Minutes of the Meeting of the above Council
held on Monday 2nd October 2017 at Aston Chapel at 7.30 p.m.

2.Declaration of Interest – if a member is present at a meeting of the authority, and they have a disclosable
pecuniary in any matter to be considered or being considered at the meeting, they cannot take part in any discussion of the matter at the meeting or vote on it. They should disclose the interest to the meeting and follow the Council’s Code of Conduct.

4.Matters arising from last minutes:-
- Flooding – centre of Village – reported that further to the last meeting of the Parish Council, the Clerk has again on 25th September emailed Paul Reeves, Flood Risk Manager – Cheshire East, re the further rain and flooding which has taken place
The Clerk has now received the following reply from Owen Beddow, Flood Risk Technician, Cheshire East Highways – “Previous to our last meeting we were under the interpretation, myself and Paul Reeves would attend the next local parish meeting with appropriate landowners to discuss further.Ultimately as explained on site the “ordinary watercourse” runs through a number of different landowners, each landowner is responsible for the maintenance of their section. Making the process a lot harder, I will complete a land registry search across field and acquire exact landowner contact details”.
- Waste Bin: the clerk reported that this was requested in March and despite a reference number no more progress. He has emailed Cheshire East on 25th September for an update and this has now gone to Caroline Griffies for her attention who has replied to say they are looking to replace with a bin similar to that in centre of village. This has now been installed.
- Hedge, Sheppenhall Grove. J. Barker reported that the homeowner is currently in the process of cutting this hedge and so it appears the problem is now resolved.
- Gullies on A530: no progress in resolving this issue which is impacting on residents safety when walking. Further email to Andrea Bickerton, Cheshire East.
- Poppy Wreaths, on the prop.,Mrs J. Sweeney,sec., Mrs J. Fenton it was unanimously agreedthat the Clerk should order these as previous and that J. Batho will attend the Wrenbury Service with J. Barker doing likewise at Aston.
5.Highway matters:
- Back Coole Lane – road closed due to problem with badgers under the road. This appears to be closed indefinitely at the moment and no likelihood of it opening before 2018. It was felt that the closure of this could seriously affect life with both Fire Brigade and First Responders, based in Audlem, having to take detours. Clerk to write to Highways accordingly.
- Cross Roads – Chairman reported that the lack of road markings has been reported and awaiting response from officer re this matter, he will follow up.
- Give Way Sign - E. Forshaw reported that the sign on the approach to the crossroads from Wrenbury is obscured by overgrown hedge – Clerk to report.

IVNeighbourhood Plan:reported that the survey has been distributed and good returns are now in, although some apparently still to be collected.
9.Police Matters – the Chairman reportednext meeting due soon. J. Barker raised his concern over the problem of some cyclists who ride in packs not allowing, especially on narrow country lanes, other road users to pass.
