Purpose of Position:

To review and evaluate engineering designs, specifications and accompanying reports in the area of wastewater for applications and projects that have known or predictable environmental impacts (i.e. approvals processes). To ensure that applications reviewed through the approvals processes comply with environmental legislation as well as established Ministry policies, standards, guidelines, objectives and environmental engineering best management practices.

Duties/Responsibilities:

Under the direction of the Supervisor, in a regulatory and approval-issuing organization, the position is responsible to:

  • Review and evaluate applications, engineering designs, specifications and other submissions for applications and projects that have known or predictable environmental impacts for wastewater projects; coordinate comments related to the approval of these facilities for their compliance with the Ontario Water Resources Act (OWRA), Environmental Protection Act (EPA), Environmental Assessment Act (EAA), Environmental Bill of Rights (EBR), regulations and Ministry policies, guidelines and requirements;
  • Prepare and review reports and Environmental Compliance Approval (ECA) with associated terms and conditions for review as appropriate by the supervisor or senior staff;
  • Provide technical support to Regional, legal and other Ministry staff, and establish effective working relationships with consultants and Municipal representatives.
  • Prepare correspondence, briefing notes, Minister’s letters and other documents on matters relating to wastewater approvals and the approvals program for reviews and approvals;
  • Comply with all safety policies and procedures and report all unsafe equipment and conditions to supervisor;
  • Provide program and technical information and assistance to the Application Processing and the Client Service units;
  • Participate in the identification, development and implementation of streamlined approvals processes.

Staffing and Licensing Requirements:

This position requires screening through the Professional Engineers of Ontario (PEO) to ascertain candidates qualify by satisfying technical / educational requirements for licensing except for the 12-months of Canadian experience.

Knowledge:

  1. Knowledge of environmental legislation (OWRA, EPA, EAA, EBR) Ministry policies and guidelines, understanding the legislative process and awareness of current Ministry and Government directions and strategic plans and emerging issues to properly review and evaluate applications.
  1. Initiative and skill are required in planning and organizing work, discussing and establishing terms and conditions with applicants, Regional staff and other government agencies and recommending to the supervisor new or revised procedures as they pertain to the review process. Good oral and written skills to prepare recommendations, reports and presentations to liaise with project proponents, consultants and the public. Strong computer skills in word processing, spreadsheet and data base applications.
  2. Knowledge of the theories, principles and practices of environmental engineering as they pertain to wastewater collection, transmission, treatment and disposal systems to be able to review and evaluate submissions under the approvals processes.

Judgement:

  1. Work is performed within constraints imposed by legislation, Ministry policies and standards, as well as administrative guidelines.
  2. Regulatory standards, environmental legislation and established Ministry standards and guidelines are available to deal with problems.
  3. Work is performed under direct supervision of the Supervisor but a Mentor and senior staff are available to provide assistance, advice, guidance.
  4. Judgement must be exercised to balance the conflicting priorities of environmental protection when making recommendations for acceptance or rejection of engineering design submissions and in recommending terms and conditions associated with Environmental Compliance Approval.
  5. Judgement is used in setting priorities to ensure efficient and timely processing of own work.

Accountability - Impact of Error: Untimely reviews, inappropriate recommendations, improper interpretation of design requirements and inadequate planning and coordinating of work could result in delays of approval submissions, leading to possible environmental degradation, possible health dangers, costly delays in construction, embarrassment and loss of credibility to the Ministry and technical staff.

Contacts – Internal and External:

  1. Work requires regular contact with Ministry regional/district offices and head office technical staff and staff in other provincial ministries and agencies to provide, obtain and exchange information pertaining to the review of applications.
  2. Work requires regular contact with industry, federal and municipal governments, consultants, equipment suppliers and the public to exchange information, to provide information pertaining to the review process and to discuss technical problems and solutions.
  3. Assist the supervisor in implementing the Ministry’s approvals program by chairing/attending meetings with applicants, consultants, staff from other branches, regions, government agencies and interested parties.
