Notice of Amendment
Midwest ISO – Manitoba Hydro Coordination Agreement.
Manitoba Hydro and the Midwest ISO entered into a coordination agreement on September 27th 2001. This agreement was entered into to address both parties desire to coordinate transmission service between the Midwest ISO and Manitoba Hydro. This agreement has been amended three times on January 27th 2005, September 25th, 2006 and February 15th, 2008. The most recent amended version was filed at the Federal Energy Regulatory Commission (FERC) under docket number ER08-592-000. The FERC approved its implementation with an effective date of November 1, 2008.
The Midwest ISO will continue to provide tariff coordination services for Manitoba Hydro. Transmission customers wishing to take service under Manitoba Hydro’s Open Access Transmission Tariff will notice the following:
· Invoices issued by the Midwest ISO will detail the transmission charges that occur when transmission customers obtain transmission service under the Manitoba Hydro Open Access Transmission Tariff. Previously these charges were combined with all transmissions charges.
· If an invoice details a charge for service under the Manitoba Hydro Open Access Transmission Tariff, a notice will be added to the bottom of the invoice informing the customer that the terms and conditions of that charge are subject to the terms and conditions listed in the Manitoba Hydro Open Access Transmission Tariff.
· All use of the Manitoba Hydro transmission system will require a reservation on the MHEB OASIS page.
· Presently, all uses of the Manitoba Hydro transmission system require a matching request on the Midwest ISO OASIS page. Matching requests will no longer be a requirement for transactions that use only the Manitoba Transmission system after November 1, 2008. After November 1, 2008, transactions that use the Manitoba Transmission system while sourcing-in, sinking-in or driving-through the Midwest ISO footprint will require separate legs of transmission service on the Manitoba OASIS as well as the MISO OASIS to complete the path.
Manitoba Hydro will be posting a revised Open Access Transmission Tariff prior to November 1st which will become effective on November 1st, 2008.
Updates to the MHEB and MISO OASIS will be made on October 15th, 2008 in order to accommodate this change. There will be a new POR and POD added to the MISO OASIS at that time. As such, we ask that any new transmission requests beginning November 1st, 2008 or later or ending after November 1st, 2008 not be entered until October 16th, 2008.
From a MISO OASIS standpoint, the change will result in POR and POD changes from MHEB to MHEB-MISO. Please select MHEB-MISO from the dropdown selection when requesting your transmission service on the MISO OASIS.
From a MHEB OASIS standpoint, the change will result in POR and POD changes from MISO member names (i.e. NSP, OTP, GRE) to MHEB-MISO.

Another important change to take note of is that if a transaction is wheeling through MHEB but not entering the MISO Market you do not need to purchase corresponding MISO service. Using MISO S/A on your E-Tag instead of point-to-point service is still necessary as MISO will continue to be the Scheduling Agent for MHEB.
E-Tag interchange scheduling will also change per this agreement to the following:
o MISO will no longer require a TSR reference on ETags that do not use the Midwest ISO Transmission system.
o Example: Source/Sink = SPC/ONT
Source/Sink = SPC/MHEB
In these cases, the physical paths of the ETags will remain unchanged. MISO will be listed as a TP for the transaction, with the non-TSR reference “MISO S/A” listed for MISO’s transmission allocation.
o MISO will not change ETag to include the “MHEB-MISO” designation. When scheduling a MISO-Market transaction that includes MISO transmission, “MHEB-MISO” will be used as a POR or POD designation on the MISO OASIS, yet the ETag will continue to use the designation of “MHEB” on the MISO TP line.
