HELD ON THURSDAY 5TH NOVEMBER 2015

125 - 15/16 PARISHIONERS ITEMS

Attention was drawn to the number of vehicles parking in Scothern Lane,during school bus drop off times, near to the junction of Wragby Road and the possible danger of young people crossing the road. The local PCSO would be informed and asked to observe and take the necessary action to alleviate the problem.

A resident reported trees overhanging the footway from an empty property on St Edwards Drive. Councillor Stuart Curtis offered to speak to the owner and if he was in agreement he would cut back the trees.

Report of a new road sign on West Drive stating ‘West Drive leading to Sudbrooke Park’. The Clerk was asked to contact the County Council to ascertain if it had been sited by LCC.

Report of dogs running loose on West Drive. Local PCSO to be notified.

Report of cars parked on the footpath near to the church during service times making it difficult for walkers who had to walk on the road. Councillor Stuart Curtis offered to speak to Revd Penny Green about this.

127 – 15/16 DECLARATIONS OF INTEREST

Councillor Mrs Lyn Etheridge declared an interest in items relating to Sudbrooke Park.

Councillor Stuart Curtis declared an interest in the item on the agenda relating to the proposed Traveller site at North Greetwell.

130 – 15/16 DISTRICT COUNCILLORS REPORT

DC Stuart Curtis reported that local community groups could now apply for up to 8K via the West Lindsey Community Grants scheme.

He also stated that the final draft of the Central Lincolnshire Plan would be available next spring and be then passed to the Government Inspector for final adoption by the end of next year.

131 – 15/16 CORRESPONDENCE AND REPORTS

A)TPOs in village – Noted that WLDC were working with owners re development on Wragby Road.

B)Strimming of footpaths – Councillor Ian Russell reported that he had arranged a site meeting with LCC Officers for 10th November 2015.

C)Footpath between Main Drive and Fox Covert – consideration of quotations - two quotations received in the sums of Company A - £2745.00 and Company B - £1100, plus £400 for additional gravel if required.

The Clerk was instructed to ascertain the depth of the stone to be laid by company B and if 2” or more instruct the company to proceed with the work. Proposed by Councillor Miss Rose Dobbs seconded by Councillor Paul Rignall and Resolved.

D)Overhanging trees, Courtfield Close – Notification received that only the footpath leading from Holme Drive to Courtfield Close had been adopted by LCC highways. The area of land adjoining Holme Drive would appear to still belong to Somerville Properties of which the company had been dissolved. Enquiries would continue to be as to whose responsibility it is to maintain the area.

E)Christmas tree switch-on event – The following arrangements were agreed unanimously:-

  • Revd Chris Hewitt to switch on the lights
  • Kate Buckley to prepare the mince pies
  • Mulled wine, children’s drinks/biscuitsetc. to be purchased by Clerk

  • Hamper items to be prepared by Clerk to value of £25 approximately.
  • Risk Assessment – Councillor Andy Cottam was thanked for preparing the Risk Assessment which was accepted. Proposed by Councillor Peter Heath, seconded by Councillor Bob Waller.

F)Church Lane – suggestion of 7.5 tonne weight limit –Reply awaited from Nettleham Parish Council whose meeting would be later in the month.

G)Reconsideration of window in bus shelter – Two quotations were considered in the sums of company A - £163.00 and Company B - £195.00.

A vote was taken for members for and against proceeding:-

For = 6 Against = 2

Resolved that a window be provided in the bus shelter.

That the quotation from Company A be accepted – Knights of Langworth – in the sum of £163 proposed by Councillor Andy Cottam, seconded by Councillor Paul Rignall.

H)Silver Jubilee Seat, Wragby Road – Slats made from recycled material were proving to be costly, therefore Mr Dave Etheridge had offered to obtain the price for the materials for wooden slats.

I)CCTV – Village Hall – Repeated requests by email and phone had been made to the installers, Link Security, to attend to the CCTV which appeared not to be working correctly. Members instructed the Clerk to write stating the disappointment of poor customer service by the company.

