COMPETITION RULES

  1. Technical Information

1.1.DATE

The competition will be held from4th to 6thDecember 2013.

1.2.Arrival and departure

Arrival date: 2ndDecember 2013;Departure date: 7thDecember 2013

1.3.PARTICIPATION

Each delegation may enter up to a maximum of 2 athlete per category.

The athletes can be entered in both age category (senior, and junior) depending on the country which enters them. (Note: The junior competitors can compete at the senior age category too) but only in one weight category - the one in which they are enrolled.

Athletes with B1, B2 and B3 category compete together.

1.4.AGE

Senior: No age limit.

Note: Accepting the rule of EJU decision the athletes under the age of 15 years of age are not allowed to compete.

Therefore, during these championships, no athletes born after1998 are allowed to participate.

Junior: born in 1993, 1994, 1995, 1996, 1997, 1998. (20-15years old)

1.6.INSCRIPTION

Numerical inscriptions

The numerical inscriptions must arrive at the Organising Committee about 3 (three) months before the start of the competition. (See Annex 2 for the deadline and the address of the Organising Committee can be found in Annex 4. Please use Form 1 for the numerical inscription)

Nominal inscriptions

The nominal inscriptions must arrive at the Organising Committee about 1 (one) month before the start of the competition.(Form 2 must be sent to the organisers. See Annex 2 for the deadlines).

1.7.Fees

Registration fee

The fee is:

In the case of double room €580per person of the arriving team (athletes and staff), included meals (from 2ndDecember(dinner) until7thDecember(breakfast), accommodations, and transport in Hungary from the airport to the Hotel and back.

in the case of single room €650per person of the arriving team (athletes and staff), included meals (from 2ndDecember(dinner) till 7thDecember(breakfast), accommodations, and transport in Hungary from the airport to the Hotel and back.

Entry fee

The federations must pay an IBSA Capitation Fee per competitor, the moment they make the numerical entry. The fee is €25 per competitor for seniors and €15 per competitor for juniors.

1.8.COMPETITION FORMULA

The System of Competition will be the elimination system with double repechage, i.e. for all categories the contestants will be divided into two tables by means of a draw, and an elimination system will be used to produce two finalists.

In the case of 5 or less competitors in a weight category there will be round fights system.

In the case of team championships by men: a team consists of 5 competitors, but minimum 3 athletes, women: a team consists of 3 competitors, but minimum 2 athletes.

The competition of each category will take place on one day.

The order of the categories are as follows:

1.9.DURATION OF CONTESTS

The duration of each contest is in the case of seniors will be that of 5 minutes for men and for women, in the case of juniors 4 minutes for men and women.

1.10.WEIGH-IN

The weigh-in takes place the day before the competition between19:00hrs and 19:30 hrs, as the competition for the category concerned. Unofficial weigh-in takes place day before the competition between 18:30hrs and 19:00 hrs.

The weight of the fighters has to fall within the category in which they are enrolled.

The fighters:

-Presenting themselves after the closing of the weigh-in, cannot participate at the competition.

-Can present themselves only one time at the official weigh-in.

-Must present their accreditation card and an official piece of identity (identity card or passport) at the official weigh-in.

The weigh-in will be held at theHotel.

1.11.DRAW

The draw for seniors individual will take place at 20:00hrs at the Hotel. Draw for the senior team competitionsand for juniors will be held at the Hotel appr. 20:00hrson the second competitons day.

The best athletes will be seeded according the IBSA rule in each category.

1.12.CONTROL OF NATIONS

  1. Finances

The federations must be in order with the annual membership fee and other financial obligations to the IBSA.

The entry fee per competitor must be paid to the Organising Committee.

  1. Accreditation, Control of Nations

All members of nations (athletes, officials) must accreditate inmediatelly after arriving by the Organising Committee.

The accreditation and Control of Nations takes place at the Hotel. The team leader and the coach(es) should be present.

Identity: Nationality and age of the participants.

List of entries: The list of entries is confirmed with the IBSA official.

