C I R C U L A R
Sub : Enlistment of Institution for supply of various Khadi items as per
DGS&D Rate Contract to Govt. Departments/Railways.
Attention of all concerned is invited to the Circular No.KVIC/GS/ INSTS/RC/2001-02 dated 23rd August, 2001 enclosing therein prescribed form of enlistment of institution, check-list for scrutinizing the proposal and list of various Khadi items as per Rate Contract with a view to enlist more number of institution which have good track record and financially sound under the fold of Govt. Supply.
2.Instances have been noticed that the above circular has not been implemented in true spirit. Often incomplete proposals are sent resulting difficulty in processing and delay. On the other hand R.C. supply has to be made in a time bound manner normally within 30-45 days. Quality of the material should also conform to BIS specification which are subject to inspection by the DQA authority before dispatch. Since the orders received under R.C. are of bulk nature it has been decided in consultation with Director(KC) that small institution having production & wholesale (GS) target below Rs.10.00 lakhs should not be considered for Govt. Supply. Before recommending any proposal State/Divisional Director should invariably conduct physical verification of the unit, verify authenticity of the Test Report submitted by the institution, complete the checklist and provide specific recommendation about desirability for enlistment of the institution under Govt. Supply.
3.Out of various Khadi R.C. items as mentioned in the Annexure – III, there is shortage of producing institutions mainly for supply of long cloth, sheeting cloth, Pugree cloth, Bunting cloth. For Dungry Cloth there is good demand from Railway but supply base is restricted to A.P. and Karnataka only. Similarly for Polyvastra Bedsheet and Pillow Cover the supply base is only within few institutions from Gujarat. Hence, more and more institutions should be encouraged to produce R.C. items for which there is assured market and payment made in a time bound manner which will improve their liquidity.
In order to increase the supply base speedily, it has also been decided that for ‘A+’ and ‘A’ category Khadi Institutions based on their application for enlistment and Test Report furnished from Govt. recognised Laboratory their proposal may be recommended by the State/Divisional Director without conducting physical verification. However, the placement of supply order on such Institution, shall also be subjected to availability of adequate target agreed by the SFC.
4. All the State/Divisional Directors and State/UT KVIBs are, therefore, requested to circulate this information among the certified Khadi institutions in their area of jurisdiction

and forward the applications received in this respect alongwith enlistment form, the Check List and 1 set of sample cloth of 2 Mtrs. duly stamped with the name and address of the institution and test report from recognized Govt. Textile Laboratory informing BIS specification. Once the samples are found to conform to the BIS specifications and after satisfying the credibility of the institution based on the information furnished by the field office in the Check-List, the institution will be enlisted with the Directorate of Government Supplies of the Commission and shall be eligible for orders for the items for which it is enlisted, as per the approved targets.
5. The following enclosures are sent herewith to enable the field office to mobilize applications for enlistment of new institution(s) for the purpose.
