Our Rules and Regulations
This Policy Book is intended as a resource for all members involved in the
Council of Parent Participation Preschools
It is expected that at least four copies are available for the:
President, Personnel Committee, Parent Education Library and Teacher.

The Council of Parent Participation Preschools in B.C. is an umbrella organization that has supported its member schools for over sixty years. Member schools must follow both Provincial Licensing regulations and Council of Parent Participation Preschool policies.
The mission of Parent Participation Preschools is to create a safe and enriched play-based learning environment through the cooperative efforts of families, educators and community leaders.
The mission of The Council of Parent Participation Preschools in BC is to provide a high standard of service through guidance, advocacy and support to our member schools while helping build a strong, diverse and inclusive preschool community.
The Council of Parent Participation Preschools is a registered non-profit society and registered charity.
At Parent Participation Preschools,
our children are encouraged and supported:

To ask questions and learn problem solving strategies;
To develop age appropriate literacy and numeracy skills;
To have opportunities for success, self confidence and independence;

Council Services
Summary
How the Council of Parent Participation Preschools supports its members:
- Provides leadership workshops, manuals, and support for school Executive members
- Provides confidential conflict resolution advice and support
- Works hand in hand in all matters with the Parent Participation Preschool Teachers’ Association(PPPTA)
- Provides BC Licensing information and advocacy for members
- Assists in marketing and advertising for schools
- Provides assistance to new and established schools
- Negotiates standard contract with the PPPTA
- Provides resources to assist with Teacher hiring and evaluation
- Provides a group insurance plan at very reasonable rates and convenience
- Provides lists of Parent Education speakers
- Hosts annual Parenting Education evening
- Coordinates annual Recognition Awards for parent volunteers and Teachers
- Coordinates annual fundraiser to benefit member schools
- Publishes an informative newsletter six times a year for member marketing opportunities
Salaried Personnel
Executive Director:
- Oversees the day-to-day work of the Council; responds to requests from Council members, PPPTA, Teachers and the general public, acts as a resource to Board members
Bookkeeper
- Performs bookkeeping and accounting services for the Council along with other general duties as required
Office Coordinator
- Performs duties as office coordinator including newsletter coordination, service and support to members, fundraising administration, supporting Executive Director
Council Services
Assistance with newly forming schools
- Information resources
- Assistance from experienced volunteers and Teachers
Assistance with Teacher Hiring
- Experienced volunteers available to assist schools with information about advertising positions, interview questions, procedure, and Teacher’s contract.
Consultant Services
- For assessment of new provisionary Teachers (fee subsidized)
- For other assistance (at a fee)
Insurance (Available only to member schools)
- Current information available from the office bookkeeper
- Insurance coverage protects school (Teacher, parents of enrolled children and enrolled children registered at the Council office) against legal claims for bodily injury and property damage arising from their activities. Note: important that the Council office always has an up-to-date list of your enrolled children and annual school inventory.
Financial Assistance
Emergency Loan and Grant Program - to provide temporary financial assistance to a school in the form of an interest-free loan or grant, when funds are available.
Application Requirements:
- A copy of the insurance claim, if appropriate
- A copy of the school’s current financial statement
- A copy of the school’s current budget
- Rationale for the loan request
- A copy of the school’s minutes (executive or general meeting)
approving the loan request.
Application Procedure:
- A request is sent to the Board Financial Advisor
- The Board Financial Advisor will review the request and recommend the amount to be disbursed
- The Board Financial Advisor will present a motion at the next Board meeting.
- If approved, repayment plan will be negotiated
- Contracts will be issued to the school for signing and returned to the Board Financial Advisor
- A cheque will then be issued
Legacy Grant Program - to provide member schools with funding for legacy items for the betterment of the preschool or community. Two - $250 grants available per year in total.
Consideration of successful grants will be based on financial need.
Liaison with Teachers
- The PPPTA has representation on the Council Board. Reciprocally, the Council has representation at the Teachers’ Association Executive and Branch meetings.
- Council Services regarding the Teachers’ Association include:
- Contract negotiations
- Contract workshop for Teachers and preschool Executive members
- Frequent Board and Staff liaison with the PPPTA Executive
- Co-Hosting New Teacher’s Workshop
Meetings and Workshops
- Workshops: designed to assist groups in specific administrative areas, e.g., Presidents, Parent Education, Enrolment, Treasurers, Personnel Chairs
- Branch e-meetings: held regularly to communicate Council information, troubleshoot, and share ideas
- Board meetings: held regularly to communicate Council information and to provide direction to the Staff, do strategic planning, and share ideas. Any school member or Teacher welcome
- Speakers List: updated annually, offering information on Parent Education providers and a wide variety of subjects
Newsletters
Newsletters are available for each member and Teacher. They feature parent education articles, events, Council news, school updates, and educational philosophy. Article submissions are welcome - please send all submissions to the Council office. Member schools receive complimentary ad space for Open Houses, Parent Education and fundraising events. Useful as an enrolment and marketing tool for members. Commercial ads are also available for a nominal fee.
Websites
Member School websites are linked to the Council website. Free job postings to find staff and free event advertising is available.
Portfolios
Portfolios offering standard guidelines are available for most preschool Executive positions.
Policy Book
The Policy Book is intended to inform member schools about Council standards, services, common practices, and operating procedures. School Executive members and Teachers should be familiar with it. All school members should be able to access copies of the policy book, e.g. classroom copy, library copy, Council website, etc.
Public Relations
The Council promotes our member schools through community-wide events, the website and annual advertising programs.
Council Logo
The logo may be used by any member school in their materials and website. If used, the drawing must be copied accurately, and the words COUNCIL OF PARENT PARTICIPATION PRESCHOOLS IN B.C. (or ‘a member of') must be printed close beside or below the logo. A scanned disc copy or email version of the logo is available through the Council office.
ALL COUNCIL SERVICES ARE PROVIDED BY YOUR MEMBERSHIP FEES.

