Attention was drawn to a number of potholes at the junction of Holme Drive/Scothern Lane.

3 – 15/16 DECLARATIONS OF INTEREST ON ANY ITEMS ON THE AGENDA

Councillors Paul Rignall, Mrs Lynn Etheridge, Bob Waller, Stuart Curtis declared an interest in Item 7a on the agenda, all as members of the Village Hall Management Committee – CCTV equipment at Village Hall.

A request for the statistics, particularly burglaries to be more specific to the road had been negative. Members instructed the Clerk to write again to the Police as the previous reply had been unhelpful.

Police Community Panel – No nominations received.

5 – 15/16 DISTRICT COUNCILLORS REPORT

DC Stuart Curtis stated that there was a post code problem in Church Lane which was being dealt with.

7 – 15/16 REPORTS ON MATTERS OUTSTANDING

A)CCTV at Village Hall – Councillor Martin Dickie had met with the contractor who had pointed out the necessity for the removal of two cherry trees to allow vision. CouncillorDickie offered to carry out this work and Councillor Peter Heath would assist.

Councillor Martin Dickie offered to follow the project to completion.

B)Transporting of waste along West Drive – report of meeting with Environment Agency representative 6th March 2015 –It was considered that this meeting had proved useful. It confirmed that there were no restrictions on the carrying of waste by farm traffic on West Drive and that no Environmental Permit was required.

It was considered that the Parish Council had done all within its powers to ensure the matter was investigated and that the matter be now closed.

Proposed by Councillor Peter Heath, seconded by Councillor Martin Dickie and Resolved as above.

C)Elections – It was noted that closure of nominations was 4.00pm on 9th April.

D)Siting of notice boards – The Clerk reported that she was arranging a site meeting regarding the installation of the new notice board and re-siting of the current board in the vicinity of the Park Gates. Once company approached were unable to assist. She would report back at a future meeting.

8 – 15/16 TREE PRESERVATION ORDERS IN VILLAGE

Concern had been raised that current TPO’s on Wragby Road, Sudbrooke would not cover all the softwoods and this had been brought to the attention of the Trees Officer at WLDC. It was also pointed out that if softwoods were not included in TPOs the yew trees at the church might not be covered.

WLDC had supplied a TPO Plan. Councillor Ian Russell offered to meet with the Trees Officer at WLDC to discuss this matter further. Proposed by Councillor Stuart Curtis, seconded by Councillor Martin Dickie that Councillor Russell meet the Trees Officer and report back to the next meeting.

9 – 15/16 BEST KEPT VILLAGE COMPETITION – ENTRY FOR 2015

Proposed by Councillor Martin Dickie, Seconded by Councillor Paul Rignall that Sudbrooke enter this competition at a cost of £20.00.

10 – 15/16 SLURRY SEALING OF FOOTWAYS IN VILLAGE

It was noted that areas of footpath on Scothern Lane had been slurry sealed but not what was considered the worst area.

LCC Highways had confirmed that patching would occur in the meantime.

The Clerk was asked to report to LCC Highways that areas requiring attention were Manor Drive, Holme Drive and the stretch of footway from Church Lane junction to Manor Farm Courtyard.

Replacement of chains to swings at Northfield Park – Mr Peter Malone had quoted a charge of £35 for replacement of the chains. Proposed by Councillor Paul Rignall, seconded by Councillor Bob Waller that the work be carried out.

12 – 15/16 PLANNING

a)Converted barn, Hall Farm, West Drive, - lawful development certificate - 132697

Comments - Sudbrooke Parish Council have viewed this application and comment in that they are unable to confirm whether the building has been in use as a private dwelling for the required four year period. Notice that the barn was being used as such was brought to the attention of the Parish Council who had a duty to report this to WLDC.

b)34 St Edwards Drive – Single storey side extension – 132438

Comments – No objections

c)Casa Grande, 65 Wragby Road – Erect ground floor extension to existing dwelling to include the conversion of existing garages into an annexe to be used in conjunction with the main dwelling – 132394

Comments - Sudbrooke Parish Council have no objections to the proposed extension to the existing dwelling on condition that the conversion of the existing garages into an annexe must be ancillary to existing dwelling at all times.

Proposed by Councillor Martin Dickie, seconded by Councillor Bob Waller and Resolved that the comments above be submitted to West Lindsey District Council Planning Department.

17 – 15/16 CHAIRMANS COMMENTS

The Chair drew to the attention of the meeting that Councillor Martin Dickie was not seeking re-election. Councillor Martin Dickie was thanked for his work for the parish during the 14 years he had served as Councillor, 8 of which he had been Chairman. Thanks were re-iterated by all members.

18 – 15/16 CORRESPONDENCE

Community Facilities Advisory Service – It was noted that this concerned community buildings of which Sudbrooke Village Hall were members.

Request from Dominik Jackson, of Jackson and Jackson Developments, to meet with the Parish Council to outline updated plans for Sudbrooke Park. This would be an agenda item for the next meeting of the Parish Council.

19 – 15/16 CONFIDENTIAL ITEM

Proposed by Councillor Peter Heath, seconded by Councillor Bob Waller and Resolved that the Council move into closed session to discuss staffing matters.
