With the arrest of six persons Deepak Kumar, Mahender, Satender, Vinod @ Babloo, Amar Nath and Harish Joshi, the Inter State Cell Crime Branch has busted a gang of thieves and receivers who have been found to be involved in the theft and further sale of surgical items from Government Hospitals like AIIMS, Safadarjung Hospital, Din Dayal Upadhyay Hospital Hari Nagar, Baba Bhim Rao Ambedkar Hospital Rohini, Lady Harding Medical College & Hospital and Guru Gobind Singh Hospital, Tagore Garden Delhi.

Keeping in view the recent increase in incidents of burglary and theft from Government Hospitals of Delhi, the Crime Branch of Delhi Police was tasked to identify and apprehend the criminals involved in such activities. Shri Rajender Bakshi, ACP Inter State Cell, Crime Branch, Chanakyapuri, New Delhi constituted teams under the supervision of Inspector Ashok Sharma consisting of SI Manjeet Tomar, SI Naresh Sangwan, ASI Braham Singh, ASI Balbir, HC Satpal, HC Subodh, HC Surender, Ct. Sanjay, Ct. Manoj, Ct. Bhagwan Sahai Meena and Ct. Ashok to develop regarding information these cases. The teams started working by visiting the places of incidents and studied the modus operandi of the criminals. Finally, the Crime Branch team succeeded in developing intelligence about the probable criminals involved in these crimes. The list of suspects narrowed down to one Deepak Kumar who is employed as a nursing assistant at Safdarjung Hospital, New Delhi and is presently attached to the Operation Theatre. His activities were kept under surveillance and a list of his possible associates was prepared.

On 27.12.09, specific information was received that Deepak Kumar alongwith his associates would be coming near Safdarjung flyover to hand over a consignment of stolen surgical items to one Amar Nath. The team members were deployed near Safdarjung flyover and they spotted the suspect Deepak alongwith 3 more persons who had come to deliver a bag containing stolen surgical items to the receiver. Deepak Kumar, Mahender, Satender and Vinod @ Babloo were arrested at the spot while Amar Nath and Harish Joshi were arrested later. Equipments/instruments used for committing crime i.e. 2 big iron rods, 2 hacksaws and blades, screw driver etc. were recovered from the possession of the accused persons.

Deepak and his associates have disclosed that they have been stealing surgical and other items from Govt. hospitals since 2004. They used to commit theft generally on weekends or the day preceding any holiday between 9 PM to 1 AM. They would commit the burglary after breaking open the locks or cutting the window grills. Interrogation of the arrested persons has revealed that on 27.12.2009, they had planned to commit another theft, this time at Bara Hindu Rao Hospital. They had already done a survey of this hospital. Accused Deepak and Mahender are employed in Safadarjung Hospital and as such, they are well aware of the surgical items which could be easily sold in the market. Accused Amar Nath is employed with the CPWD as Pump-Operator and his work-place is located in the campus of Safdarjung Hospital where he came in contact with the accused persons. Accused Harish Joshi owns a shop in the Bhagirath Place market in the name and style of “Sai Surgical” from where he used to dispose of the stolen surgical items to buyers from all over the country.

Recoveries:-

1. Rupees 2.90 lakh cash

2. 145 pieces of surgical Liga-clips.

3. 9 packets of surgical sutures (Johnson & Johnson)

4. One motorcycle bearing No. DL 7S AP 8563.

5. House breaking tools including hacksaws, blades, screwdriver, iron rods etc.

All the accused persons have been arrested vide case FIR No. 245/09 dated 21.12.09 u/s 457/380/411/34 IPC PS Khyala, Delhi. Their details are:-

1.  Deepak Kumar s/o Nageshwar Rawat r/o D-13, Safdarjung Hospital Staff, Qtrs, West Kidwai Nagar, Delhi (Age 36 Yrs).

2.  Satender Kumar s/o Bhola Prasad r/o RZ-20/231, J-Block West Sagar Pur, Delhi (Age 32 Yrs).

3.  Vinod Kumar @ Babloo s/o Hardeep r/o 556, Pipal Chowk, Shyam Vihar Kakrola, Delhi (Age 28 Yrs).

4.  Mahender Singh s/o Khajan Singh r/o F-330, Dakshin Puri, Ambedkar Nagar, New Delhi (Age 45 Yrs).

5.  Amar Nath Singh s/o Sh. Kameshwar Singh r/o B-498, Gharoli Extn., Rajbir Colony, Mandoli, Delhi. (Age 50 Yrs).

6.  Harish Joshi s/o Sh. Gauri Dutt Joshi R/o Flat No.434, Kanungo Apptt., Patparganj, Delhi. (Age 43 Yrs).

With these arrests, more than a dozen cases of burglary and theft have been solved which were committed in the Government Hospitals of Delhi. Further investigation is in progress.