CPPPBC CONSTITUTION
ARTICLE I: NAME
The name of the Society is The Council of Parent Participation Preschools in British Columbia. Hereafter referred to as "The Council".
ARTICLE II: PURPOSE
The purposes of the Council are:
(a)to unite and to assist the member groups in providing a high standard of preschool education, supported by the cooperative effort of parents and teachers in a planned adult education program.
(b)to work with other organizations and individuals concerned with the welfare and development of young children and their families.
ARTICLE III: SITE
The operations of The Council are to be carried on in the Province of British Columbia, Canada.
ARTICLE IV: DISSOLUTION
Upon winding up or dissolution of the Society and after payment of debts and sale of inventory, the assets which remain after payment of all costs, charges, and expenses which are properly incurred in winding up shall be distributed to such charitable organization or organizations in British Columbia having a similar charitable purpose. This provision shall be unalterable.
BY LAWS
1.00 DEFINITIONS
1.01"Council" means The Council of Parent Participation Preschools in British Columbia.
1.02"Board" means the Board of Administration of the Council.
1.03"Branch" means a geographical grouping of preschools.
1.04"Parent Participation Preschool" means a non-profit preschool licensed under the Community Care Facilities Act, employing a teacher approved by the Community Care Facilities Licensing Board and owned and operated by the parents of the children in the preschool and whose program requires the orientation, regular participation and on-going education of the parents.
1.05"Parent" means parent or legal guardian.
1.06"Official Delegate" means a person elected or appointed to represent a preschool at the Council Annual General Meeting.
2.00 MEMBERSHIP
2.01One Active Family membership is granted upon payment of the prescribed fee to each family who belongs to a Parent Participation Preschool, all of whose members belong to the Council.
2.02This organization shall not discriminate in hiring and enrolment on the basis of race, religion, sex or national origin.
2.03Active Individual Membership is granted to past family members of a Parent Participation Preschool who wish to continue assuming an active role in the Council. There is no fee.
2.04Associate Individual Membership is granted to all persons, who are not Full Members or Active Individual Members, interested in the philosophy of Parent Participation Preschools upon payment of the prescribed fee. Such members are not entitled to hold office.
2.05Provisional membership is granted to each family who is a member of a Parent Participation Preschool striving to meet the standards supported by the Council. They may be admitted on this basis at the discretion of the Board of Administration and upon payment of prescribed fee, providing that within two years from the date of acceptance of application for membership the preschool attains the standards of the Council.
2.06Transitional membership is granted upon payment of a prescribed fee to each family who is a member of an established Provincial preschool wishing to join an established Branch. This membership is granted for a one year period only.
2.07Application for membership shall be in writing and made annually to the Membership Chairman.
2.08A family shall cease to be a member of the Council
(a)by delivering or mailing its resignation in writing to the Membership Committee at the address of the council, or
(b)upon the death of the entire family, or
(c)upon being expelled from a Council preschool, or
(d)upon having been a member not in good standing.
2.09A member may be expelled from the Council upon the recommendation of the Membership Committee, by a motion passed at a meeting of the Board with the following conditions:
(a)the motion for expulsion shall be supported by a brief statement of the reason or reasons for the proposed expulsion, and
(b)the member who is the subject of the proposed motion for expulsion shall have the right to be heard at the Board meeting before the motion is put to a vote.
2.10All members are in good standing except those
(a)who have failed to pay their current annual membership fee or any debt due and owing by them to the Council.
(b)who have failed to uphold the standards set forth by the Council.
(c)who have failed to meet the commitments and responsibilities inherent in the philosophy of Parent Participation Preschools.
2.11Honourary Associate Membership may be awarded annually at the discretion of the full Board of Administration to worthy members of the community who are interested in the betterment of Early Childhood Education and the philosophy of the Council of Parent Participation Preschools.
2.12Honourary Life Membership may be awarded to an individual who has made significant and outstanding contributions to the Council of Parent Participation Preschools after the consideration of nominees by the membership Committee of the Council and at their recommendation.
2.13The Goldie Maycock Fund is to be used to foster excellence in C.P.P.P.B.C. schools with the Executive to decide before the A.G.M as to the dispersal of the annual accumulated interest.
3.00 MEETINGS
3.01The Annual General Meeting shall be held in the month of June. The following business shall be transacted:
(a)reaffirmation of purpose and standards
(b)reading and approval of minutes of previous Annual General Meeting
(c)approval of financial statement for preceding fiscal year
(d)reports of the Board members
(e)nominations and election of officers and directors for coming year
(f)approval of budget for coming year
(g)approval of constitutional and by-law changes
(h)such other business as may come before the meeting
