Particulars of organisation, functions and

duties Section 4(1) (b) (i)

1. Aims and objective of the organisation

The aims and objectives of the Grama Panchayat Section is to monitor the development works in every Grama Panchayat of the district. At present, there are 342 G.Ps in Cuttack District. According to the present policy of Govt. all the development works as well as the administration has been decentralized in every G.P. as a result of which, from the root level i.e. G.P., the people are getting benefit direct from the Govt. Besides that, as per Orissa Grama Panchayat Act and Rules, the G.P. matters are being done.

2. Mission / Vision

In G.P. level, there are a number of persons / beneficiaries form a group named as S.H.G. (Swayan Help Group) duly registered by the Co-operative Societies Act to apply for sanction of lease like fishery sairat owned by G.P. for pisciculture purpose on long term basis like 3 years, 5 years and 10 years. At district level upto 5 years are sanctioned by the Collector as per the guidelines of Govt. upto 10 years, Govt. sanction the same. Due to S.H.G. in the panchayat, the beneficiaries are benefited out of the sanction of the sairat for their socio-economic development.

3. Brief history and background for its establishment

The G.P. Section is such a vital and important Section which controls the entire G.P. administration of the district. The main officer of this organisation is District Panchayat Officer. Under the D.P.O., 3 S.D.P.Os at Sub-Divisional level and G.P.E.Os at Block level and Executive Officers (VLW) at G.P. level assist the D.P.O. on G.P. matters to make the G.P. administration in a smooth manner.

The various allotment received from Govt. in Panchayat Raj Department like G.I.A. to G.P., Honorarium to Sarpanches and Naib-Sarpanches, staff grant to the G.P. Secretaries, incentive award to the best G.P. in good performance, Kendu Leaf Grant etc. which are disbursed to the G.P. for the socio-economic development of G.P. area.

Another main duty of the G.P. section is to conduct 3-tier P.R.Is election. The whole election matter of 3-tier P.R.Is are done with the help of S.D.P.O., G.P.E.O., G.P. Secretary and staff of G.P. Section. Moreover, the G.P. administration is done according to the O.G.P. Act and Rules and Orissa Grama Panchayat Election Rules, 1965 etc.

4. Organisation Chart

The Grama Panchayat Section is the head of G.P. administration in district level. For smooth functioning of the G.P. administration, the S.D.P.O. at Sub-Divisional level, the G.P.E.O. / P.A. at Block level and Executive Officer at G.P. level are assisting each other. At present the G.P. section is functioning in the 1st floor of Collectorate building, Cuttack. As per the orders of Govt. and Collector, the G.P. section will be shifted to the building of D.R.D.A., Cuttack in this month.

5. Allocation of Business

The detailed statement regarding the allotment of seat to the individual Dealing Assistants of this Section is furnished in a separate sheet (Annexure – 1).

6. Duties to be performed to achieve the mission

As and when the proposal received from B.D.O. for sanction of long term lease of G.P. tanks in favour of mission (S.H.G.), the same are being got sanctioned immediately after through processing.

7. Details of services rendered

The details of services rendered by the individual staff of this section has already been submitted to O.I.C., General & Misc. Section, Collectorate, Cuttack vide this Office Letter No. 1305 dated 26.09.2005 which may kindly be referred to.

Now the G.P. section is located in the 1st floor of Collectorate Building, Cuttack. As per the orders of Govt. in P.R. (G.P.) Department and Collector, the G.P. Section will be shifted to the building of D.R.D.A., Cuttack in this month.

10. Map of Office Location

After shifting of G.P. Section from Collectorate Building, the location of G.P. Office of District Panchayat Officer will be in the D.R.D.A. Building, Cuttack.

11. Working hours both for office and public

Generally the working hours of G.P. section is from 10 AM. To 5 PM.

12. Public interaction, if any

No public interaction has yet been noticed. If public interaction will come out, the problem can be solved as per O.G.P. Act and Rules.

13. Grievance redress mechanism

There is no specific grievance day fixed in G.P. Section. Everyday some grievance petition are coming from different quarters and those are being dealt by the Dealing Assistant concerned and problems are being solved.

He is dealing with office and field staff establishment, Cash, Bill and Budget, D.C. Bill, Office audit and compliance, allotment of Govt. quarters & O.A. case in estt.

Mardaraj Singh, Sr. Clerk

He is dealing with suspension/removal of Sarpanch, G.P. Secretary and Peon of G.P., Audit and surcharge proceedings, misappropriation of G.P. Fund, G.P. Election, stock and store (Election) & Writ petition on concerned subject.

3 (Three) Junior Clerks namely Sri Radhashyam Panda, Smt. Prasanti Mohanty and Miss Sukla Mohanty are working in this section. Their duties are as follows :

Radhashayam Panda, Jr. Clerk

He is dealing with release of grants i.e. E.F.C. / Honorarium / S.A. and D.A. / Staff subsidy, submission of U.C., Assets and liabilities, prize competition (incentive award to G.P.), misc. petition and related writ petition.

Smt. Prasanti Mohanty, Jr. Clerk

She is dealing with issue of diary, stamp account, G.P. loans, office inspection, meeting and conference and maintenance of section library.

Miss Sukla Mohanty, Jr. Clerk

She is dealing with public property, Annual administration report, G.P. ghar and godown and related writ petition.

Premananda Chhatoi, Steno

He is attached to District Panchayat Officer and dealing with confidential matter like maintenance of C.C.R. of office staff and other field staff viz. V.L.W.

Procedure followed in decision making process

The working procedure of this section is governed under different Act and Rules such as Orissa Grama Panchayat Act, 1964, Orissa Grama Panchayat Rules, 1968 and Orissa Grama Panchayat Election Rules, 1965 and different executive instructions issued by the Govt. in Panchayati Raj (G.P.) Department, Orissa from time to time. This section acts as a guide and monitor the control District G.P. administration. The file on the proposal are scrutinised at different level by the concerned D.As and Head Clerk. Finally these are scrutinised by the District Panchayat Officer and then submitted to Project Director, DRDA, Cuttack / Collector for final decision.
