The 14th meeting of TC 4 “Information and Training” was held on 31 October –

RESULTS
OF THE MEETING
Director of the National Institute of Metrology of Moldova A. Melenciuc welcomed the participants of the meeting and wished successful and effective work.
Chairperson of TC 4 “Information and Training” P. Neyezhmakov (NSC “Institute of Metrology”, Ukraine) opened the meeting and greeted the participants.
Before the beginning of work the participants of the meeting honored Vitaliy Bugaev with a minute of silence.
1Approval of the Minutes of the 13th meeting of TC 4
TC 4 Secretary Yu. Bunyayeva (NSC “Institute of Metrology”, Ukraine) informed the participants of the meeting that the Minutes of the 13th meeting of TC 4 were approved by the Members of TC 4 and participants of the previous meeting via electronic voting.
Decisions and actions:
to approve the Minutes of the 13th TC 4 Meeting.
2Report on the activity of TC 4 in 2016–2017
TC 4 Chairperson P. Neyezhmakov informed on the main areas of the TC activity. In the reporting period the activity within the TC was performed based on the TC 4 Work Program for 2015–2017 in three subcommittees:
- SC 4.1 “Support in Developing the Basic Metrological Infrastructure of COOMET Member-Countries”;
- SC 4.2 “COOMET Informational Resources”;
- SC 4.3 “Raising Proficiency Level and Work with Young Metrologists”.
Decisions and actions:
to approve the activity of TC 4 over the past period.
3Information on the results of the 21st meeting of COOMET President’s Council and the 27th meeting of COOMET Committee
TC 4 Secretary Yu. Bunyayeva informed the participants of the meeting on the results of the 21stCOOMET President’s Council meeting and the 27th COOMET Committee meeting.
Decisions and actions:
to take note ofinformation on the results of the 21st meeting of COOMET President’s Council and the 27th meeting of COOMET Committee.
4Realisation of the TC 4 Work Program for 2015–2017. Draft TC 4 Work Program for 2018–2020

TheparticipantsofthemeetingapprovedtheactivityofTC 4 withintheTC 4 WorkProgramfor 2015–2017 andexpressedtheirproposalsandnotesforDraftTC 4 WorkProgramfor 2018–2020.
TC 4 MemberfromBelarusL. Astafijeva(BelGIM, Belarus) proposedtoopenthenewCOOMETProjectforeachplannedtrainingeventwithinCOOMET.
TC 4 DeputyChairperson, HeadofCOOMETSecretariatS. Komissarov (VNIIMS, Russia) proposed to improve the TC 4 structure.
These proposals were supported by all participants of the meeting.
Decisions and actions:
to approve the report on realization of the TC 4 Work Program for 2015–2017;
to take as a base the Draft TC 4 Work Program for 2018–2020;
to charge TC 4 Secretariat to prepare the final version of the TC 4 Work Program for 2018–2020 taking into account the received proposals and notes of TC 4 Members for the 22ndmeeting of COOMET President’s Council;
to ask TC 4 Chairperson P. Neyezhmakov to place the issue on the approval of TC 4 Work Program for 2018-2020 for the 22ndmeeting of COOMET President’s Council;
to charge TC 4 Secretariat to open the new COOMET Project for each planned training event within COOMET;
to ask TC 4 Deputy Chairperson S. Komissarov to open the new COOMET Project on improving the TC 4 structure by 15 December 2017;
to ask TC 4 Deputy Chairperson S. Komissarov to open the new COOMET Project on the development of unified form of presenting information at informational resources of COOMET for COOMET member countries and COOMET Technical Committees by 15 December 2017.
5Exchange of experiences on the practice of training and raising proficiency level of the specialists-metrologists in COOMET member-countries. Presentations of COOMET member-countries
Participants of the meeting exchanged information on the progress on practice of training and raising proficiency level of the specialists-metrologists in COOMET member-countries.
Among the participants of the meeting a lively discussion took place, and they exchanged opinions about the practice of training in their countries and opportunity of using the experience of other RMOs in the practice of training and raising proficiency level in holding training seminars within COOMET.

