already work closely. It has not yet been confirmed whether SCLD will be the identity of the team in the new setting. This Plan will inevitably evolve during the coming year so it seeks to include areas of focus rather than fine detail. Further information about planned training sessions is available via our online booking system and updates can be accessed on our website. In addition the development of coaching & mentoring (group and individual), Action Learning Sets and a range of bespoke facilitated sessions have reflected the growing skills and competence of the team to support learning using a wide range of effective methods.

Sector engagement has been very positively affected by the appointment of two Workforce Development Officers in September 2012. Already National Minimum Data Set - Social Care (NMDS-SC) compliance has increased exponentially, communications have been transformed and Learning Exchange Networks set up.

Most notably the capacity to offer professional information, advice and guidance and a robust evaluation of our programmes has become effective and embedded. Finally a skilled and focused outreach to family Carers, Personal Assistants and Direct Employers, in respect of their learning and development, has resulted in nearly 100 people engaging with learning.

Looking ahead

During 2013/14 we are particularly looking forward to:

  • Graduation of our first students to complete their Social Work degrees through our sponsored programme with the Open University
  • Completion of the first group of Newly Qualified Social Workers through the Assessed & Supported Year in Employment
  • Expansion of the award winning Time for Change project into older people’s services
  • Gaining the National Skills Academy for Social Care Excellence Award for learning, training and development
  • Gaining the Matrix Standard for information, advice and guidance.
  • Further development of innovative working through:
  • Cornwall Autism Project
  • Social care research projects
  • Dementia & Care Mapping in a multi agency partnership
  • Supporting new roles and ways of working
  • Single point of access for e learning

Our Vision and Focus

During 2013 – 2014 the SCLD will value staff by providing real opportunities to develop, both personally and professionally. We will work actively with people who use services and carers, and with the wider social care workforce, to support the development of innovative, personalised and best quality services.

Our Values

  • Our work is underpinned by social care values and the principles of Putting People First (DH2007) which we apply to the design, delivery and evaluation of learning, training and development.
  • We are committed to offering learning, training and development opportunities of the highest standard, endorsed by The National Skills Academy for Social Care and maximising the social value of all of our activities.

How we contribute to the Adult Care, Health & Wellbeing (ACHW) Directorate Plan

The directorate vision states:

People are supported to live independently, they have real choice in the support they receive and maximum control over the way they live their lives. Everyone is treated fairly and with dignity and respect.

In order to realise this vision we will support staff to be skilled, feel valued and passionate about what they do and work towards embedding a culture of continuous learning.

Our priorities

  1. To continue to identify and understand the learning and development needs of ACHW and the adult social care sector in Cornwall so that learning and career development opportunities are increased.
  2. To maximise the social value of directly delivered and commissioned learning, training and development through stakeholder co-production
  3. To support, through learning, training and development activities, more effective personalisation of services and/or support
  4. To promote the safeguarding, equality and human rights of vulnerable adults and children through delivered and commissioned training

The Future

Reduced resources and different ways of working continually challenge our thinking and creativity. As with learning and development in other disciplines the direction of travel is away from a predominance of traditional classroom based training towards blended learning which emphasises:

  • Focus on developing managers and other primary change agents to be able to actively transfer training and develop the practice of their staff
  • Specialist facilitation of small groups, including Action Learning Sets, for particular identified needs
  • Expansion of learning technologies –
  • E learning which is more interactive
  • Social media as a means of discussion and problem solving,
  • Webinars and podcasts
  • Apps to enable easy access to information
  • Video conferencing (Skype) for group and individual coaching and mentoring
  • A comprehensive web based learning platform

This is a future which could enable greater equality of access for more people than is currently possible. In a rural county and a sector where the challenges of staffing levels and available time are challenging, it is particularly exciting.
