Matters Arising

  • Seeding money for Nurse Educators Conference – guidelines still to be written
  • Oral History – ongoing
  • J & J – ongoing. MOH still in conversation with J & J
  • HPAC Act – Maurice reported from a legal discussion about the Issue related to ‘Fitness for Registration’ in the Act HPCAA
  • Re: Section 16(g)(i)

No applicant for registration may be registered as a health practitioner of a health profession if:

  • (g) he or she – (i) is subject … an order of an educational institution accredited under section 12(2)(a) … and (ii) does not satisfy the responsible authority that that order does not reflect adversely on his or her fitness to practise as a health practitioner of that profession

Discussion with Claire Prendergast from NCNZ and legal advisor at own institution.

  • Remember key principle of the HPCAA is Public safety
  • Two parts to this section – (i) and (ii) i.e. the individual is under an order of an educational institution AND does not satisfy the responsible authority that that order does not reflect adversely on his or her fitness to practise as a health practitioner of that profession
  • Suggested that the order would have to meet the threshold of seriousness, namely in regards to compromising client safety
  • Regarding issues of academic misconduct, again the issue is in regard to seriousness. Discussed issues of veracity, honesty, professionalism etc regarding plagiarism etc. Nevertheless, the issue/circumstance would have to meet the threshold of seriousness.
  • Could be a problem if an institute’s disciplinary committee does not have health professional representation on it and a continually offending student was allowed to continue on the programme. This then might cause an issue.

Suggested management:

  • Know this clause is in legislation just in case
  • Remember the threshold of seriousness and principle of compromising client safety
  • Be proactive and ensure for health practitioner programmes that the professional voice is either heard or represented in regards to disciplinary issues. Reminded people to read Sec 16 G (i). many definitions of the word “Order” – threshold – serious - client safety

Alison tabled the financial report and spoke to the outgoings. Current balance $2829.32, Term Deposit $20,889.03. It was moved Ali/Rachel that the report be approved. Carried.

Susan/Willem moved that we buy professional advice from Rob Allen to lobby politicians on the Nurse Practitioners Act, spending up to an initial $6000.00 with potential for a further $4000.00. Carried. It was further moved Maurice/Jill that up to $1000.00 be allocated for transport of Susan & Judy & Ali to Wellington to consult with him. Carried

Strategic Plan Update

1.3.Objectives: finish the sentence at the word “registration”

1.5Action Plan: Compile data base of Pacific Educators – individual schools with PI educators to talk with them and send names to Wendy Scott at Whitireia Community Polytechnic so she can compile database

TEC – PBRF 2006 Quality Evaluation Assessment Framework Consultancy. Doc available on web at hhtp//:w.w.w.tec.govt.nz/downloads/a2z_publications/pbrf2005-assessmentframework-consultation.pdf Consultation closed, release date for definitive document late May 2005. Indications are that it will look much like the consultation document (according to TEC).

Primary Health Care Scholarships – Applications closed last week

Rural Nurse Practitioners Scholarships – 8 given in 2005

ACC funded Nurse Practitioners Scholarship – 6 given in 2005

Prescribing – Pauline undertook to push NC to get the document out. Concern at delay and risk to NP prescribing with election looming etc.

NETS letter drafted to send to NC if doc not out by 22nd

Nurse Practitioners - from last week they are able to access Community Laboratories

Website – has the network of Primary Health Nursing Groups – look at it and give any alterations to Pauline.

Nursing sector update – put on website

Visitor:Rob Allen – met with Jan, Ali, Susan, Judy to discuss NP strategy

Visitor:Nursing Council – Annette Huntington, Marion Clark, Carolyn Reed ( new Education Adviser)

Prescribing – document out next week for consultation of 6 weeks duration.

  • Will be on website by the end of next week.
  • Submissions to brief and pertinent
  • When analysed sent to New Prescribers Advisory Committee 2 weeks after close of submissions

Competencies – NC expect all to be in place by 2007. Education Standards, if possible by 2006. Competencies to be used for pract certs from mid 2006

Audit timeline – need for adequate panel members

-delays often because not enough information included in application

-Handbook to be updated with regional consultation process

NC suggested that NETS members should write to the New Prescribers Advisory Committee members, Karen Poutasi, Judy Glackon, Margaret Horsburgh Gillian Durham.

Also suggested NETS members could lobby GP’s who support NP practicums to write in support
