Northside Volleyball League Rules and Regulations - 2016

Referees will follow the rules established in the Iowa Girls High School Athletic Union with the following Northside Volleyball League exceptions.

  1. PLAYING TIME– There will be a 5 minute shared court warmup. You may go on the court early if the teams playing ahead of you are done. Coaches may decide how they want to use this time. There is not a time limit this season. However, if we are continually running behind we will add a 45 minute time limit. Please have players ready 20 minutes prior to match time to help with this process (this will allow for extra warmup time when we are running ahead of schedule.
  1. RALLY POINT SCORING –Play will consist of 2 rally point games to 21 with a cap of 25 for all levels for league play. All tournament matches will be 2 out of 3 to 21 with deciding to 15.
  1. Each team will need at least 4 players on the court and ready to play to begin a match. For teams that start with less than the maximum number of 6 players, late arriving players may enter the game on the first dead ball after they are ready to play.
  1. All players must be on the court when the ball is served. If girls are standing on the line or out of bounds it will be a side out for that team.
  1. SERVING – the 6th grade teams may serve from the 25 foot mark. The 7th and 8th grade teams will serve from the legal service area.
  1. We encourage the players to serve the ball over-hand, however, either over or under-hand is acceptable serving methods. At the 6th grade level a player is allowed 2 serves, only if her first serve attempt is overhand. Second attempt can be underhand or overhand. If at her first service attempt, she tries it underhand and is not successful, it is a side out. 7th & 8th grade will follow high school rules for serving.
  1. If the ball hits the net on a serve and goes over, the ball is playable (let serve). If the ball hits the

ceiling on a serve, it is a dead ball and a side-out is rewarded. Blocking or attacking the serve is prohibited.

  1. The following rule applies to the 6th: If a server scores eight (8) points in a row, the team will keep the serve but must rotate in order to have a new server.
  1. When serving, the player is allowed 10 seconds from the time of the referees whistle to serve the ball. If a serve is executed before the official’s authorization, it is cancelled and replayed.
  1. During the serve, if the player needs to toss again (bad toss, not mentally ready etc.), the player may either let the ball hit the floor and wait for the replay signal or catch the ball and wait for the replay signal. He or she may not attempt swinging at the ball, miss, and then reserve. In that case it would be a side out. She will be given the replay signal from the referee and then she can proceed. This may only be done one time per service rotation(except in 6th grade where they may re-toss as many times as needed).
  1. The libero may serve at all age levels.
  1. SUBSTITUTIONS -- 6th grade may use either center back or positional substitutions. 7th & 8th grade teams will use only positional substitutions. Each team must use the same substitution pattern throughout that game. There will be unlimited substitutions. Teams are allowed to reset rotation after each game.
  1. GENERAL - A legal block is not counted as one of the three hits. If the ball hits an overhead obstruction and comes back down on the same side, it is playable. If it crosses the net, it is considered a dead ball. If the ball hits the wall it is a dead ball. If a ball hits a basketball hoop or any other object it is the officials final decision if the ball is dead or replayed.
  1. If any part of the ball touches the boundary line, the ball is considered good and in bounds.

b. When two or more players touch the ball simultaneously, it is counted as one contact. Any player may touch the ball next if simultaneous contact is not the third team contact.

  1. The player’s entire hand and or entire foot cannot cross the center line under the net. This is a foul-

point or side out The hands cannot break the plane of the net, except to follow through on a spike or

a block.

d. Each team is allowed one (1) 30 second time-out per game.

  1. Net Heights: 6th grade-7’0”, 7th grade-7’4”, 8th grade 7’4”. (these heights are approximate due to net system limitations)
  2. Players may be registered on two teams within the Northside Volleyball League but they must be in consecutive grade levels and must play in the A division at the younger grade level. They must play the older division if there is a conflict with game schedules for both teams. There will not be special request allowed to keep conflicts at a minimum for players on more than one team.
  3. No players older than 8th grade will be allowed to play in the league
  4. Players and teams may play up a grade level but not down.

6. PLAYER ATTIRE – NO JEWELRY may be worn during games. Earings should not be worn. Any player wearing earrings due to new piercings accepts the risk of wearing jewelry during play.

a. We respectfully request that no outside street shoes be used on the courts

7. LIBERO PLAYER – The use of onelibero player will be allowed at all age levels. It is not required but it is allowed. The libero must wear a different colored jersey than her team to help distinguish her on the court. (Ask for libero information sheet if you need it)

8. PARENT VOLUNTEERS – Each team is required to provide 2 parent volunteers per match. One parent is to be a line judge and one to help at the scorers table. Coaches need to have this taken care of before your game. To volunteer, you must be high school age or higher.

9. GAME SCHEDULES –The league schedule is very full. We will not reschedule any matches. If you are unable to play your match please contact the league and also the coach you are playing. Divisions have been set up that hopefully allow for competitive play but also give each team sufficient numbers of games. We reserve to change the schedule if required as well as move teams to different division if it is what is best for a team and league. All changes are the decision of the league supervisors.

10. SPORTSMANSHIP

a. STUDENT PARTICIPANTS – Players are expected to conduct themselves in a respectful manner to the other players, the referees and the coaches. At the conclusion of a match, both teams will meet at the net to shake hands. Out of respect for all teams, no chanting or cheers are allowed during the games but

are acceptable during time outs and before the match. Ace ,kill, and stuff block cheers are allowed.

b. SPECTATORS - Spectators, like the student participants, are expected to display mature behavior and sportsmanship. The failure to do so can and may result in the removal of the spectator from the game and possibly future volleyball events in the Northside Volleyball League. Abusive, verbal or physical conduct of spectators directed at participants, officials, other spectators or coaches will not be tolerated. The referee will contact the gym supervisor who will assess the situation. If a decision is made to remove the spectator, the gym supervisor will alert the respective coach and the coach will be responsible for removing the violator. Play will not resume until the situation is resolved. Please remember our officials are young and learning about officiating. Help them have a positive experience. Every official has made a mistake.

11. BUILDING RULES –

 YOU MUST PROVIDE YOUR OWN PRACTICE VOLLEYBALLS. We will provide a game ball.

 No food or drinks (water bottles excluded) are allowed in the gym. The concession stands will be open during volleyball games until 10 minutes after the last match begins.

 No gum is allowed in the gym.

  • Coaches and parents with small children, you MUST make sure the children are supervised while in the facility.
  • Coaches MUST inform their parents that anyone attending games must stay in the gym or cafeteria area at all times. No walking the halls.
  • There is a $2.00 entry fee for adults and $1 for students. $5.00 family fee (includes 3 adults and 3 students) We do not accept district activity passes as this is not a district event.
