Call to Order: / The regular meeting of the Northwood Planning Commission was called to order by John Melnyk, Chairman on Monday, February 9, 2015 at 6:00 p.m. in the Council Chambers of the Northwood Municipal Building.
Roll Call: / The roll was called by Kimberly Vaculik, Planning, Zoning & Economic Development Coordinator. Those in attendance were:

Approval of Minutes for Planning Commission / Motion to approve the minutes from the regular Planning Commission meeting of January 12, 2015.

New Items for Review
Final Site Plan for a compressed natural gas fueling station on Lot 1 of Access Pointe West, Chelsea Dr.
(4000 Chelsea Dr.) / Peterman Associates, Inc., Todd Jenkins, 3480 N. Main St., Findlay, Ohio 45840 is requesting Final Site Plan approval for a proposed unmanned compressed natural gas fueling station to be located on Lot 1 of Access Pointe West on Chelsea Dr. at Wales Rd. (4000 Chelsea Dr. Parcel #M51- 300-240003003000)
Jim Mullins of HP Legacy, 8770 Commerce Pk. Place, Ste H., Indianapolis, IN came to speak to the Commission in regards to this project. Todd Jenkins with Peterman and Associates is here with us tonight in case we need him to answer any questions. We have hired Peterman Associates as a consultant for the design and CNG Stations of America owns and operates the site. Our company of HP Legacy works on the design and construction. I understand that Brian went over the plans pretty significantly at the last meeting.
Chairman Melnyk stated that we will start off by having our City Engineer read his comments.
City Engineer, Dave Kuhn read his comments into the record dated February 5, 2015:
1.The applicant is proposing to construct an unmanned compressed Natural Gas Fueling Facility on Lot 1 of the Access Pointe West Subdivision located on the southwest corner of the Wales Road and Chelsea Drive intersection. The parcel is zoned "C" Commercial District and is surrounded by parcels zoned "C" Commercial District to the east, "M-2" Heavy Industrial to the south and zoned "P" Public Land to the north and west in the City of Rossford. The facility meets the setback requirements of the zoning district. The use of the facility meets the requirements of Section 1274.02 (3) (o) of the Northwood City Zoning Code.
2. Comments from the Zoning Inspection Report shall be included in the final site plan approval of the Planning Commission.
Ms. Vaculik: No comments
3. A set of final site plans shall be submitted to the City of Northwood's Fire Chief to review the location of the hydrants, fire apparatus access, fire hazards and other equipment items. Comments from the Fire Chief shall be included in the final site plan approval of the Planning Commission.
Fire Chief: Will it be open to all public use?
Ms. Vaculik: I talked with him prior to the meeting and explained that Brian had stated it will be open to the public and it will have a dry chemical fire suppression system.
4. A set of final site plans shall be submitted to the City of Northwood's Police Chief to review vehicular access and public safety items. Comments from the Police Chief shall be included in the final site plan approval of the Planning Commission.
Ms. Vaculik: He had no comments.
5. Add the Owner's fax number to the title page according to Section 1250.12 (b) (1) of the City of
Northwood's Zoning Code.
6. Add the legal description on Sheet SP3 of the site plan according to Section 1250.12 (b) (2) of the
City of Northwood's Zoning Code.
7. Add the dimension from the equipment pad to the Chelsea Drive right-of-way according to
Section 1250.12 (b) (9) of the City of Northwood's Zoning Code
8. Add a 5 foot wide sidewalk along the frontage of Chelsea Drive and Wales Road, unless a variance is approved by the City of Northwood, according to Section 1250.12 (b) (16) and Section 1274.09 of the City of Northwood's Zoning Code.
Ms. Vaculik: They are requesting a variance at the meeting tomorrow (February 10th).
9. Shown on Sheet SP3 of the site plan is a field tile running from the existing detention area of the Hostess Bakery Building site to an existing catch basin in the southwest comer of the Chelsea Drive and Wales Road intersection. We have reviewed the old plans for the Hostess Bakery Building and the Chelsea Drive Improvements and found that this field tile is not part of the approved plans. Therefore, we will need to work with the Owner's engineer to determine if something was revised on the detention pond at the Hostess Bakery site. If nothing has changed from the approved plans, this field tile on the site can be eliminated and the proposed storm sewer that reroutes the field tile can also be eliminated.
I asked Craig and he doesn't know when this tile was put in. We are thinking it was done without approval because we can't find any plans showing it.
10. We have reviewed the detention calculations and found the coefficient (Cw) used to calculate the allowable flow for a 5 year storm from the site was 0.30. The coefficient used to design the public storm sewer was 0.20. Therefore the allowable flow off the site shall be adjusted using the Cw=0.20 coefficient and the detention calculations shall be revised accordingly.
11. Indicate on Sheet SP11 the water quality elevation on the outlet structure detail.
12. Since the disturbed area is greater than one acre you need to obtain an EPA NOI Permit and develop a SWP3 Plan for the site. The SWP3 Plan shall include the following:
a. BMPs to prevent soil erosion during construction and for permanent water quality measures.
b. Notes detailing BMPs and sequence of installing the BMPs and construction. c. A sign off on the plan for the Owner/Developer.
d. Attach the NOI permit to the plan.
e. Provide a copy of a log so the contractor/project manager can periodically check BMPs and check BMPs after every 0.50 inches of rainfall. Attach this log to the SWP3 Plan.
f. Attached the EPA checklist to aid in checking BMPS.
The SWP3 Plan and information must be located on the construction site until construction is completed. The City of Northwood will stop on occasion by the job site to review the SWP3 Plan and the log information.
13. Show on the utility plan the proposed location of the natural gas line in the right-of-way and onsite.
14. The site plan shows two parking spaces as requested on the preliminary review. However, these are in close proximity to the drive-up lane to the natural gas pumps. Indicate on the site plan the semi-truck turning radius so we can determine if the parking spaces are not in conflict with the drive up lane or if the spaces need to be relocated.
15. We have reviewed the landscaping plan and found the plan to be acceptable.
16. The photometric plan indicates more than one foot-candle of light escapes the site at each driveway. Since the light only escapes at the right-of-way line and not at adjacent properties, the photometric plan is acceptable.
1 7. If any dumpster is to be located on the site, provide the location and screening according to
Section 1250.12 (b) (26) of the City of Northwood's Zoning Code.
18. Indicate on the site plan the corporation line between the City of Northwood and the City of
Rossford which generally runs along the original centerline of the Wales Road right-of-way.
19. Provide the City of Northwood with the total impervious area of the site so an equivalent residential unit (ERU) can be calculated for the site. The City of Northwood has a storm water utility which charges a monthly fee based on an ERU.
NOTE: Mayor Mark Stoner came into the meeting at 6:18 pm
Jim Mullins: We also believe that that drain is not needed, we don't think there is an easement that would run with it. We are definitely going to be complying with the fire suppression laws for this facility. One of your requirements is regarding the parking spaces, we may not have a space that is totally out of conflict with an 18wheeler. The way those would be used if used would be by personnel and they are not going to be there during peak hours blocking a lane. If they do get in the way, they will move their cars.
There are two issues that have come up that we would like to change. One is the lighting, we would like to change it from 10 lights to 8 lights due to the footprint being shrunk down a little.
Dave Kuhn: I don't have any problem with that. I look at the lights that go off site, these lights are for your protection.
Jim Mullins: The other issue is that the owner would like to provide a restroom for the drivers. Since we would have a building, we would like to add a restroom and a large electrical room (so they are indoor out of the elements). This is what the owner has wanted to do from the get go however, the fees from NWSD were way to high. Recently (about two hours ago) the district has stated that they are willing to provide the needed water and sewer to the restroom for tens of thousands of dollars instead of hundreds of thousands of dollars. We are hoping you can approve the site plan tonight with that change; with the inclusion of the restroom and electrical building. It is a unisex restroom ADA compliant. We would also like to have a vending machine. The building would be 16' x 36', composed of the same materials. The height will change from an 8' wall to 10' 4."
Chairman Melnyk: Adding a restroom could lend itself to more litter etc. You have someone coming in to clean it regularly correct?
Jim Mullins: Yes, it will add to the maintenance persons job duties. Access to the restroom will only be via a code. Only the drivers using the facility will be able to obtain that code. It will not be open to the public.
Mr. Venzke: Where is the pipeline?
Jim Mullins: The pipeline in under Chelsea Dr., I believe it's a 12" gas line.
Mr. Burns: Will there be a code for the vending machine?
Jim Mullins: No, the way we will have that set up will be under a roof with a metal security door. We will put it at the end of the building so unless you're using the facility, you will most likely not even see it.
Mr. Delventhal: I think we should approve the site plan but bring back new plans with the restroom and electrical building.
Mr. Burns made a motion to approve the Final Site Plan for the unmanned Compressed Natural Gas Fueling Station at 4000 Chelsea Dr. contingent upon City Engineer's comments along with his final approval and the Zoning Inspectors final approval when updated plans with a restroom are submitted, second by Mr. Venzke.

