Non-Executive Members Reappointed toLothianNHSBoard

The Cabinet Secretary for Health and Sport today announced the reappointment of Alison Mitchell, Michael Ash and Peter Johnstonas Non-Executive Members of Lothian NHS Board.

MEMBERS

Peter Johnston is a Dundonian by birth and has lived and worked in West Lothian since 1978. He is a teacher by profession and has served as an elected member of West Lothian Council, since 1985. Peter served, in a voluntary capacity, for 16 years as chair of the Open Door Accommodation project for homeless youngsters. He has previously been a Non-Executive Director of Healthcare Improvement Scotland and a member of the Scottish Health Council. Since 2012 Peter has served as the Convention of Scottish Local Authorities (COSLA) spokesman for Health and Wellbeing.

Alison Mitchell is an experienced management consultant and brings to the Board of NHS Lothian significant experience of strategy planning, change management, performance improvement and organisational audit. She is an ACAS arbitrator and a member of the ACAS Central Arbitration Panel. Alison is also a lay member of the Judicial Appointments Board for Scotland. Previously, Alison worked in the field of Human Resources at senior and board level for over 20 years and has extensive UK and international experience across a range of sectors, including Oil and Gas, Technology and Public sectors. Alison is a graduate of the University of Edinburgh and has a Postgraduate Diploma in Human Resource Management. She is a Chartered Fellow of the Chartered Institute of Personnel and Development (CFCIPD).

Mike Ash has served on NHS Lothian Board for the last 4 years. During this period he has chaired East and Midlothian CHP’s and then chaired the shadow body overseeing the integration of health and social care. He is currently vice-chair of East Lothian IJB. From 2008 to 2014 Mike was a member of the Accounts Commission for Scotland. Mike has represented Scotland at bridge on several occasions and was president of the Scottish Bridge Union from 2012 to 2014.

REAPPOINTMENTS

Peter Johnston’s reappointment will be for a year and will run from 1 June 2016 to 31 July 2017. Alison Mitchell and Michael Ash’s reappointmentswill be for a period of two years, from 1 August 2016 to 31 July 2018.

These reappointmentsare regulated by the Commissioner for Ethical Standards in Public Life in Scotland.

REMUNERATION

The reappointments are part-time and attract a remuneration of £8,088 for a time commitment of one day per week.

OTHER MINISTERIAL APPOINTMENTS

Alison Mitchell is a Lay Member of Judicial Appointments Board for which she receives aremuneration of £290 per day for a time commitment of 20-40 days per year. Peter Johnston and Michael Ash have no other Public Appointments

POLITICAL ACTIVITY

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public. Peter Johnston is an SNP Councillor for West Lothian Council. Alison Mitchell and Michael Ash have had no political activity in the last fiveyears.

BACKGROUND

NHS Lothian is responsible for the health needs of the people living in and around Edinburgh. NHS Lothian provides a comprehensive range of primary, community-based and acute hospital services for the populations of Edinburgh, Midlothian, East Lothian and West Lothian.
