April 1, 2004

Summary

DfE Co-Chair, John Resslar, General Motors Corporation, called the conference call to order at 2:00pm EST with the following individuals participating on the call:

Mr. Resslar, GM, welcomed and thanked everyone for participating on the call. Mr. Resslar reviewed SP’s antitrust guidelines and asked participants to mark in their meeting notes that the guidelines were reviewed.

Mr. Resslar led a discussion on the in-use and end-use assumptions and data sets assembled by Mr. Leonard Sweet, Delphi. The following issues were discussed:

·  Mr. Resslar suggested that the assumption of 100,000 total miles traveled for a car may be too low. Ms. Angie Coyle, Delphi, noted that the estimate of 100,000 miles is derived from car deregistration certificates and that this takes into account cars that travel only a short distance in their life-span. Mr. Resslar suggested that a notation be made next to the estimate referencing this source.

·  Ms. Candace Wheeler, GM noted that Carnegie Mellon conducted an automobile study several years ago. She will contact Carnegie Mellon to receive a copy of the study for the Work Group’s review. Ms. Sharon Austin, EPA, also noted that the EPA has used this study in the past and it provides a thorough explanation of the assumptions the study makes.

·  The issue was raised regarding the fuel consumption assumptions and whether classifying cars by size (small, medium, large) would change the fuel consumption ratios for each. A study done by John Sullivan, Ford, was referenced which analyzed the relationship between fuel consumption and vehicle mass. This study demonstrated that there was no direct correlation between size and consumption. It was suggested that this study be referenced in a footnote of the study being conducted by SP.

·  Mr. Vijay Tandel, Lear, sent the workgroup Lear’s perspective on end-use assumptions and data sets. Mr. Tandel will contact the members of SP to solicit perspectives and assumptions from other member companies and will provide this information at the April 19th meeting.

·  It was suggested that assumptions made in the SP study should be followed by thorough explanations regarding the methodology that was used to reach those assumptions. When each person’s successor reads the study, it should be clear how and why all of the assumptions were made.

·  The April 28th Life Cycle Management meeting will focus on end-use assumptions and what data the study will reference.

·  The workgroup will review Mr. Sweet’s summary and come to the April 19th meeting with suggestions.

·  The workgroup will send any comments or suggestions to either Mr. Resslar or Ms. Robin Richey, GM, and should copy Mr. Brad Strohm, Delphi and Mr. Tandel.

The agenda for the April 28, 2004 meeting will not be set until after the meeting on April 19, 2004. This will provide more flexibility in determining what issues are most important for the LCM discussion. Ms. Wheeler will ensure that the meeting on April 19th will be accessible via the web for those who cannot attend in person. She will send Ms. Amy Goldman, SP, the necessary information to be distributed to the SP membership.

Mr. Resslar thanked Mr. Sweet and Ms. Wheeler for their contributions to the workgroup.

NEXT STEPS/ACTION ITEMS:

•  The LCM Workgroup will review Mr. Sweet’s summary of in-use and end-use assumptions and data sets and provide commentary at the meeting on April 19, 2004.

•  Ms. Wheeler will contact Carnegie Mellon to receive a copy of their automobile study.

•  Ms. Wheeler and Mr. Sweet will add notations to the Use Phase Assessments Summary providing an explanation of the assumptions made in the study.

•  The workgroup will forward any comments or suggestions on the study to Mr. Resslar or Ms. Richey, and should copy Mr. Strohm and Mr. Tandel.

•  Mr. Tandel will solicit assumptions from other SP members and provide that information for the April 19th meeting.

•  Ms. Wheeler will confirm the ability to access the April 19th meeting via the web and will send confirmation and access numbers to Ms. Goldman.
