2013 Adult Fall Tennis League

NEW REGULATION BEGINNING FALL 2013:

"AT LEAST ONE MEMBER OF EACH DOUBLES PAIR MUST HAVE A RATING OF THAT TEAM'S NTRP DIVISION AND THE SINGLES POSITION MUST BE PLAYED BY AN AT LEVEL PLAYER"

If the above regulation is violated, a default will occur in the position played.

1.04E(4) Player Agreement. All players participating in the USTA League Program, as a condition of said participation, agree to abide and be bound by the USTA Constitution and By-Laws; the FRIEND AT COURT- The USTA Handbook of Tennis Rule and Regulations including THE CODE and Wheelchair Rules of Tennis (unless modified by these USTA LEAGUE REGUALTIONS); the USTA Regulations; the Rules of Tennis (unless modified by these USTA LEAGUE REGULATIONS); the USTA LEAGUE REGULATIONS; and the standards of good conduct, fairplay and good sportsmanship.

Failure to comply by this regulation may result in a grievance being filed.

Warm-up time is limited to 5 minutes

Player's will be held accountable to enforce the warm up time.

Nevada Leagues are bound by these regulations and procedures. The official USTA Publication, “The Code” shall be observed in all matches played. It is the responsibility of the captains and players to know the 2013 Nevada District League Regulations, 2012 Intermountain Section League Regulations as well as the 2013 National USTA League Tennis Regulations. League Registration

Local League Season: September 7, 2013- December 15, 2013

Registration Deadline: For a team to be considered valid, there must be a minimum of 7 players (3.0-4.5), and a minimum of 5 players (2.5) registered on Tennislink by August 5, 2013. League registration will remain open until the final day of the local league season.

NO REFUNDS will be issued to any players after the first match of the season.

Membership

All players participating in the Fall Adult League must be adult members of the United States Tennis Association (USTA) and have reached the age of 18 on or before December 31, 2013. Membership must be current through the league season (December, 2013). Each facility (including parks and high schools) must be current USTA Organizational Members in good standing thorough the end of the local league, December 2013.

A player MAY play on more than one team in the Fall Adult League providedthat the teams are different NTRP levels of play.

Matches

Team competition will consist of one (1) singles match and three (3) doubles matches at the 3.0, 3.5, 4.0 and 4.5 levels and one (1) singles match and two (2) doubles matches at the 2.5 and 5.0 levels. A team member may play only one position per match. Teams are encouraged to field their players for each match in order of strength.

Scoring

All individual matches are best of two tie-break sets with a match tiebreak in lieu of a third set. There will be no coaching during the 2-minute set breaks. All matches will use the Coman Tiebreak Procedure whereby players change sides after the first point and every four points thereafter. All match scorecards must be signed by BOTH captains and retained for the entire season. These cards may be needed in case of a disputed match and would be required to be sent to the USTA-Nevada office.

The Point Penalty System is not in effect for un-officiated league matches. A default (forfeit) may be called 15 minutes after the scheduled match time ONLY if a court has been available since said time.

WARM-UP TIME IS LIMITED TO 5 MINUTES INCLUDING SERVES.

League matches do not take precedence over tournament matches. If there should be a conflict in this regard the player must choose which match he/she will play.

The USTA-Nevada reserves the right to reschedule any/all 2013 Fall Adult League matches.

Order of play will be as follows: #1 Singles, #1 Doubles, #2 Doubles, #3 Doubles. For example: 2 @ 9:00 am- #1 Singles, #1 Doubles

2 @ 10:30 am- #2 Doubles, #3 Doubles

The 2.5 League: 2 @ 6:30 pm- Singles and #1 doubles

1 @ 8:00 pm- #2 doubles

The matches MUST be played in this order unless BOTH captains have agreed to a change PRIOR to the match.

There will be NO Fall League Playoffs to determine an overall division champion.

Any regulation tennis court provided by the home facility will be used for match play. Indoor/clay courts MAY be used for this league. Players must come prepared to play on any regulation court assigned by the home team.

