Normal Operating Procedure 2015

Location: Upton Warren Sailing Centre, Worcester Road, Upton Warren. Bromsgrove B61 7ER

Time: Sunday Evening between 6.00pm and 8:00pm, cover to be provided for RLSS open water activities.

This NOP is to be read in conjunction with the DLSC and Upton Warren Risk Assessments

All those attending will meet at Gate entrance to site prior to start of session. Site alarm to be deactivated and changing rooms opened up.

Supervisors Required:

o  Supervision only supplied for RLSS swimming activities on Sunday Evenings

o  Instructors running the training must have appropriate Open Water Endormsent

o  Min Required - 2 Water craft - 2 Land Patrol These are independent of the Instructor who will be teaching or assessing.

o  Patrol captain - RLSS ERAS Qualified to be designated before start of patrol and all active Supervisors informed.

o  Patrol Craft 1. - Zone A – RLSS ERAS Qualified

o  Patrol Craft 2. - Zone B – RLSS ERAS Qualified

o  Land Patrol - Jetty 1 – RLSS ERAS Qualified

o  Land Patrol - Beach – RLSS ERAS Qualified

Patrol Zone:

o  No other water based activities are permitted by site operators at specified swim time

o  Patrol Zones may vary depending on type of activity and distance of swims in the water.

o  Patrol Craft must remain with swimmers at all times and must not leave the water until all swimmers have left the water.

Zone Changes:

o  Conditions to be assessed by the patrol team under the co-ordination of the patrol captain who will make the final decision on the day as to the suitability for a patrol and will also allocate Supervisors to their tasks.

o  Changes to the zone are permitted only on the direct instruction of the patrol captain, who should communicate his decision to each patrol member.

Relief/Change Over:

o  Relief not usually required as normal operating hours are minimal [2hrs]

o  Change over between water patrol craft and land based members - desirable every hour but at discretion of patrol captain.

Before Sessoin Starts

o  Patrol Captain to brief Supervising team and allocate duties.

o  Patrol Captain to be made aware of any issues by the team.

o  Patrol Captain to ensure a fully charged and operational mobile phone is in easy reach of land based supervisors. A fully charged mobile phone will be kept in a box labelled phone which is visable on the beach. Also the box will contain the address including post code for Upton Warren.

o  Vehicle to be based at patrol site.

o  Patrol Captains to mark activity and patrol Zone.

o  Ensure 2 first aid kits and 1 clean blanket is available for emergency purposes

o  Land based Supervisors to have appropriate rescue equipment with them

o  Patrol Craft to carry appropriate rescue equipment with them (these are to be worn by the users)

o  Patrol Captain to ensure all Supervisors are in place before anyone enters the water.

o  Instructor to ensure all emergency contact numbers are to hand for those swimming.

o  Instructor in charge to ensure all swimmers are appropriately dressed and have suitable footwear and brightly coloured hats to swim in.

o  Instructor to be made aware of any pre existing medical conditions by those swimming or taking part in the session.

o  Instructor to ensure all swimmers are aware of the Hazards and Risk Assessments.

o  At the beginning of each session Patrol Captain or Instructor in consultation with Patrol Captain to ensure all swimmers know what the emergency signals are.

o  Instructor to ensure each swimmer has a log sheet for the season and entry and exit times are logged.

End of Session

o  When Swimmers leave the water time to be noted on log sheet.

o  All swimmer are to have showers and hot drink before leaving site

o  All swimmers to make sure Instructor knows they are about to leave the site.

o  Patrol Captain to ensure all equipment is checked and put away. Any defects to be reported to the equipment officer.

o  Site to be locked and Alarmed as per Upton Warren Policy.

Equipment:

o  Equipment officer is responsible for replacement, maintenance and safety of all club equipment.

o  Damage to, or the replacement of equipment should be reported at the first opportunity to the equipment officer.

o  T'Buoys, First Aid Kit, Throw Ropes, Throw Bags, Patrol Craft, Life Vests

Personal

o  Club T'Shirt, Shorts, Whistle, Appropriate Foot Wear, Wet suits, Other Clothing Suitable for the Purpose of Patrol and Weather Conditions

Reports:

o  Patrol Captain must complete Patrol Report Form DLGC02 if an incident occurs before leaving venue and ensure it is filed appropriately.