132 – 15/16 PLAY EQUIPMENT MAINTENANCE

Manufacturers (Wicksteed) quotation for repairs recommended by RoSPA inspection received for Northfield Park in the sum of £279.90.

Manufacturers (SMP) quotation for repairs recommended by RoSPA inspection received for Village Hall in the sum of £372.00.

Due to the necessity of this work proposed that the above quotations be accepted by Councillor Andy Cottam, seconded by Councillor Andy Cottam and Resolved.

132 – 15/16 SCHOOLS ADMISSION POLICY

Deferred to next meeting of the Parish Council.

133 – 15/16 FINANCE

A)Accounts for payment:-

The Treasurer stated that there had been problems with Glendale as invoices had not been received, hence several payments this month for grass cutting.

B)Consideration of items for Precept 2016/17 – the budget would be prepared at the December 2015 meeting of the Parish Council.

134 PLANNING

A)Consideration by Parish Council of pursuing the production of a Neighbourhood Plan for Sudbrooke – The Chairman suspended Standing Orders at this point in the meeting (8.10pm) in order for residents present at the meeting to speak.

It was stated that at the Parish Meeting held on 22nd October 2015 the majority of those present were in support of the production of a Neighbourhood Plan and several residents had offered to assist in its production.

Councillors offering to be members of the Steering Group were Councillor Stuart Curtis, Ian Russell and Bob Waller.

Following discussion the Parish Council agreed in principle to the production of a Neighbourhood Plan for Sudbrooke providing sufficient volunteers can commit themselves to carry this out.

Proposed as above by Councillor Paul Rignall, seconded by Councillor Mrs Lyn Etheridge and Resolved.

Standing Orders resumed at 8.20pm.

B)Request by Greetwell Parish Council for support in opposing proposal for Traveller site at Wragby Road East, North Greetwell - Greetwell Parish Council had asked for support from Sudbrooke Parish Council and its residents in objection to the proposal in the draft Central Lincolnshire Plan for a traveller site on the A158 at North Greetwell.

Members agreed unanimously to object to the proposal on the grounds of the unsuitability of the site on a busy main road, causing safety hazards for both users of the road and users of the site.

Note: Councillor Stuart Curtis declared an interest in the above as a member of the WLDC Planning Committee.

C)Planning applications received:-

i) 133536 – 6 detached dwellings with associated infrastructure, including new bridge crossing, new passing places to Poachers Lane and the provision of a new footpath link from Sudbrooke to parish boundary – It was noted that a site meeting was to be arranged with the Planning Officer and residents to which Councillor Curtis had been asked to attend. Councillors Peter Heath and Bob Waller also agreed to attend. Comments would be submitted by the Clerk under delegated authority following that site meeting.

ii) 133594 - 4 The Paddock – two storey extension – No objections.

iii) 133499 - Garden House, West Drive – Single storey rear extension –No objections.

D)Permissions

i) 133416 – 73 Holme Drive – two storey extension

ii)133418 – 16 Beresford Drive – erect detached garage

E)Draft Central Lincolnshire Plan

a)Comments to be made by Parish Council –as above re proposed traveller’s site. Residents could make objections until 25th November 2015.

b)Consultation event – Cherry Willingham – Friday 6th November 2015 –This had been widely advertised in order to allow residents to attend.

135 CHAIRMANS COMMENTS

The Chair stated that he felt that the village shop was currently giving a second rate service to the village since it re-opened following difficulties. It was now often low on stock itemsand sometimes closed whilst papers were delivered to Langworth.

Members agreed that he write a letter to the shop owner on behalf of the Parish Councilexpressing these concerns and stating that the Parish Council were keen to see the shop continue.

136 CORRESPONDENCE

  • Best Kept Village Competition results – to be printed in Sudbrooke News.
  • Letter from Sudbrooke Pre-School stating that £500 had been raised at the Sports Fun Day which had been put towards a new online children’s journal system and outdoor ride on toys.
  • Letter from residents re bus shelter window and the suggestion of a mini roundabout at the junction of Scothern Lane and Wragby Road, contents of which were noted,