to take not of information about theexperiences on the practice of training and raising proficiency level of the specialists-metrologists in COOMET member-countries.
6Implementation of COOMET projects
6.1Training of specialists of measurement, calibration and testing laboratories. Modular approach in training the specialists of measurement, calibration and testing laboratories: prospective of development and implementation of new training modules and broadening of cooperation between COOMET member-countries (СООМЕТ 518/UZ-а/11)
6.3The development of competencies and qualifications within COOMET for specialists and metrologists of measurement, calibration and testing laboratories on the basis of the modular approach (СООМЕТ 553/UZ-а/12)
6.4Training on the basis of modular approach for specialists-metrologists of medical clinical laboratories (СООМЕТ 656/UА-a/15)
Coordinator of Projects 518/UZ-а/11, 553/UZ-а/12, 656/UА-a/15 Еlena Ramazanova-Stopkina (ISTL, Украина) presented the information about the modular approach in training the specialists of measurement, calibration, testing and medical clinical laboratories. The developed training Programs on these Projects were presented.
Decisions and actions:
to ask the coordinator of COOMET Projects 518/UZ-а/11, 553/UZ-а/12, 656/UА-a/15Elena Ramazanova-Stopkina (ISTL, Ukraine) to prepare the Drafts of Informational materials on these Projects and to distribute them between the Members of Working Groups for official agreements and commentsby 1 December 2017 and presented Draftson 15th TC 4 meeting;
to complete the works on COOMET Projects 518/UZ-а/11, 553/UZ-а/12, 656/UА-a/15in 2018.
6.2Development and administration of the database of COOMET RM (СООМЕТ 543/AM-а/11)
TC 4 Chairperson P. Neyezhmakov discussed with the participants of the meeting the need of change of coordinators on the Project. SC 4.2 Member from Russia A. Ivanov (VNIIFTRI, Russia) presented information about maintaining the databases of COOMET.
Decisions and actions:
to designate SC 4.2 Member from Russia, administrator of COOMET web-site A. Ivanov as co-coordinator on Project 543/AM-а/11 from TC 4;
to charge TC 4 Secretariat to send a letter to Chairperson of TC 1.12 “Reference Materials” with the request to specify co-coordinator on Project 543/AM-а/11 fromTC 1.12by 1 December 2017;
to charge TC 4 Secretariat to make the following changes in the form of Project 543/AM-а/11 and to send the updated form to COOMET Secretariat by 15 December 2017.
6.5The organisation and holding the Workshop in 2018 within the BIPM Capacity Building & Knowledge Transfer Programme (CB&KT) for the countries with developing metrological infrastructure (СООМЕТ 725/UA/17)
TC 4 Secretary, Coordinator from COOMET in CB&KT, Coordinator of Project 725/UA/17Yu. Bunyayevainformed the participants of meeting about BIPM Capacity Building & Knowledge Transfer Programme (CB&KT)and COOMET participation in this Programme.

6.6Review of national education & training systems for the NMIs and metrologists of the COOMET member countries (СООМЕТ 731/BY/17)
TC 4 Member from Belarus, coordinator of Project 731/BY/17L. Astafijeva informed the participants of the meeting about the beginning of works on analysis of national systems of training in NMIs and metrologists of COOMET member countries and invited TC 4 Members to join the work within this Project.

to take note of information about the beginning of works on analysis of national systems of training in NMIs and metrologists of COOMET member countries.
7On activities of Subcommittees of TC 4. Reports of SC Chairpersons