Note: The team leader and the responsible coach must sign the entering list as a final decision of the team.

The accreditation cards, must be presented during the Championships, especially at the official weigh-in and before each fight.

  1. Back number

The competitors must wear the official IJF approved back number during the whole competition.

  1. Red and blue mark on the judogi

The sewing of the the proper mark of the competitors’ judogi (red colour circle of the back of the judogi for B1 athletres and blue colour circle of the judogi’s upper part of the sleeve for the deaf athletes) is the responsibility of the entering country.

1.13.CLOTHING

The competitions will be held in white and blue judogi.

Judogi markings must be in accordance with the IJF regulations and previous back numbers must be removed.

The women competitors must wear a white non-transparent T-shirt, The bras must not have any hard pieces.

Long hair has to be bound with an elastic band.

Make-up and jewellery are prohibited.

The nails have to be cut short.

1.14.RESPONSIBILITY OF THE FEDERATIONS

  1. Medical certificate

The sex certificate and the medical certificate of the fighters are not required.

The fighters will compete under the full responsibility of the federations.

  1. Insurance

Each national federation is responsible for insuring its competitors against «injury and third part risk (public liability)» during the period of the championships.

The IBSA and the Organising Committee of the IBSA Judo European Championships 2013 declines all responsibility.

1.15.Classification

Classification will occur in accordance with IBSA Classification Rules & Procedures.

Classification will take place on 2-3nd of December. Federations with athletes requiring classification are advised to arrive at the Championship venue no later than 9am on 2nd December.

Each athlete must bring a medical certificate allowing them to participate judo in competition at international level.

During the classification, athletes should attend with their best possible optic correction. In the case of athletes who wear contact lens, they are obliged to bring their contact lenses and the characteristics of those contact lenses to the classifications.

With a view to guaranteeing the respect of classification, athletes may be subject to controls during any competition.

In case of an athlete found, during the competition, to be wearing contact lenses which were not declared during classification, he or she will be subject to disqualification.

Athletes must declare any change in their mode of optic correction (contact lens) to the IBSA Medical Director at least one month before any competition. They will then requirere-classification.

Those competitors requiring classification must have an IBSA Medical Diagnostics Form completed by their eye doctor and forwarded - at least one month before the competition - to the following email address:

1.16. Anti-Doping

Doping tests will be conducted during the championships in accordance with IBSA Anti-Doping Rules.

  2. LEVEL OF THE REFEREES

The contests will be refereed by Continental and/or International Referees.

2.2.INSCRIPTIONS

Each delegation must provide at least one referee with licence “A” or “B”.

The costs for travelling, board and lodging of the referees are at the costs of the member federation.

2.3.REFEREE MEETING

A referee meeting is scheduled the afternoon before the first competition day after the draw at the Hotel.

Attendance at the Referee meeting is strictly compulsory.

If an entered referee does not present himself or herself, he or she may not referee during the championships.

2.4.REFEREEING RULES

IJF Rules will apply (complemented by IBSA Judo Rules where appropriate).

It is obligatory to take a decision at the end of each fight.

For each contest, three referees will be appointed who will not be of the same nationality as either of the competitors.

2.5.JUDOGI CONTROL

The judogi will be controlled by the national referees of the organising country.

3.7.MEDIA ACCREDITATION

Media accreditation will be held together with the participants at the same place.

3.8.PROCESS FOR VISA APPLICATION

Nations who need a VISA to enter Hungarymust send the list of participants with names, passport number, passport date of issue, date of birth, and functions.Please complete Form 6 Visa Application Form, and send it no later than15thSeptember 2013, to the Organasing Committee.

CANCELLATIONS POLICY
All bookings must be fully prepaid. Requests received without payment will not be considered.
Upon payment a confirmation letter / fax will be sent. Cancellations received
before 15thOctober 2013 will be refunded after the championships, minus €25
administration fee.
Cancellations received
before 30thOctober 2013 will be refunded 50% of the total amount after the championships.
After this date no refunds will be made. All approved refunds will
be processed and issued 10 days after the championships.
