OMI Project Proposal Routing, Approval, and Funding Process

  1. Using the OMI proposal template, the principal investigator (PI) and company personnel develop and sign a proposal for submission to the Oregon Metals Initiative (OMI) board.
  2. PI requests OSU OMI board member John Parmigiani to take the proposal to the OMI board for consideration.
  3. Based on OMI funding guidelines and available funding, OMI approves or disapproves funding.
  4. If approved, the PI prepares and submits a proposal in Cayuse based on the OMI proposal.
  5. If approved, the PI works with Proposal Support team member in COE Research and Economic Development office to prepare and submit a proposal in Cayuse.
  6. Proposal title will include the prefix “OMI Project”
  7. If also a Center for eDesign project (contact OSU center directors Rob Stone and Irem Tumer for eligibility), then a prefix of “Center for eDesign” will be added before and in addition-to the prefix “OMI Project”.
  8. Only the company will be listed as the sponsorin the Cayuse submission (not OMI).
  9. The budget will list both company and OMI contributions
  10. If not a Center for eDesign project then the company contribution will be subject to F&A at 53.5% on budget categories as usual.
  11. If a Center for eDesign project then the company contribution will be subject to a flat F&A rate of 10% on all budget categories.
  12. OMI contribution will not be subject to F&A charges
  13. An OSRAAProposal Administrator will communicate with the PI on needed edits to the Cayuse submission in the usual manner
  14. If also a Center for eDesign project, OSRAA will first process and approve the project as a Center for eDesign project and second as an OMI project.
  15. OSRAA will notify the PI of approval of the Cayuse submission in the usual manner.
  16. After OMI and OSRAA approvals, OSRAA will create a companion entry in Cayuse with Business Oregon as the sponsor in order to obtain the OMI matching funds.
  17. OSRAA will notify OCCD Industry Contracts Managers (ICM) of approval so the agreement can be administered and signed. ICM will announce finalization of the award upon execution of the OMI Project Specification contract. This fully executed agreement will trigger the award set-up and, when completed, the PI will be provided with the appropriate indexes.
  18. An OSRAA Grant Accountant will invoice the company.
