A Draft Environmental Impact Report (DEIR) has been completed by the Riverside County Flood Control and Water Conservation District (District) for theHomeland Master Drainage Plan (Revision No. 1), the Romoland Master Drainage Plan (Revision No. 1) andthe Homeland/Romoland Area Drainage Plan (Amendment No. 1) Project.

Project Description: The proposed project consists of revisions of two existing Master Drainage Plans (MDPs) by the District, amendment of the existing Area Drainage Plan (ADP) and construction, operation and maintenance of the proposed drainage facilities. Revisions will be made to the current Master Drainage Plan for the Romoland Area (Romoland MDP Revision No.1), the current Master Drainage Plan for the Homeland Area (Homeland MDP Revision No. 1), and the Homeland/Romoland Area Drainage Plan (Homeland/Romoland ADP Amendment No. 1). The DEIR addresses both MDPs in their entirety. The ADP for the Homeland/Romoland Area is a funding mechanism to help finance construction of the facilities contained in each of the MDPs being addressed.

Project Location: The proposed project site is located within the city of Perris as well as in the County of Riverside in the unincorporated communities of Homeland and Romoland. The easterly extent of the project area is located at the base of the Lakeview and DoubleButteMountains. The project area generally continues west on either side of State Route 74, follows McLaughlin Road and parallels Camie Lane east-west and crosses Interstate 215. West of Interstate 215, the project area generally follows Ethanac Road for a distance then proceeds in a northwesterly direction toward the San JacintoRiver channel.

Potentially Significant Environmental Impacts: The DEIR includes mitigation measures addressing potential impacts related to air quality, biological resources, cultural resources and hazardous materials. Less than significant impacts requiring no mitigation measures were found for hydrology and water quality. Significant environmental impacts related to agricultural resources and growth inducing impacts will occur as a result of the project, and a Statement of Overriding Considerations for these impacts is required prior to project approval.

Listed Toxic Site: The proposed facility alignments are not located on known listed toxic sites pursuant to Government Code Section 65962.5.

Copies of the DEIR, State Clearing House No.2003111131, and its Technical Appendices are available for review at the Riverside County Flood Control and Water Conservation District office at 1995 Market Street, Riverside, California, 92501. Comments on the document must be submitted to the Riverside County Flood Control and Water Conservation District no later than 5:00 p.m. on September 14, 2005, to be included in the Final EIR, which will be presented to the hearing body. Notification of the hearing will be provided at a later date.