Rescheduling

As a general rule matches are not to be rescheduled except for inclement weather (rain, snow, sleet, hail and lightning) or the tennis facility is overbooked, and courts are not available. Captains are required to reschedule one or all of the individual team matches. Only individual matches affected need to be rescheduled. Line-ups must be exchanged at the time of rescheduling.

Unless agreed upon by both captains, all players must be present at match time, even if a rain- out is obvious. Rained-out or suspended matches are to be made up within two (2) weeks of the originally scheduled match. If the rainout match is one of the last two of the season, the match must be played within one (1) week. A lineup with players who will be in town and able to play within the two week allotted time must be exchanged with the opposing captain within 48 hours of the originally scheduled match. Once lineups have been exchanged, no changes are allowed without consent of both captains. If a match has started and is suspended, play begins with the same set and game score. Once a match has started, no player changes may be made. If additional time is needed to complete a match, the home facility captain must contact the League Coordinator at the USTA-Nevada for approval.

The District League Coordinator must be notified of all requests to reschedule via e-mail at or by calling 702-792-8384. Should the request to reschedule be granted, the host facility is to be notified by the home team captain. All requests to reschedule must be submitted to the District League Coordinator at least 72 hours prior to the scheduled match date/time. All rescheduled matches are to be played at the original host facility- unless agreed upon by both captains. Any additional court charges incurred due to the reschedule are the responsibility of the teams rescheduling.

Captains are under no obligation to reschedule matches except for the reasons outlined above. Should captains not be able to agree on a reschedule date/time, the District League Coordinator will determine the date/time for the reschedule. (This is generally the second Sunday following the original match date.) The District League Coordinator may require that the match be played should it affect the outcome of the league. If no agreement on a reschedule date/time is reached the District League Coordinator shall score the match as a double default.

Defaults (Forfeits). Once a captain notifies the opposing captain of a default (forfeit) the default stands regardless of changes in circumstances.

Before entering a complete match forfeit (total team default), the team captain must inform their District League Coordinator of the reason for the forfeit. The District League Coordinator may require the team match to be played. In the event of a complete match forfeit, all matches played (within the round robin) by the defaulting team and all matches to be played shall be null and void. Therefore all matches played will be reversed for standings purposes only. Match scores will remain in the system for the purpose of NTRP calculations.

Points will be accumulated through all rounds of play with the eventual winner being the team that has accumulated the greatest number of individual match points.

Grievance Procedures (Refer to National Regulations)

Grievance Committees. All Grievance Committees shall consist of no less than three persons, including a committee chair, to adjudicate grievances. The members of the Committee may be the same as, or different in whole or part from, the Committee first approved.

Grievance forms must be filed with the District League Coordinator via email or mailed to The District League Coordinator c/o Nevada TennisAssociation 1333 N. Buffalo, Ste 130, Las Vegas, NV89128. A $50 fee must accompany the grievance and is refundable only if it is determined that a violation has occurred.

Grievance Appeal Procedure (Refer to National Regulations)

Grievance Appeal Committees. All grievance appeal committees shall consist of no less than three persons, including a chair, to consider appeals from the grievance committees. No member of a Grievance Appeal Committee may have been a member of a Grievance Committee. The members of the Committee may be the same as or different in whole or part, from the Committee first approved.

Grievance Appeal Committee Action (Refer to National Regulations)

The Grievance Appeal committees shall not be required to hold any hearing except as provide in Reg 3.04B(2) (see 2013 USTA League Regulations). Its decision may be based entirely on the findings of fact by the Grievance Committee whose decision is being appealed and on the facts and arguments submitted in wiriting by the party (ies) to the appeal.

The Grievance Appeal Committee shall have the power to affirm, modify, remand for cause or reject the decision of the Grievance Committee. The Grievance Appeal Committee shall not impose a hasher penalty

A copy of the Grievance Appeals Committee’s written decision setting forth the basis of its decision shall be promptly sent to all interested parties and such decisions shall be final and binding.
