TERMS AND CONDITIONS OF SERVICE

The terms and conditions of employment are those of the NHS Greater Glasgow & Clyde

1.Definition

1.1Administrative staff employed by NHS Greater Glasgow & Clyde who are available to be called to work on an Ad Hoc basis (hereinafter referred to as “the Bank”).

1.2Members of the Administrative Bank may be employed solely on the Administrative Bank or may be existing full or part time staff.

2Contract

Individuals employed on the Bank will be employees of the Board for the duration of each shift they work.

3.Disclosure Scotland Check

All Administrative staff will be asked to complete an Enhanced Disclosure as part of our pre-employment checks.

4.Pre-Employment Health Assessment

The successful candidate must undergo a satisfactory health assessment (including a medical examination where appropriate).

5.Location

5.1Individuals will be located within NHS Greater Glasgow & Clyde sites

5.2Bank staff may be offered work within any site managed by NHS Greater Glasgow & Clyde. Every effort will be made to place staff according to their preference of location, although this may not always be possible, as staff are required to work wherever the service needs are greatest.

6Hours of Duty

6.1Successful applicants will not be given set hours, but will be asked to work on an “as and when required” basis to meet the needs of the service.

6.2There is no obligation on NHS Greater Glasgow & Clyde to offer Bank staff any shifts and there is no obligation on any staff to accept any shift,

6.3Bank staff’s hours of work will generally be limited to 37.5 per week. In exceptional circumstances this may be increased up to a maximum of 48 hours.

6.4Under the Working Time Regulations, the maximum weekly working time is 48 hours, averaged over a 17-week period.

6.5Bank staff are not permitted to work on Bank while:

  • On sick leave from their substantive post
  • On maternity leave and within 6 weeks after birth of child
  • On suspension from substantive post within NHS Greater GlasgowClyde or, if the substantive post is in another Board area, from that post, pending investigation.
  • Waiting for Disclosure clearance

7.Salary

7.1Administrative Bank staff will be paid as follows:

  • Internal staff at a higher substantative grade applying for a lower graded Admin Bank shift, would be placed at the top of the Admin Bank shift salary scale (subject to having relevant skills and experience)
  • Internal staff applying for a similar graded Admin Bank shift, would be placed at the same point of the Admin Bank shift salary scale
  • External recruits will be appointed at the minimum of the appropriate salary scale, unless they can provide appropriate evidence which would support entry at a higher level.

Placement on the above salary scale is dependant upon previous experience and qualifications.

7.2An additional payment of 11.59% will be paid to Bank staff in lieu of statutory annual leave requirements under the Working Time Regulations.This will be paid on a quarterly basis in arrears. For all basic hours worked each week Payroll will pay 11.59% of these hours in lieu of holiday entitlement which is equivalent to 1 hour paid for 12 hours worked.

7.3All Bank staff will have the option of weekly or monthly pay, in arrears. Timesheets must be submitted for weekly pay by 10am on the Thursday of every week, for monthly pay they should be submitted by end of day on 1st of every month at the latest to ensure payment. In order for payment to be processed on time all time sheets should be received by the date and time stated above.

8.Superannuation Scheme

Bank staff will automatically be a member of the NHS Superannuation Scheme and contributions will be deducted from pay. Form SB34 should be completed by any individual not wishing membership of the scheme. Superannuation contributions are made on all hours worked up to 37.5 per week.

9.Termination

On leaving, Bank staff must give written notice of their intention to terminate their relationship with the Bank, by giving at least one week’s notice in advance of the intended leaving date

10.Equal opportunities

10.1Bank staff are subject to NHS Greater Glasgow Equal Opportunities policies.

10.2Bank staff will have the opportunity to take up part or full time opportunities arising

from vacancies, except in cases of Organisational change.

11No Smoking Policy

In recognising the danger to health of smoking and the right of non-smokers to enjoy smoke-free air, the Board has implemented a smoking ban throughout all NHS Greater Glasgow & Clyde premises.

12.Sickness Absence

There is no entitlement to Occupational Sick Pay for absence due to sickness.

13.Board Policies and Procedures

13.1Bank staff are covered by all Board Policies and Procedures.

13.2Bank staff are covered by all Board Health and Safety policies.

13.3Policies are available on the Intranet and are widely available throughout NHS Greater Glasgow & Clyde in hard copy format.

N.B. Following agreement on the implementation of a new pay framework for the National Health Service, the pay terms and conditions of all NHS posts, with the exception of Doctors, Dentists and the most senior Board level management staff, will be subject to amendment to reflect the new arrangement with effect 1st October 2004
