Objections to Traffic Regulation Orders

1.Matter for Consideration

1.1.To consider objections to recently advertised Orders

2.1It is recommended that, in consideration of the representations made in the following roads:

(a)Sherborn Crescent – make as advertised.

(b)Harbour Hill Road – make as advertised.

(c)Pound Lane – make as advertised.

2.2As there have been no representations, orders will be made as advertised in the following roads:

(d)Wimborne Road – Limited waiting in proposed layby.

(e)Upton By Pass and Dorset Way – Speed Limit.

(f)Emergency Services Accesses to heathland – waiting restrictions.

  2. The following Orders for waiting restrictions have been recently advertised:-

(a)Sherborn Crescent – parking and loading restrictions

(b)Harbour Hill Road and Close – waiting restrictions

(c)Pound Lane – waiting restrictions and coach bay

(d)Wimborne Road – waiting restrictions in new lay by

(e)Upton By Pass and Dorset Way – Speed Limit

(f)Emergency Service Accesses to heathland - waiting restrictions

3.2Representations have been received in respect of items (a) to (c), and

these have all been circulated to the Committee members. These

representations are summarised, and recommendations made on the

attached sheets. There were no representation to items (d) to (f).

Summary of Proposals / i) No waiting at any time restrictions between Ad Astra School and 15m beyond Herstone Close
ii) Impose a loading restriction opposite Ad Astra School.
Purpose of Proposals
Objections and Support / i)To discourage obstructive parking at school times and when football training/matches are held on the green.
ii)To discourage obstructive parking by blue badge holders at school times
A resident of Puddletown Crescent has written to object that the proposals would displace parking into Puddletown Crescent. He suggests the creation of a car park opposite the school to reduce the displacement into the residential roads.
Conclusion / The problems outside this school are longstanding and cause congestion on one of the main distributor roads on Canford Heath. This is a busy bus route and the bus company reports regular difficulties here.

Summary of Proposals / i) Impose no waiting at any time restrictions in Harbour Hill Road to cover the junctions with Harbour Hill Crescent and Pound Lane and both sides of the bend near Fernside Road
ii) Impose no waiting 8am-10am and 2pm-4pm Mon-Fri restriction along the northeastern side of Harbour Hill Road and on both sides of Harbour Hill Crescent.
Purpose of Proposals
Objections and Support / To control parking by non residents in the roads.
Harbour Hill Road
Three letters of support have been received from residents of Harbour Hill Road.
Two residents of Harbour Hill Lane have written to object to the proposals. Both recognise the difficulties at the Fernside Road end of the road but question the need for the single yellow lines elsewhere in the road.
Harbour Hill Crescent
Four residents of Harbour Hill Crescent have written to object to the proposals. They feel that the current proposals will cause problems for residents and they would prefer a resident parking scheme.
Conclusion / The proposals aim to balance the competing needs for parking in this area. They keep parking away from the critical areas at the junctions and the bend and restrict all day parking to one side of Harbour Hill Road. There appears to be general support for the Harbour Hill Road element of the scheme.
There is more opposition to the Harbour Hill Crescent element. It would not be appropriate to extend a resident parking scheme into this area as the majority of premises have their own off-street parking. The proposed restrictions aim to discourage commuter parking but to allow a period for residents and their visitors to park.

Summary of Proposals / (i)Impose No Waiting at any time restrictions at the junctions with Kingsbere Road, Harbour Hill Road and Gorse Hill Road.
(ii)Enlarge the existing coach bay
(iii)Impose no waiting 8am-10am and 2pm-4pm Mon-Fri restriction along the northwestern side of Pound Lane
Purpose of Proposals
Objections and Support / To improve safety, to allow the School coaches to wait closer to the end of the path across the common and to get to the coach bay when there is a space available.
The Governors of St Mary’s Combined School have written to object to the single yellow lines ( they support the double yellow lines at the junctions and the larger coach bay). They feel that the problems are only of a short duration and point out that the school has a particularly large catchment area. They also make reference to the difficulties that their staff have parking at the school.
Objections have been received from 10 parents of children at the school. They feel that the restrictions are not necessary to deal with a short term problem, will lead to higher speeds and displace parking elsewhere. Two of the objectors have supported the yellow lines at the junctions and the larger coach bay.
A resident of Gorse Hill Road has written to support the double yellow lines at the junctions and to urge stronger enforcement of the existing restrictions around the school, but to object to the proposed single yellow lines as they will displace the parking elsewhere.
A resident of Pound Lane has written to request that the proposals be extended to apply between Kingsbere Road and Winifred Road.
Conclusion / The proposals have been put forward to manage the congestion at school times, discourage parents from parking so that their children have to cross Pound Lane to get to their cars and allow coaches to get along the road to reach the coach stands when a space becomes free.
It appears that there is some support for the double yellow lines at the junctions and the larger coach stands, it is the single yellow lines along the northeastern side of the road that appear to have prompted the objections.

Summary of Proposals / Waiting Limited to 30 mins Mon-Fri 8am-6pm in the new lay by which is about to be constructed to the north of the Post office at New Inn.
Purpose of Proposals
Objections and Support / To retain parking for shoppers. The new Lay by and the Traffic Order are being funded by the developer of the adjoining site.

Summary of Proposals / Impose a 50 mph speed limit on the approaches to the Holes Bay North Roundabout
Purpose of Proposals
Objections and Support / To allow the introduction of the new junction improvement to facilitate the new Fire Station. The speed Limit and the new Junction are to be funded by the development.
