This position is responsible for administering a compliant Homeland Security Exercise Evaluation Program (HSEEP) to State agencies, all regional, local and tribal jurisdictions, and military installations within North Carolina (101 local governments). Also, the Exercise Officer is responsible for assisting with conducting an exercise program that is compliant with state and federal laws that pertain to the Radiological Emergency Preparedness (REP) program for the 4 nuclear sites which affect North Carolina. The Exercise Officer must review new state and federal guidance, rules, regulations and laws to determine necessary exercise procedures in accordance with current HSEEP and REP guidelines. This position will also serve in the Logistics Section when the State Emergency Response Team is activated. Requires periodic overnight and weekend duty, overtime during emergencies/disasters, possible shift work and being on call 24 hours a day.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
Experience in planning, designing, and conducting local and /or statewide multi-jurisdictional exercises.
Experience in interpreting and applying federal and/or state laws, policies, procedures and regulations.
General knowledge of grant and budget management.
Experience in planning and facilitating workshops and meetings.
Competence in computer usage to include word-processing, spreadsheets, data entry, email, and databases.
Attention to detail and good organizational skills.
MANAGEMENT PREFERENCE:

Organizational Exercise Programmatic Management utilizing the Homeland Security Exercise Evaluation Program.

Minimum Education and Experience Requirements:

Graduation from a four-year college or university and two years of specialized emergency management planning, research, analysis, community services or emergency services experience; or an equivalent combination of training and experience. Minimum training and experience for trainee appointment - Graduation from a four-year college or university; or an equivalent combination of training and experience. Degrees must be received from appropriately accredited universities.
