The meeting was called to order by Pres. Nissen and the confirmation of public meeting notice was affirmed by Clerk Nissen

PLEDGE OF ALLEGIANCE

Tim Meyer, Emergency Management Director, stated that he had attended the Hazard Mitigation meeting and would be getting more information and meeting with Pres. Nissen in regards to this in the future.

APPEARANCES

VICKI TETZLAFF; USING TENNIS COURT IN CORY PARK; PICKLE BALL

V. Tetzlaff was present at the meeting and explained to the Board that she would like to put new lines on the tennis court for a group of people to play Pickle Ball on Thursday evenings. The color would be different then the tennis lines. She handed out a drawing of what the lines would look like compared to the tennis lines. J. Kitelinger said that he had looked it over and had no problem. The Village has a striper and could paint the lines green. If someone showed up to use the tennis courts, they would leave and let them use the courts.

The Board was all in favor of this and Pres. Nissen instructed V. Tetzlaff to work with J. Kitelinger to get the lines done.

DOUSMAN FIRE DISTRICT UPDATE

Chief Brad Bowen introduced himself again. He previously worked as Chief of McFarland Fire Dept. He went over what he has been working on since he started, meeting new people, etc.

He has not been able to get a monthly report due to Mike Krug being on vacation, but he stated that there were 156 requests for service this last month which is a new record.

DERBY DAYS QUESTIONS

The Deputy Clerk had come back with some questions for the Board from the last Derby Days meeting with the Legion. They were asking about having animal rides in the park and if they could put the animals on the tennis court. Pres. Nissen will attend the next Derby Days meeting on 6/23/15. The Board does not see a problem with the animals in the park.

POLICE DEPARTMENT

Chief Hartert went over the monthly report. The traffic accidents were extremely high because of the Click It or Ticket campaign.

DPW/SEWER/WATER DEPARTMENT

J. Kitelinger got an estimate on the Village of Dousman sign lighting on Hwy 18. He stated it would be approximately $5,000 including $2,500 just for We Energies to get the power over to the sign. The Board discussed and decided to wait and put into the 2016 budget.

J. Kitelinger stated that he had received calls from homeowner’s in The Pines concerned about when the sealcoating was getting completed. He told them it would probably be in late July.

The hanging baskets for Main Street arrived today. The Board discussed hanging them after the final pavement of asphalt is done this week.

J. Kitelinger said that tomorrow morning they will be here to start milling the road and paving on Thursday or Friday weather permitting. June 17th they will be striping the road and the new parking lot next to the Village Hall. He has not received the new street signs yet and said they may not be here by the end of the month.

They got the tank for flushing sewer lines and watering the Main Street flowers. Since they have been flushing the sewer lines, the phosphorus levels that have been discussed in the past have dropped significantly.

J. Kitelinger stated that he will be on vacation and not be able to attend the July board meeting.

CLERK’S OFFICE

ENETPAY FOR SEWER/WATER BILLING

Clerk Nissen explained that the next billing of sewer/water bills, that will be sent out the beginning of July; the residents will be able to pay their bill online or at the office with a debit/credit card. Deputy Clerk will be sending out instructions how to use the program.

2015/2016 LIQUOR LICENSE RENEWALS

A Combination Class “B” fermented malt beverage and intoxicating liquor license to Bark River Yacht Club, Inc., Richard J. Thome, Agent, 136 N. Main Street, was granted on a motion by Pres. Nissen, seconded C. Queen, Carried.

A Combination Class “B” fermented malt beverage and intoxicating liquor license to the Lion’s Club of Dousman/Ottawa, Inc., Larry Williams, Sr. Agent, for the Lions Community Center, 235 N. Main Street, was granted on a motion by H. Dessart, seconded R. Hawk, Carried.

A Combination Class “B” fermented malt beverage and intoxicating liquor license to Richard Lyshek, for the Dousman House, 128 N. Main Street, was granted on a motion by R. Hawk, seconded H. Dessart, Carried.

A Combination Class “A” fermented malt beverage and intoxicating liquor license for Mike and Rocco’s Corner Stop, Inc., T. Michael Tyler, Agent, d/b/a Mike and Rocco’s Corner Stop, Inc., 200 N. Main Street, was granted on a motion by C. Queen, seconded Pres. Nissen, Carried.

A Class “B” Beer fermented malt beverage license to Kyle Krischan Whale-Tale Archery LLC, 109 Main Street, was granted on a motion by H. Dessart, seconded R. Hawk, Carried.

A Class “B” Beer fermented malt beverage license to Thomas B. Klein for Bicycle Doctor, 105 Main Street, was granted on a motion by R. Hawk, seconded H. Dessart, Carried.

A Class “B” Beer fermented malt beverage and Class “C” Wine license to Lizeth Garcia for Sunny Side Up, 159B Hwy 67, was granted on a motion by C. Queen, seconded Pres. Nissen, Carried.

A Class “B” Beer fermented malt beverage and Class “C” Wine license to Deborah Leinweber, for Deb’s Main Street Diner, 120 N. Main Street, was granted on a motion by Pres. Nissen, seconded H. Dessart, Carried.

A Reserve Class B Liquor License to Lee M. Bleecker, Agent, d/b/a Trails In Café & Pub, 159C Hwy 67, was granted on a motion by H. Dessart, seconded R. Hawk. Carried.

All of the above licenses are for the period of one year from 7/1/15 thru 6/30/16.

Renewal Operator’s licenses for the following were granted based on a satisfactory record check by the Police chief, on a motion by Pres. Nissen, seconded H. Dessart, Carried:

Candace A. Rupnick, Debra A Morgan, Susan C. Shepherd for the Bark River Yacht Club; Roxane N. Gust, Mark R. Foltz for the Dousman House;; Sheri L. Steiner, JoAnn M. Finn, Lynnette A. Tyler, Coleen N. Tyler for the Corner Stop; James A. Ryan, Gerald A. Haecker for American Legion Post #405; Sandy M. Mueller for The Other Bar & Marganito Garcia Ascencio for Sunny Side Up and Julie A. Carey for the Paper Chase Station.

Joseph Christman for the Bark River Yacht Club; Chief Hartert explained his recommendation for denial.

Pres. Nissen made a motion to deny the operator’s license for Joseph Christman for the Bark River Yacht Club per the Police Chief’s recommendation. C. Queen seconded. Carried.

The above licenses are for a two-year period from 7/1/15 to 6/30/17.

INTERGOVERNMENTAL AGREEMENT BETWEEN WAUKESHA COUNTY AND PARTICIPATING MUNICIPALITIES WITHIN WAUKESHA COUNTY TO PURCHASE NEW ELECTION EQUIPMENT AND SOFTWARE

Pres. Nissen moved to approve the Election Equipment Contract Governmental Agreement, subject to the final division of costs that is most favorable to the municipality that the County ultimately agrees to provide, which shall not require more than one-third of the “Set A” costs to be borne by the Municipality, and subject to the final form of the document being prepared in a form approved by the Village Attorney. H. Dessart seconded. Carried.

2014 AUDITED FINANCIAL STATEMENTS

H. Dessart questioned that in the financial statements it references the Village not addressing the sick time issue when an employee is terminated. The Board did address this issue in the September 2014 revision of the Employee Handbook, that an employee would loose their sicktime at termination. Clerk Nissen will check into that and discuss it with Howard Jeanson.

Subject to the discussion above regarding the sick time being looked into; R. Hawk made a motion to approve the 2014 Audited Financial Statements. H. Dessart seconded. Carried.
