Sub: Restructuring & Promotional Policy for Personal Assistants.

Respected Sir,

In response to the instructions of the then CMD, BSNL, New Delhi, this association has submitted a detailed letter summarizing the demands of the PA/PSs cadre vide letter No.AIBSNLEA/CHQ/Dir(HRD)/2008-09 dated 25.09.2008 (Copy enclosed). The gist of the demands are reproduced below for your kind and a favourable decision since the entire cadre is retiring as P.As only within a short time without any further promotion.

1) Post based promotions for Personal Assistants – With restructuring and declaring the cadre of stenographers as ‘dying cadre’, the entry cadre is now Personal Assistants (Executive). Presently, the basic recruitment of the executives in BSNL is in three streams (1) JTO (2) JAO and (3) Personal Assistants. A person who enters the Corporation as an Executive aspires to retire at least at the level of SG JAG (E-6), whereas in the cadre of Personal Assistants, they will be retiring as P.Ss (E2) since there are no further grades available to them for promotion. Taking into account the promotional avenues available to the similarly placed executives, we suggest the following post based promotion for the Personal Assistants:

a) All the posts of Stenographers, Personal Assistants and Personal Secretaries may be pooled together and placed in the ratio of 40% (E-1) 40%(E2) and 20 %(E3).

b) As per the recommendations of the HK Gupta Committee, all the HAG level officers may be provided with secretarial assistance at the level of E-4.

c) All Officers (PA/PS) who are in E-4 scale for a period of 5 years or have completed 23 years of service from the date of entry in the cadre may be promoted to E-5.

d) All officers who have been promoted to E-5 and have completed a minimum period of 3 years may be placed in E-6.

The above dispensation will give an opportunity to few of these officers to reach at the level of E-6 before their retirement.

2) Designations to PA / PS cadres : The appropriate designations as being given to other executives of BSNL may be extended to this cadre also.

3) Promotional avenues for the cadre of Stenographer who has been declared as ‘dying cadre’. In order to alluding the grievances of this micro minority group, the CAT judgments of Ernakulam and Chennai benches may implemented as demanded vide our letter dated 25.8.2010.
