MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 22nd OCTOBER 2015 AT 7.30.P.M. IN THE CHRISTY HALL, OLD ALRESFORD.

1023/10/15MINUTES OF THE PARISH COUNCIL MEETING HELD ON

3RD SEPTEMBER 2015.

The Minutes of the Parish Council meeting held on the 3rd September 2015 having been circulated and were taken as read and signed by the Chairman.

1024/10/15MATTERS ARISING.

(i)The Lengthsman scheme. The Lengthsman will be in the

Parish on the 2nd November 2015. Members discussed his duties – to clear church Footpath. To instal the footpath sign which is in the care of Councillor Mrs. R. Cliff and look at the bramble situation off Green Close.

(ii)Future of Lengthsman scheme. It was agreed that the

Council would continue with the scheme and should it be necessary, pay a cost of up to £250.00 per annum.

(iii)Harrah Project – Following a meeting with Mags Wylie and

Debbie Rhodes this matter is on hold for six months.

(iv)Speed limit on Basingstoke Road. No further information

and Clerk to contact County Councillor Mrs. Jackie Porter to find out any progress.

(v)Quote from James White re fencing posts. Clerk to seek

advice from contractor regarding the type of wood posts and how long it is estimated they would last. i.e oak posts or pressure treated softwood.

(vi)Grips on Basingstoke Road. Clerk had emailed response

from the County Council to all Councillors. This stated the grips were cleared in May and no further clearing would take place at the present time.

(vii)Missing sign – this will be replaced.

(viii)Pot hole repairs – Hampshire County Council has provided the criteria for

dealing with potholes in the email dated 8th September emailed to Parish Councillors.

1024/10/15CITY COUNCILLOR’S REPORTS.

Written reports had been received from City Councillors Mr. E. Jeffs, Ms M. Power and Mr. S. Cook.

Councillor Ernie Jeffs reported on –The LLP2 Development and Site Allocation; Devolution and the business conference to be held on the 3rd December 2015.

City Councillor Margot Power reported on – Help for businesses in Rural Area and Market Towns and funding; Devolution; Housing Reform which formed part of The Queen’s Speech; The Local Plan.

1025/10/15TO UPDATE THE REGISTER OF INTERESTS.

1026/10/15PARISH COUNCILLOR'S REPORTS.

(i)Christy Hall. The committee have met and there is still

a lot to be done to maintain the building and discussions and plans are in hand regarding the painting of the outside of the building and repair/replacement guttering.

(ii)Environment. The grass cutting contract had been

completed for the year and the standard was good. The stream has been cleared. Work was still needed to remove the tree which has fallen on the fence close to Footpath 15 – but this is on private land. A grant may be available to do this work as the owner has been unable to get a contractor. Councillors Dr. L Robinson and Mr. C. Hancock will progress this matter. The Clerk to contact the Environment Agency over the fallen trees in the river causing flooding.

(iii)Highways and Byways.

Councillor Dr. L. Robinson read a letter from a parishioner

regarding traffic problems in Drove Lane when events take place in Broad Street. This matter to be raised with Andrew Smith of Traffic Management and this will have support from Winchester City Council for the installation of temporary traffic lights when Broad Street is closed.

Parking on road opposite Christy Hall. This is causing a problem for the bus to Peter Symonds College and it was agreed that Councillor Hancock would put a notice on these vehicles asking people to park in the Hall car park rather than on the road.

(iv)Planning.

AUDIT REPORT. The Clerk distributed a letter received from Paul Clayden, Legal Adviser confirming that as the Council had a turnover of less than £25,000.00 there was no requirement for a District Audit providing the Transparency Code for Smaller Councils was in place. A copy of the Code was distributed and Councillors will make a decision regarding the Audit at the next meeting. The current cost of the Audit is £120. and this would be a saving on the budget.
