NOTES FROM THE PUBLIC FORUM HELD ON 02 JULY 2015

There were nine members of the public present. One member of the public reported that the outline planning application for 100 properties off Main Road had been refused and thanked everyone for their help. Questions were asked about the Litter Picker. Questions were asked about the Parish Paths Partnership. A lot of complaints were made about the car boot sales, not that they actually take place, but the dust created, the noise on the previous evening from people camping, the smell from the cockle shells on the car park, the tanoys used by the sellers, problems of access for the residents to their homes and that this will now be taking place on Sunday’s in the form of an Auto Jumble. A number of issues at the cemetery were reported, the hedge needs to be cut back and a little lower if possible.

  1. TO RECEIVE REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES (5 minutes)
  1. County Cllr Ayling reported:
  2. A Big Society Grant of £312.00 towards the cost of the inflatables at the Midsummer Festival has been given to the Jubilee Committee.
  3. The Mobile Library has been given more operating hours.
  4. Traffic calming needs to be looked at for the Main Road.
  5. The dust/mud and traffic problems at the car boot have been reported to LCC Highways.
  1. Dist Cllr Ashton reported:
  2. The refusal of application S/169/02469/14 was due to excessive intrusion into the countryside and lack of information from Anglian Water. The applicant can appeal and more information/evidence will be required to backup any comments.
  1. Dist Cllr Jones reported:
  2. Flood Risk areas are to be reviewed in two years, this means that the Parish Council will be able to say where the flood risks ought to be.
  3. £140,000.00 has been given to ELDC to investigate Housing Benefit fraud.
  4. £60,000.00 has been given to ELDC to help pay for enforcement with regard to Travellers.
  5. The first phase of Broadband is almost complete, the second phase will be by dish.

TO RECEIVE REPORTS FROM REPRESENTATIVES ON OUTSIDE – continued

The Dist Cllrs were asked about a donation towards the payment of the cave for the Midsummer Festival, they had been previously asked by email. It was agreed that £500.00 would be given from the Councillor’s Community Grant. A form was passed to the clerk for completion

  1. The Police reported, by email, incidents between 02 June and 30 June 2015:
  2. 1 incident of noise nuisance – car boot sales on a Saturday
  3. 1 incident of criminal damage – hosepipe slashed at village hall
  4. 1 incident of malicious communications
  5. 1 concern for safety – house fire
  6. 2 concerns for safety – vulnerable persons/panic alarms
  7. 2 road traffic collisions – non injury, damage to vehicles only
  8. The Mobile Police Station will be at Holmes Road on 19 August between 10.30am and 12.30pm.
  9. The Mobile Police Station will be available for the Midsummer Festival and have crime prevention packs, cycle marking and other packs and information available.
  1. TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

  1. NOTES OF THE LAST MEETING HELD ON 04 JUNE 2015 TO BE APPROVED AND SIGNED AS THE MINUTES

It was proposed by Cllr Edwards and seconded by Cllr Spring that the notes be signed as minutes.

  1. CLERK’S REPORT – covering matters from the June meeting
  1. Play Area Training was discussed, it was resolved to become a member of Community Lincs at a cost of £45.00 and to pay for two places on the training course being £45.00 each (Wrangle Parish Council will pay £22.50 towards the cost of the Clerk.). This will be on the Agenda for the September meeting.
  2. The work to the seat at Hall Lane is complete.
  3. The Rural Sounding Board has been given the details for Cllr Spring.
  4. The problems with the Japanese Knotweed have been ongoing. A resident was advised to get an ASBO on the landowner if he did not sort the problem out as this was the only course of action that could now be taken.
  5. The good Councillors Guide has been received and handed to Councillors.
  6. The cheque books still only need two signatories as the new bank mandate is not complete.
  7. An email from Sibsey Parish Council asks if Stickney are still interested in meeting to discuss the Core Strategy proposed by ELDC, Clerk to ask how many representatives are wanted, where the meeting will be and can they offer some dates?
  8. A reply from LCC regarding the siting of the bus stops was read out.
  9. The new insurance documents have been received.
  10. Councillor Craig Leyland has been appointed Leader of ELDC and would like to attend a meeting to speak to the Parish Council, it was resolved to invite him to attend the October meeting.
  1. TO RECEIVE REPORT FROM THE CHAIRMAN
  1. Jubilee Committee
  2. There is not a lot booked for the ring, possible bookings are not getting back to the Committee.
  3. The William Lovell Academy may do something, but still do not get back to the Committee.
  1. Southern Area Committee Meeting
  2. The Chairman did not attend this meeting
  3. Dist Cllr Jones reported that the Area Committee Meetings may be discontinued.
  4. Devolution, to remove some tiers of Government was discussed, but this will not affect Parish Councils.
  1. PLAY AREA:

  2. There have been no problems reported regarding the play area.
  3. A letter has been sent to a resident as requested.
  1. To discuss the flooding issues at a neighbouring property
  2. LCC will check the ‘storm’ drains at Hall Lane if these are not blocked then the Parish Council will have to check the play area drains.
  3. The resident has been advised of the steps to be taken.

  1. PLANNING APPLICATIONS RECEIVED FOR DECISION AT THIS MEETING:

The Parish Council looked at OBJECTED to the following application:

PL/0096/15LCCErection of a single storey PKL kitchenpod,

incorporating necessary services and drainage at Stickney Church of England Primary School.

  1. 21 parking spaces are to be lost. A mobile unit was removed from this site, this provided additional parking for the school and pre-school staff. Where will the existing staff and the additional 2 staff park?
  2. The appearance of the building is not in keeping with the school building, it looks like a toilet block!
  3. There is only one door to this kitchen pod, should it have a fire exit?
  4. One window for a kitchen in which people will be working gives the impression that it will be dark inside and hot for the employees.
  5. The work has already started.

TO REPORT ANY PLANNING DECISIONS FROM ELDC OR THE PARISH COUNCIL PLANNING COMMITTEE RECEIVED SINCE THE LAST MEETING - continued

  1. The roads leading to the site are not suitable for heavy traffic and access to Midville Lane, from every direction, is not good for heavy vehicles.
  2. The air quality, where there are 60,000 laying hens, will be affected and could cause problems for the local residents and the local environment.
  3. The plans show the measurements of the building do not show the height, or siting of silos - both of which could have a detrimental affect on the area which is currently flat landscape.
  4. Local residents have been spoken to and they would oppose such a development on environmental and possible health issues.

  1. Any street light in all day or out at night

There were no street light reported for repair.

  1. CEMETERY
  1. Spraying around headstones
  2. A few complaints have been received regarding the spraying of the grass around the headstones in the cemetery, all the grass was dark brown, but is a bit lighter now.
  3. It was resolved that the contact will be looked at and new quotations sought in October for the 2016 cutting season.
  1. Weeds around kerbed graves
  2. The weeds around the kerbed graves have now been strimmed, but left on the ground. Following discussion it was resolved to ask North Sea Camp if they would clear the weeds etc from the kerbed area in the cemetery.
  3. The hedge needs to be cut back, Clerk to contact the contractor and ask him to do this as soon as possible.
  1. LOCAL GOVERNMENT BOUNDARY COMMISSION – ELECTORAL REVIEW OF LINCOLNSHIRE

  1. TO DISCUSS EMAILS FROM LOCAL RESIDENTS REGARDING THE CAR BOOT SALE
  1. The Clerk has already asked some questions of ELDC, these, along with the replies, were read out in the Public Forum.
  2. The Clerk will email the answers to the questions asked of ELDC to one of the residents who will pass this on to others.
  3. LCC Highways will be contacted about the traffic issue and the dust that is being created.

  1. LINCOLNSHIRE COUNTY COUNCIL’S INVESTMENT IN FRACKING

Cllr wood outlined the issues surrounding fracking. The EU has voted against fracking due to the risks incurred including earthquakes. This is something everyone should be aware of and read up about.

  1. GMO’S

Cllr Wood outlined issues surrounding GMO’s where plants and ‘roundup ready’ and are supposed to reduce the use of pesticides, this is not the case. This is another item that residents need to be aware of.
