This workshop is designed to address many of the questions and concerns NYS Council members have regarding whether there is areal opportunity and role for them in the state’s VBP reform initiative. We will identify and discuss the opportunities as well as the red flags inherent in the model for providers and consumers of care. We will discuss the operational and financial investments required to participate for mental health and addiction providers.

The session,led by NYS Council consultant Gerry Archibald,will begin with a quick review of the various business structures providers should consider to increase negotiating power while decreasing costs and improving care. Next, we will identify and discuss the specific tasks and activities required as well as the costs associated with formation and implementation of these structures. Finally, Gerry will identify unique strategies to increase your likelihood of success with these ventures.

During this session we will have a discussion with representatives from Vital Cap, a new social impact fund with a strong interest in working with behavioral healthcare providers. This organization is focused on supporting opportunities to bring catalytic capital to mission-aligned organizations and providers.

Adam will update NYS Council members regarding issues coming up as he continues to negotiate behavioral health contracts with NYS Medicaid Managed Care and commercial insurers on behalf of behavioral health providers. He will discuss what the MCOs can and cannot do according to the state’s draft Model Contract, recent guidance,insurance changes, and other documents specific to the BH implementation. Finally,Adam will identify problematic (hidden and in plain sight) loopholes in all of these documents and how providers can address them.
