What are the submissions specifications?
- Applications should be double-spaced, 12 point Arial font. Applications that have margins less than 1 inch or have more than 24 lines of text per page will not be reviewed.
- Do not attach additional support materials, school profiles or appendices. Excess materials will be discarded.
- Do not use spiral binding.
- Mail original and three copies of the completed grant application received or postmarked by May 26, 2006
- Faxed or electronically submitted applications will not be accepted.

Purposes of the Ed Tech program
The purposes of the Ed Tech program are to:
- Support high-quality professional development programs that enable schools to effectively integrate technology into curriculum and instruction aligned with State academic standards and Instructional Technology Common Curriculum Goals
- Enhance ongoing professional development for teachers, principals, and administrators by providing constant access to training and updated research in teaching and learning through electronic means such as, but not limited to, Oregon’s Teaching and LearningCenter and the REAL website:
- Assist districts in the acquisition, development, interconnection, implementation, improvement, and maintenance of an effective educational technology infrastructure in a manner that expands access of technology to students (particularly disadvantaged students) and teachers
Support the rigorous evaluation of programs regarding the impact of Ed Tech programs on student academic achievement, and ensure the results are widely accessible through electronic means
Goals of the Ed Tech program
The goals of the Ed Tech program are to:
- Improve student academic achievement in English/language arts, mathematics, science, social sciences, the arts and second languages (world languages) through the use of technology
- Assist every student – regardless of race, ethnicity, income, geographical location, or disability – in becoming technologically literate by the end of eighth grade
- Integrate technology into curriculum and instruction through high quality professional development based on relevant research and Oregon’s Instructional Technology Common Curriculum Goals
Who may apply?
Only those districts meeting eligibility requirements will be able to apply. Eligible districts must have high poverty. Priority for funding will go to those districts with component schools in Title I School Improvement status or that demonstrate a high Technology need.

How is eligibility determined?
- Poverty – Those districts identified with a percentage of students in poverty that exceeds the State average of 14.55% (column 3) or those districts with greater than 1000 students in poverty (column 2)
- Districts with schools identified for Title I School Improvement (column 4)
- LEAs choosing to flex funding from Title IID formula subgrants to other Title programs will notbe eligible for Title IID competitive funding (column 5)

Are Partnerships allowed?
Eligible districts may partner with other school districts that can demonstrate their teachers are effectively integrating technology into instruction, an institution of higher education, a for-profit or nonprofit organization that has substantial expertise in the application of technology in instruction, ESDs, or libraries. Only eligible districts (Attachment A) may serve as the fiscal agent.
Districts that received Ed Tech Competitive funding in prior years may apply for funding to continue and expand the project if the district:
- Meets eligibility requirements and
- Partners with a district that has not received an Ed Tech Competitive subgrant and is eligible to receive funding under the guidelines of this request for proposals
How will the applications be scored?
The Oregon Department of Education (ODE) will set a minimum qualifying score. Funded proposals must meet or exceed this score. A broad-based committee of readers with experience in educational technology programs will review the proposals. Review will be based on specific criteria listed in this application and scored using the attached scoring guide (Attachment C). Adjustments to the scoring guides to enhance clarity may be made after publication of this application. All updated materials will be posted
Applications will be reviewed and scored by teams of readers June 1 & 2, 2006. Applicants and others interested in helping to read and score grant applications are invited and encouraged to participate as readers during the scoring process (see Attachment G: Grant Reader’s Instructions and Registration).
The Oregon Department of Education may require revision of grant proposals and budget prior to approval, award, or release of funds. Decisions of the Oregon Department of Education on funding and awarding of grants shall be final.
How much money is available?
The size of individual awards will be based upon a reasonable, well-planned projection of expenditures and with clear academic content focus. The Oregon Department of Education will award approximately $2.4 million inEd Tech Competitive Subgrants.
Will funds be awarded to all regions of Oregon?
The Oregon Department of Education will ensure an equitable distribution of competitive grantsto urban and rural areas representing geographic distribution across the state, according to eligibility, demonstrated need of LEAs serving these areas and the quality of the applications.
How can the money be used?
Recipients of funds must:
- Use at least 25 percent of funds to provide ongoing, sustained, and intensive, high-quality professional development in the integration of technology that is based on a review of relevant research. Professional development should focus on the integration of technologies, including emerging technologies, into curricula and instruction. Research must be cited in application.
- Use funds to support the development and implementation of lessons aligned to State academic content standards that integrate technology into instruction to enhance and extend student learning. Districts will use the electronic Ed Tech Lesson Plan Template, posted at submit lessons as a part of the Midterm and Final reporting requirements for this grant. Examples of such lessons will be posted on the Instructional Technology web page.
The remaining funds are to be used to carry out other activities consistent with the purposes of the program and the district’s Technology Plan. The allowable activities include:
- Adapting or expanding existing and new applications of technology to enable teachers to increase student academic achievement and technology literacy through teaching practices. These are to be based on a review of relevant research and designed to prepare students to meet challenging State academic standards in English/language arts, mathematics, science, social sciences, the arts and second languages (world languages)
- Preparing and supporting teachers in elementary schools and secondary schools as instructional technology leaders who are provided with the means to serve as coaches and provide professional development for other teachers in the effective integration of technology into curriculum and instruction
- Acquiring, adapting, expanding, implementing, repairing, and maintaining existing technology, to improve student academic achievement and technology literacy
- Acquiring connectivity linkages, resources, and services (including the acquisition of hardware and software) for use by teachers, students, or school library media personnel in order to improve student academic achievement and technology literacy
- Implementing performance measures to determine the effectiveness of instructional technology programs, particularly in determining the extent to which activities funded under this application are:
Effectively integrating technology into curricula and instruction,
Increasing the ability of teachers to teach, and/or
Enabling students to meet challenging State academic standards in English/language arts, mathematics, science, social sciences, the arts and second languages (world languages)
When can the money be used?
Grant funds will be awarded by June 9, 2006. Funded applicants may begin using funds following the June 22, 2006 Project Directors’ meeting at the Oregon Department of Education in Salem, Oregon.
The Project Directormust attend this meeting in order to receive funding. Costs associated with substitutes, travel and lodging for this meeting should be planned into the application budget (page 34).
What is required prior to submitting an application?
- An approved Title IID Formula grant application
- An approved Technology Plan on file with ODE
- Children’s Internet Protection Act (CIPA) compliance through E-rate or under other conditions
To receive Ed Tech funds, does an LEA need an educational Technology Plan?
Yes. All districts were required to submit revised Technology Plans on March 1, 2006. Information posted on ODE website: Approved plans are required for Title IID Ed Tech formula funding, E-rate and eligibility for Ed Tech Competitive Subgrants.
How do the requirements of the Children’s Internet Protection Act (CIPA) affect LEAs that receive Ed Tech funds?
