Newquay & District Pool League Rules
1. TITLE & COMPOSITION
i. The League shall be known as the "Newquay & District Pool League" and shall be made up of a set number of divisions, each of which shall consist of a maximum of 14 teams.
ii. At the commencement of a new season the top two teams of each division shall be promoted whilst the bottom two teams of each division shall be relegated. Teams may be moved up a division at the start of a new season if teams in a higher division pull out of the league.
2. REGISTRATION OF TEAMS AND PLAYERS
i. The date of the registration meeting shall be decided by the committee and will usually take place on the first Thursday in October. At which meeting Captains must provide the Treasurer with the Team and players fees together with the registration form duly completed, with all players full names.
ii. An unlimited number of players can be registered per team. Players may be signed on the night of a match. Full name to be put on the back of the result card. Teams found playing an unregistered player will have that game awarded to the opposing team. One off, on the night players, also need to be registered.
iii. A player may be transferred from one team to another at the discretion of the committee, together with a transfer fee of £10. There can be no transfers in the last 6 weeks of the season and no new signings for finals night.
iv. All new and existing 2nd division teams will pay a £50 deposit (bond) which will be held by the league and returned if the team gain promotion out of the 2nd division. However should any team fail to complete more than 3 of their fixtures then they will lose the deposit.
3. FIXTURES
i. League matches shall be played on a Thursday night, commencing at 8.00PM. Cancellations are not permitted. Any team who cannot fulfill a fixture will forfeit the game points to the opposing team.
ii. Each league match shall consist of 18 singles (in three 6-6-6 match blocks). Any player not present when called for his match (as indicated by the Result Card) shall forfeit that game. The score card shall be completed in full at the start of the match with the home team completing the form first. The away team then fill out their names without looking at the home players names, the result sheet can be folded to hide home players names. Once names are on the results card, no alterations are permitted without consent of both captains.
iii. Any team who fails to complete more than 3 league fixtures may not be eligible to re enter the league next season and will forfeit any deposit.
iv. If play has failed to commence by 8.10 PM the first game shall be given to the non offending team, the second game will be given at 8.20 PM. If a Team fails to arrive by 8.30 PM then the Captain of the non-offending team may apply in writing to the Committee for points to be awarded to his team at the discretion of the Committee. Play can commence so long as a minimum of 4 players are available for a team. If there are only 4 players then the last two games of each section will be awarded to the opposition.
4. PLAYING RULES
i. The game of World 8 Ball Pool shall be played in accordance with the rules of the English Pool Association, with the exception of the sixty second rule. However if play is slow in a match and both captains agree, the sixty second rule can be used at the commencement of the next frame and must be used in all remaining frames to conclusion. A timekeeper must assist the referee with a stopwatch if the sixty second rule is used.
ii. All tables must be 7x4 Super League, be in good order and have proper lighting. Speed cloths are not permitted.
iii. A referee shall be appointed for each game and his decision alone is binding. The home team shall provide referees. The referee will settle any dispute occurring during a match. In the event of a dispute arising, the team captains must come to an agreement, and must be settled on the night.
iv. The Break. The Away team shall break for the first 6 matches with the home team breaking in the middle 6 matches. The final 6 matches shall be decided by the toss of a coin at the start of the section by either the team captains or the first player and then shall be consecutive.
v. Every team must ensure that their table is kept to an acceptable standard, clean and level. Any teams not doing so will be asked to improve their table.
5. RESULT CARDS
i. The results secretary must receive result cards by email or post no later than 14 days after the match. Winning captains are responsible for dispatching cards to the results secretary. Failing to submit a card within 14 days will result in points being lost.
ii. Points are awarded 3 for a win and 1 for a draw. If in the KO cup all games are equal after 16 matches have been played then a decider frame will be played with each captain nominating one of their team for the decider.
iii. The non-defaulting team shall be awarded the match 9-0 due to a missing card or default of game without notification, see rule (IV) Section 3. Cards lost in the post will not be accepted as an excuse. It is team captains responsibility to check the league tables to see that the result has been put on.
iv. Teams are permitted to leave after the match has been decided (once 9 games have been won) but will forfeit all the remaining games to the opposition.
6. FORMATION & POWERS OF THE COMMITTEE
i. The Committee shall consist of a Chairman, Secretary, Results Secretary, Treasurer and at least one registered player, who will be elected at the Annual Meeting by a simple show of hands.
ii. The Committee will enforce the rules and may at its discretion impose fines and bans on any team or player who is in their opinion, in breach of the rules or is acting detrimentally to the League.
i. The committee has the power when required, and as it feels in the best interest of the pool league to make any changes to the rules or league structure.
7. PROCEDURE AND VOTING AT ANNUAL & OTHER MEETINGS
i. A printed copy of the accounts shall be circulated at the Annual General Meeting to be held at the end or beginning of each season, you will be notified in advance.
ii. Motions that are duly proposed, seconded and amended at any meeting shall be voted on by a simple show of hands.
8. ENTRY TO THE LEAGUE
i. In the event of there being more applicants than vacancies in the League, preference shall be given to non-member venues, but "B" teams are in general permitted.
ii. The names of the remaining teams eligible for election to the League shall then be selected at random by withdrawing the required number of names from a hat.
9. TROPHIES
i. Trophies (8 per team) will be awarded to:
Winners of each league and runners up.
Winners and Runners up in the Knockout Cup.
Winners and Runners up in the Singles Knockout
ii. There are perpetual trophies for winners.
iii. A prize will be given to the player who has won the most matches in the Premier League at the end of the season.
iv. All teams who win trophies must attend presentation evening to collect their trophies. Any team who are not able to attend must contact a member of the committee. If teams do not want to collect trophies they must let the committee know so that league money isn’t wasted buying them. Failure to do this will result in teams being billed for the cost of trophies
v. Teams/players will not be permitted to take home any perpetual trophies without paying a deposit. Any team/player awarded a perpetual trophy will be required to pay for any damage or replacement.
