Organizational Setting

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This position is located at Headquarters in the Quality Assurance Section within the Office for Operations The position reports to the Programme Assistant (Monitoring and Performance Analysis).

The UNEP Programme Information and Management System (PIMS) has been developed as the organizational system to assist UNEP with planning, implementing and monitoring of its Programmes of Work (PoW). The system was developed and launch in July 2010 and continues to be enhanced based on lessons learnt from its use and the evolving need for alignment of the system with future elements of planning, implementing and monitoring of UNEP’s Programme of Work (PoW). This is in order to better meet the evolving needs of its users, include programme planning functionalities, different forms of analysis and for the system to be reliable. Since the launch of the system, there have been a number of releases and revisions to PIMS. For PIMS to be able to fully support the collection and analysis of performance data at the 6 monthly period for the 2014-2015 biennium, it urgently requires to be populated with the relevant project information based on the new system requirements.

UNEP therefore requires the services of an individual contractor, conversant with similar system(s), to undertake such an exercise. This will ensure that the organization fulfills in good time its reporting obligation to its Governing bodies and the Department of Management.

DUTIES AND RESPONSIBILITIES

The Individual contractor is required to assist with:

(1)  Population of data in the Delegation of Authority Portal

·  Digitizing Delegation of Authority data of the first quarter of 2014.

·  Maintain a log of all DoA documents ensuring proper tagging of documents in the Portal.

·  Perform any other task as assigned by Supervisor.

(2)  Population of data in the Programme Information System (PIMS)

·  Properly labeling reports on project elements in the system

·  Printing regular reports on system functionality for supervisor;

·  Assisting with day to day task related to user support and back stopping;

·  Any other task that may be related to efficient function of the system;


COMPETENCIES

Professionalism: Ability to understand technical documents and extract information from reporting systems. Ability to identify errors projects populated in the system and recommend sound solutions. Ability to apply judgment in the context of assignments given. Good understanding of UN administrative policies, rules and regulations.

Accountability: Ability to take ownership of all responsibilities and honor commitments; ensure quality standards for correctness of products; and operate in compliance with UN regulations and rules.

Communication: Good interpersonal and communication skills; Ability to prepare written papers and products that are clear, concise and meaningful. Ability to share information and keep people informed.

Technological Awareness: Knowledge of computer software and ability to extract information for use.

Teamwork: Ability to work collaboratively to achieve organizational goals and to maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity

QUALIFICATIONS

Education:

High school diploma is required. Additional technical training in computer science, social science, communication or related study is an advantage.

Experience:

Demonstrated experience in Project Management in a development organization is desirable, and previous hands-on experience with programme implementation management systems.

Languages:

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN language is desirable.
