REQUEST FOR PROPOSALS
TO PROVIDE AMBULANCE SERVICES TO THE CITIZENS OF ADAMS COUNTY, MISSISSIPPI
The Adams County Board of Supervisors requests proposals for providing ambulance services to the citizens of Adams County, Mississippi.
Adams County has an approximate population of 32,397 residents, occupying 488 square miles, including1 municipality, Natchez. Law Enforcement and Fire Services within the Natchez City limits are handled by the Natchez Police and Natchez Fire Departments. Adams County operates five Volunteer Fire Stations and the Adams County Sheriff’s Office handles the law enforcement issues within the unincorporated areas of the County. Adams County has one major medical facility within the County, Merit Health Hospital,which is located in the central area of Natchez and Adams County.
The goal of this proposal is to provide Advanced Life Support Pre-hospital Emergency Medical services and ground ambulance transport. This goal will be achieved when customers reliably experience high quality service,from the point they call “911” for services, until they are delivered into the appropriate definitive care system. Success will be achieved by combining the best efforts of all agencies and the contractor to develop, adopt, deliver and/or employ EMS training, medical direction, treatment protocols, documentation and quality assurance/quality improvement.
It is the intent of the Adams County Board of Supervisors to award an ambulance services contract for the citizens of Adams County for a term beginning June 1, 2016 and ending December 31, 2020. The Adams County Board of Supervisors or the contracting party will have the option to terminate the contract with 90 days written notice for any reason.
The Adams County Board of Supervisors reserves the right to reject, in whole or in part, any and all proposals received by reason of this Request for Proposal. The Adams County Board of Supervisors will neither pay for any information herein requested nor be responsible for any costs incurred by the proposer. All proposals shall become the property of Adams County Board of Supervisors upon submission. The Adams County Board of Supervisors reserves the right to negotiate final price subsequent to the submission of proposals from the selected qualified proposers.
A pre-proposal conference will be held at the Adams County Board of Supervisor’s Office, 314 State St., Natchez, MS 39120. The date of conference will be MONDAY, APRIL 18, 2016 at 10:30 A.M. CST. Comments made during this conference will have novalidity unless substantiated in writing by the Adams County Board of Supervisors following the conference in the form of an addendum. Proposers are asked to review the following information and present in writing any questions that can be addressed in the conference for clarification and/or correction to all proposers. All items discussed or presented during the conference needing clarification and/or correction will be addressed in an addendum to the specifications as stated below.

All proposals must be on File with the Clerk of the Board, BrandiLewis, 115 S. Wall St., Natchez, MS 39120, by 8:30 A.M on Monday, May 2, 2016. All proposals must be sealed and clearly marked on the outside of the envelope as indicated “Request for Proposals for Providing Ambulance Services to Adams County to be opened on May 2, 2016 at 10:00 A.M. CST.”
If the agency ( Adams County Board of Supervisors) is closed for any reason, including but not limited to: acts of God, strikes, lockouts, riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire, earthquakes, floods, or other natural disasters (the “Force Majeure Events”), which closure prevents the opening of bids at the advertised date and time, all bids received shall be publicly opened and read aloud on the next business day that the agency shall be open and at the previously advertised time. The new date and time of the bid opening, as determined in accordance with this paragraph, shall not be advertised, and all Vendors/Contractors, upon submission of a bid proposal, shall be deemed to have knowledge of and shall have agreed to the provisions of this paragraph. Bids shall be received by the agency until the new date and time of the bid opening as set forth herein. The agency shall not be held responsible for the receipt of any bids for which the delivery was attempted and failed due to the closure of the agency as a result of a Force Majeure Event. Each Vendor/Contractor shall be required to ensure the delivery and receipt of its bid by the agency prior to the new date and time of the bid opening.
THE SELECTION PROCESS
The selection of proposers for contract will be made using the following process:
1.In order to be initially selected, the proposers must meet the Minimum General Terms and Conditions as included in the RFP.