DELHI TRAFFIC POLICE

Delhi Traffic Police shall make elaborate arrangements for smooth flow and regulation of traffic throughout the city, in particular in and around Connaught Place area on the eve of New Year.

Following restrictions have been envisaged to be imposed from 7.30 P.M. onwards on 31.12.2009 till the conclusion of New Year Celebrations. It will be applicable to all private and public transport vehicles:-

(i)  No vehicle shall be allowed to proceed towards Connaught Place beyond (i) R/A Mandi House (ii) R/A Bengali Market (iii) North foot of Ranjit Singh Flyover (iv) Minto Road – Deen Dayal Upadhaya Marg crossing (v) Chelmsford Road near Munje Chowk (New Delhi Rly. Station) (vi) R.K. Ashram Marg-Chitragupta Marg Crossing (vii) R/A Gole Market (viii) R/A G.P.O., New Delhi (viii) Patel Chowk (ix) Kasturba Gandhi Road - Ferozshah Road Crossing (x) Jai Singh Road-Bangla Sahib Lane.

(ii)  No vehicular traffic shall be allowed to move in inner, middle or outer circle of Connaught Place.

SUGGESTED ROUTES

(i)  Motorists are requested to avoid Connaught Place after 7.30 P.M.

(ii)  Motorists are advised to use alternative routes available for North – South and East – West directions.

(iii)  For North-South movement- motorists are advised to use Mathura Road- Ring Road- Bahadurshah Zafar Marg. Similarly Mother Teresa Crescent Road - Rani Jhansi Marg is available for North-South movement.

(iv)  For East – West Movement – Motorists are advised to use ‘C’ Hexagon- Akbar Road- Mother Teresa Crescent- Park Street for onward journey or alternatively Mathura Road or Ring Road or B.S.Z. Marg to reach Delhi Gate and take Jawaharlal Nehru Marg, D.B.G. Road for onward journey.

(v)  Motorists going to New Delhi Rly. Station are advised to avoid Connaught Place and use Second Entry Gate of Ajmeri Gate side. They can come via Pahar Ganj – Shiela Cinema or they can reach Ajmeri Gate – J.L.N. Marg side via B.S.Z. Marg – Delhi Gate – J.L.N. Marg.

PARKING ARRANGEMENTS

Limited parking places are available near Connaught Place on first serve basis. Motorists can park their vehicles on the following places while going to Connaught Place:-

(i) Near Gole Dak Khana on

(a) Kali Bari Marg

(b) Pt. Pant Marg

(c) Bhai Veer Singh Marg

(ii) Near Patel Chowk on Rakab Ganj Road behind ATR.

(iii) Near Mandi House on Copernicus Marg upto Baroda House.

(iv) Near Minto Road on D.D. Upadhaya Marg and Press Road area.

(v) Panchkuian Road on R.K. Ashram Marg, Chitragupta Road & Basant Road towards Pahar Ganj.

(vi) K.G. Marg near Ferozshah Road or K.G. Marg towards ‘C’ Hexagon.

(vii) Near Windsor Place

(a)  Rajender Prasad Road

(b)  Raisina Road

Those motorists who have to visit various Hotels located within the restricted areas have been issued separate parking labels (authorizing entry for their vehicles upto respective hotels) alongwith the invitation cards/tickets. They may access Connaught Place area through (i) Barakhamba Road (ii) K.G. Marg (iii) Janpath and (iv) Parliament Street.

Bonafide residents of the area/passengers bound for New Delhi Railway Station would be permitted to enter the area after due verification. They may carry papers to prove their identity and residence.

Traffic Police personnel have been posted on all other main places where Hotels, Restaurants, Markets and religious places are located to ensure that main roads are free for smooth flow of traffic.

Traffic Police personnel have also been posted at all main intersections to regulate traffic and check the traffic violations.

Barricades shall be put up on many roads to check the speeding vehicles.

Motorists are strictly advised to observe traffic laws and rules and obey directions of the Traffic Police.

(i) Motorists should not drive after drinking. Traffic Police teams shall be stationed at many places to check drunken driving. Teams have been equipped with Alco meters (Breathe Analyzers) to check motorists suspected to be drunk. Such motorists can be prosecuted with fine of Rs. 2,000/-or punishment provided in the Act.

(ii) All Motorists are advised to keep their speed within the limit i.e. 50 Km. throughout the City.

(iii) Motorists are advised not to indulge in racing or competition with other vehicles.

(iv) Two wheeler riders are advised to wear helmets to avoid triple riding.

(v) Motorists are advised not to indulge in reckless, dangerous and Zig-zag driving.

(vi) Motorists are advised not to park their vehicles on the main roads causing obstruction to free flow of traffic.

Motorists are advised to observe the traffic laws and rules to ensure their safety and the safety of other road users. All are requested to cooperate with Traffic Police in these arrangements.