Information about the results of activity of Subcommittees SC 4.1, 4.2, 4.3 was presented in the report of TC 4 Chairperson P. Neyezhmakov.
Representative of TC 4 Member from Germany and SC 4.1 Chairperson M. Ackermann (PTB, Germany) presented information about the new PTB Project “Facilitation of regional trade and support of consumer protection of COOMET member countries” and also made a presentation about modernization and possibilities of expanding the functions of COOMET web-portal
The participants of the meeting expressed their opinions on this question and proposed
Member of SC 4.2 from Russia, COOMET web-site administrator A. Ivanov to prepare the explanatory note on presentations regarding modernizationand possibilities of expanding the functions of COOMET web-portal.
TC 4 Chairperson P. Neyezhmakov made the participants the presentation about the works on forming informational infrastructure of measurements.
The question about candidate of SC 4.2, 4.3 was also discussed at the meeting. TC 4 Chairperson P. Neyezhmakov informed the participants of the meeting that there was got to his address a letter from the elected COOMET President V. Gurevich (BelGIM, Belarus) with information about including the question about SC 4.2 activity into the Agenda of 22nd meeting of COOMET President’s Council and also the letter of COOMET President, COOMET Committee Member from Russia V. Krutikov with the proposals on candidatesfor Chairpersons of SC 4.2 and SC 4.3. Taking into account the letter of V. Gurevich it was decided to discuss the question about the election of candidate for SC 4.3 Chairperson only. As far as to the address of TC 4 Chairperson P. Neyezhmakov there was got one proposal for the post of Chairperson of this Subcommittee, it was taken a decision to support the candidate of TC 4 Member from Russia E. Kozmina (VNIIMS, Russia) as SC 4.3 Chairperson.
Decisions and actions:
to approve the activity of SC 4.1, 4.2, 4.3 over the past period;
to take note of information about the new PTB Project;
to take note of information about modernization and possibilities of expanding the functions of COOMET web-portal;
to ask SC 4.2 Member from Russia, administrator of COOMET web-site A. Ivanov to prepare explanatory note on presentations of Representative of TC 4 Member from Germany and SC 4.1 Chairperson M. Ackermann regarding modernization and possibilities of expanding the functions of COOMET web-portal by 20 November 2017;
to take note of information about the works on forming informational infrastructure of measurements and to ask TC 4 Chairperson P. Neyezhmakov to open the new COOMET Project on this direction;
to support the candidate E. Kozmina as SC 4.3 Chairperson;
to ask TC 4 Chairperson P. Neyezhmakov to place the issue on approval of the candidate E. Kozmina as SC 4.3 Chairperson for the 22nd meeting of COOMET President’s Council and approval at the 28th COOMET Committee meeting.
8About the results of VII International Competition “Best Young Metrologist of COOMET – 2017”. About the venue and date of next Competition
TC 4 Chairperson P. Neyezhmakov informed the participants about the results of
VII InternationalCompetition “The Best Young Metrologist of COOMET”, which was held on 17–18 May 2017 in Astana, Kazakhstan.
The participants of the meeting noted the high level of organization and performing the Competition.
TC 4 Chairperson P. Neyezhmakov presented the letter of COOMET President, Committee Member from Russia V. Krutikov with the proposal to hold VIII International Competition “The Best Young Metrologist of COOMET” in 2019 in Russia.
Decisions and actions:
to take note of information on the results of VII International Competition “The Best Young Metrologist of COOMET – 2017”;
to take note of the proposal of COOMET President about the place of holding VIII International Competition “The Best Young Metrologist of COOMET” in 2019.
9About the Workshops within COOMET
TC 4 Chairperson P. Neyezhmakov and TC 4 Secretary Yu. Bunyayeva informed the participants of the meeting about the held and planned Workshops within COOMET.

to take note of information about the Workshops within COOMET.
10Miscellaneous
The participants of the meeting discussed several current and organizational items of TC 4.
11Date and venue of the next meeting
TC 4 Chairperson P. Neyezhmakov applied with the request to the participants of the meeting to ask the Administration of their institutes to consider the possibility of holding the meeting of TC 4 in 2018 in their countries.
Decisions and actions:
to charge the Secretariat of TC 4 to send the letters to the COOMET Committee Members about the possibility of holding the 15th Meeting of TC 4 in their countries in 2018.
12Approval and adoption of resolutions
The participants of the meeting exchanged opinions on the proposed resolutions.
Decisions and actions:
to charge Secretariat of TC 4 to send the Draft Minutes of the 14th Meeting of TC 4 to the participants of the meeting for approval by 15 November 2017.