2.After the conditions outlined in #1 are met the Adams County Board of Supervisors, the Attorney for the Board of Supervisors, the County Administrator and any other designees as so appointed, will rank proposers. This ranking will be based on the following criteria:
- Experience, labor force,equipment resources (ambulances)
located and responding within Adams County.
- Ability to respond timely from and within Adams County
- Financial Stability (provide recent audit and budget with proposal)
- Proposed cost of services to Adams County
- Technical, Certifications & Advanced Medical Services
Final award will be made to the proposer who meets the above state selection sequences and is judged best able to provide ambulance services to all Adams County Citizens.
Proposals, which do not meet the mandatory requirements will be considered non-compliant and rejected. After the evaluation of the proposals and the selection of the successful contractor, the proposer and Adams County may then negotiate a contract acceptable to the parties. The contract entered into shall incorporate the General Conditions and Specifications contained herein as well as agreed modifications contained in the accepted proposal.
GENERAL TERMS AND CONDITIONS
- Submittals must include one (1) original and eight (8) copies.
- The term of contract shall be from June 1, 2016 through December 31, 2020, with the option of either party to terminate the contract with 90 days written notice for any reason.
- Vendor must be an active corporation registeredwith the Secretary of State of MS.
- The Principals of the Corporation shall have a minimum of three (3) years prior experience with Ambulance services for the same type of operations and have been in existence for at least three (3) years and/or all principals will be required to personally guarantee the performance of contract.
- Vendor shall provide a list of Names, Addresses and Contacts of three (3) current clients or equivalent experience or evidence of equivalent experiences that you believe have similar exposure to those of Adams County.
- Contractor must provide certificate of liability insurance in the amount of One Million Dollars ($1,000,000.00) for bodily injury by accident, disease or in the aggregate, covering injury or death to any employee which may be outside the scope of or in addition to liability under any Worker’s Compensation Statute, naming Adams County Board of Supervisors as additional insured.
- Contractor must provide Commercial General Liability Insurance covering Contractor’s operations pursuant to this Agreement with a minimum limit of One Million Dollars ($1,000,000) Combine Single Limit or at least Two Million Dollars ($2,000,000) in the aggregate.
- Contractor must provide proof of Workers Compensation insurance coverage in full compliance with all applicable State and Federal laws and regulations will be provided to Adams County by Contractor prior to commencing work, including occupational disease, which shall name the County as an additional insured and contain a waiver of subrogation against the County, for all employees of contractor.
- Contractor shall at Contractor’s expense, procure all permits and licenses, pay all charges and fees, and give all notices necessary and incidental to the due and lawful prosecution of the work specific under this proposal.
- Vendor Proposal should include how the vendor proposes to service the 32,397 residents of Adams County, occupying 488 square miles, andincluding the municipality of Natchez for ambulance services. Said proposal must includeresponse times for areas within the city limits as well as all other areas of the county. The proposal must also contain the number of personnel located in Adams County,and vehicles and equipment used to provide such services. Vendor proposal should also include any other services, such as disaster assistance, training to the county and city’s first responders, standby capability for emergency purposes, equipment, supplies, benefits, etc. that vendor may provide the county, city, and/or its employees.

Proposals submitted with qualifications or exceptions will not be considered. All proposals must be sealed and clearly marked on the outside of the envelope as indicated “Request for Proposals for Providing Ambulance Services to Adams County” to be opened on May 2, 2016 at 10:00 a.m. C.S.T.
All proposals must be on file with the Clerk of the Board, Brandi B. Lewis, 115 South Wall Street, Natchez, MS 39120 by 8:30 a.m. on Monday, May 2, 2016; however, proposals may be hand delivered to the Adams County Board of Supervisors. Proposal prices are to be firm and not subject to change.
The Board of Supervisors reserves the right to waiver informality and to reject any and all proposals.