Chairman Melnyk: Do you have any idea on a timeline?
Jim Mullins: We will probably start within a couple months.

Chairman's Report: / I have two items: First is the proposed natural gas pipeline that will be running through Northwood. Kimberly has given us some pictures of where the line is going to run. Dave stated that since it will go through City right of way, they should come in for a permit. I just wanted to make sure everyone knew this was coming.
The next issue is the sewer tank. Since we voted it down, they can appeal to City Council and they can vote one way or another. Since they didn't appeal PC's last decision that's fine. But they are required to bring back revised plans to PC right?
Ms. Vaculik: Yes, PC will still have to approve any revised plans.
Chairman Melnyk: I saw the article in The Press and that made it sound like it was a done deal. I just wanted to clarify the matter.
Mayor: We have met with NWSD and they are working on a compromise with potentially lowering it and adding landscaping. I think the title of the article was misleading.
Chairman Melnyk: I can reassure people that we are following the rules and that we are not jumping the gun. We will make sure they follow our protocols.
Ms. Vaculik: As of the last meeting Bob and I had with Tom Stalter of NWSD, he stated he will bring back revised plans so they know they have to come back to us. Tom stated that they could lower the tank 5' and potentially make the diameter wider however, they may have to make the dome taller.
Mr. Venzke: Did they ever consider going underground since people said they wouldn't mind paying extra.
Mayor: They've looked at all their options and realized that what people said at the first meeting might change when they got their first bill with the higher costs of an underground tank.
Chairman Melnyk: Remind me, what did they say about the costs? Is Northwood the only one who is going to have to pay for it?
Ms. Vaculik: They were going to spread the cost over the whole district if it's above ground however, if we forced them to put it underground they would probably only charge Northwood. They couldn't justify spreading the additional construction costs across the district to put it underground because people in Northwood don't want to look at the tank. This is why it jumped from $3-$4 to $10-$12/ month.
