Position / Adolescent Development Program Officer
Department & Location / Program, Phnom Penh
Report to / Program Coordinator
Purpose: / The Program Officer is responsible for the monitoring and coordination of projects in the assigned projects/programs. S/he works with others including Adolescents and Youth Groups and Networks, NGO members, and relevant government partners to ensure project quality, technical soundness and alignment with NGOCRC’s strategies, approaches, policies and procedures.
As a Child Rights Coalition and membership organization, the Program Officer will commit to the wellbeing of children and to support the Convention of the Rights of the Child and will not tolerate child abuse.
Dimensions of the Position:
The position manages the project funded by Unicef as well as coordinates the Adolescent and Youth Reference Group. The incumbent will coordinate and monitor project activities directly with 2 sub-grantees and deal directly with donor, Unicef. The position is responsible for the entire project management cycle.
Responsibilities and Accountabilities of the Position:
This position will be responding to the job description below:
  1. Develop/support others to develop project annual/quarterly/monthly planning and budgeting in consultation with the relevant colleagues.
  2. Ensure consistency and coherence of program planning, budgeting and monitoring with the overall program and budget in the NGOCRC’s Strategic Plan, and donor requirements.
  3. Support the Program Coordinator to develop annual and quarterly monitoring plans, in line with the M&E framework.
  4. Support the Program Coordinator to implement capacity building plans for Children, Adolescent, and Youth Networks and NGOCRC’s Members.
  5. Coordinate and ensure all Child Protection Policy (CPP) requirements such as child protection mapping, Child Protection (CP) risk assessments and updates, and ensure CP risks are managed in terms of child participation all project activities, including those with partners.
  6. Support others to implement project activities as agreed in the project frameworks and agreed timeframes.
  7. Monitor the progress of the project implementation and budget spending of the sector program and provide timely advice and support on any major issues in over / under spending and / or delays or deviations to work plans.
  8. Ensure the integration of children’s and adolescents’ participation at every stage of the project cycle.
  9. Conduct Child Protection Policy (CPP) implementation assessments during project field visits to establish if there are gaps and then support partners to improve their compliance with the CPP implementation standards.
  10. Represent NGOCRC and participate in relevant meetings at the national level as agreed with the Program Coordinator.
  11. Provide regular / monthly updates on the progress of the projects, including any arising risks and issues to the Program Coordinator.
  12. Consolidate, review and edit the progress reports to donors (annual / 6-montly / quarterly), to ensure they are high quality, on time, and comply with donor requirements.
  13. Support the collation of information to be used for project proposals, implementation plans, or other purposes.
  14. Prepare information and other inputs required for progress reports.
  15. Support the M&E Officers to regularly monitor project / program outputs in accordance with the M&E frameworks of the projects.
  16. Assist the local partners to regularly monitor project / program outcomes as per the sector M&E framework.
  17. Actively participate in monthly team meetings / reflections with Program Coordinator, and other staff.
  18. Participate and coordinate all reviews and evaluation, including audits.
  19. Monitor, and evaluate his / her work and the work of partners from the perspective of achieving gender equality and inclusion outlined in the Policy on Gender Equality and Inclusion.
  20. Adhere to the Child Protection Policy and report any Child and Adolescent Protection incidents in line with local reporting mechanisms.
  21. Perform other duties as reasonably requested by the Supervisor and NGOCRC.

Qualifications of this position
Education and Knowledge /
  • University Degree or evidence of advanced study in social development or Community development fields;
  • Good knowledge of gender, human rights, and child rights.
  • Knowledge of the rights-based approach, partnership and working with sub-national authorities. Knowledge of project cycle management best practice.
  • Good knowledge of UNCRC implementation and all forms of child abuses
  • Good knowledge of child participation and Child Rights and women rights implementation in Cambodia and in the region
  • Good knowledge of rural development approaches, current pace of development and challenges and opportunities in rural Cambodia
  • Good understanding on Cambodia’s government strategic plan and sector programmes

Experiences and Skill /
  • At least 3-5 years of experiences in child rights, children’s and adolescents participation especially working with adolescents and youth-led groups;
  • Experiences in coordinating,managing sub-grantees,and advocacy activities with NGOs;
  • Experience in capacity building and training.
  • Strong organizational and interpersonal skill;
  • Cooperative and support colleagues and be a good team player;
  • Initiative, commitment, self-motivation and an ability to work independently and in a team;
  • Experience in project management, budget management and reporting.
  • Ability to develop and monitor complex project / program plans and budgets effectively.
  • Ability to plan, monitor and report on program activities in line with donor requirements.
  • Ability to coordinate a wide variety of stakeholders at different levels for program implementation and monitoring.
  • Excellent communication skills, both verbal and writing in English and Khmer (including but not limited to facilitation, networking, negotiating, capacity building and influencing).
  • Able to analyse and solve problems independently, and make decisions based on sound judgment.
  • Proven ability to lead, motivate and influence others;
  • Excellent negotiation and facilitation skills with the government and CSOs;
  • Computer proficiency (MS Word, Excel, PowerPoint)l;
